Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • The local economy was in a recession during the first half of this year due to the COVID-19 epidemic. Recent business indicators, however, are showing that Jeju's economy is recovering as the number of tourists gradually increases. Mike Laidman reports. There were 988,000 visitors to Jeju last month. Compared to July, 2019, this number was only 76% as high, but still the most Jeju has seen since the start of the COVID-19 pandemic. The growing number of tourists has served to raise the consumer price index and business index. The consumer price index increased 0.1 percent last month in Jeju, and was the third month in a row that the number has been positive. Consumer prices are still lower than usual for fear of COVID-19, but did bounce back a bit last month for the first time in three months. Looking at individual items, manufactured products and gas prices dropped, while prices of agricultural products, including pork and sweet potatoes, rose on the whole. The local business index has also been recovering somewhat faster than other provinces and cities. The business survey index in Jeju was at 46 points last month - 9 points higher than June, and the third consecutive increase in as many months. The index for the non-manufacturing sector, including the wholesale and retail industries, and service industry grew as sales at tourism businesses increased. The Bank of Korea predicts that this recovering trend will last, even despite the high levels of uncertainty still present, unless of course another wave of COVID-19 hits the nation. Low salinity water found in waters of Ieodo Island Possibility of inflow into the Jeju coastal regions It has been confirmed that low saline water has entered into the waters of Ieodo (이어도) Island off the coast of Jeju. According to the National Institute of Fisheries Science and the Jeju Maritime Research Institute, fresh water with a salt concentration of 26 psu, which is the typical standard for low saline water, was first analyzed at 6 a.m. on the 6th. Since then, the salt concentration has decreased to 25 psu. The Jeju Maritime Research Institute explained that fresh water from China was found to have flowed into Ieodo (이어도) with the southwest wind, and added that there may be a possibility that those waters will also flow into the coast of Jeju. The maritime research institute will launch a full-scale marine survey early next week to determine the size and the approximate direction of the low salinity water. 이어도 해상 '저염분수' 관측…제주연안 유입 '유동적' 제주 이어도 해상에 저염분수가 유입된 것으로 확인됐습니다. 국립수산과학원과 제주해양수산연구원에 따르면 6일 오전 6시 기준 저염분수 기준인 염분농도 26 psu의 담수가 유입됐고 지금은 25psu까지 낮아진 것으로 관측됐습니다. 해양수산연구원은 중국발 담수가 남서풍을 타고 이어도까지 유입된 것으로 파악됐다며 제주 연안까지 밀려올 가능성은 유동적이라고 설명했습니다. 수산연구원은 저염분수 규모와 이동경로를 파악하기 위해 다음 주 초 본격적인 해상 예찰에 나설 예정입니다.

  • Jeju Island’s own currency, which can be used at small local businesses, will be launched in October. The currency will be distributed in the form of a debit card or a mobile voucher. The province is encouraging residents to use the local currency by offering more value than the actual amount of money charged. Meanwhile, concerns are being raised by business owners about the list of eligible businesses. Joseph Kim reports. Three kinds of public vouchers are used in Jeju: The Jeju Love Voucher issued by the local merchant association, the Farming Village Love Voucher issued by the National Agricultural Cooperative Federation and the (온누리) Onnuri Voucher issued by the national government. In total, 56 billion won worth of vouchers are circulated in Jeju per year. The range of use is set differently by voucher. It has been pointed out that there is no local voucher issued by the provincial government where Seoul can send national funds. The province is planning to issue the island's own currency. It will encourage residents to use the local currency by giving an additional 10 percent discount when buying the local currency. The currency can be charged onto a cash card or issued as mobile vouchers and used at local small businesses. 5,000 won, 10,000 won, 30,000 won and 50,000 won of the local currency will be issued. The province will issue 20 billion won worth of the local currency in October, 150 billion won worth next year and 200 billion won in 2022. About 97,000 small businesses in Jeju will accept the new local currency, which is expected to boost consumption at those local businesses. Confusion seen when the national emergency relief fund was distributed in cash would be resolved. Meanwhile, controversy is being raised among business owners on the range of use of the local currency. According to the province's plan, the local currency will not be accepted at bars, pubs, gambling places and game rooms, as well as big supermarkets and shops directly managed by company headquarters located on the mainland. Local small business owners requested that the province limit the use of the currency also at Hanaro Mart run by the National Agricultural Cooperative Federation, saying that sales increases at Hanaro Mart across the island have been reported when national emergency relief funds were distributed. Coordination of opinions among the involved businesses is becoming the biggest issue on the new currency, while the province is working on interlocking national funds including emergency relief funds and children’s allowances with the local currency. The Jeju Agricultural Research and Extension Services said that the development and distribution of heating and cooling systems using underground water over the past two years has helped to reduce electricity prices by 88% and also reduce greenhouse gas emissions. Since underground water maintains a constant water temperature of 15 to 17 degrees Celsius year-round, it has a high utilization value as a heating and cooling resource. 6. 지하 용출수 이용 냉난방 에너지 비용 절감 '효과' 지하 용출수를 이용한 냉난방시스템이 기존 유류 냉난방시스템과 비교해 80% 이상 에너지비용 절감 효과가 있는 것으로 나타났습니다. 제주도농업기술원은 지난 2년간 지하 용출수를 이용한 냉난방시스템을 개발하고 시설과수 재배농가에 보급해온 결과 실제 전기료를 88% 절감하고 온실가스 감축에도 효과를 거뒀다고 밝혔습니다. 지하 용출수는 연중 15에서 17도의 일정한 수온을 유지하기 때문에 시설하우스 냉난방 수자원으로 활용가치가 높다며 이를 활용한 냉난방 시스템을 지속적으로 보급해 나간다는 방침입니다.
