Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Jeju records first heat-related death of the year Province urges residents to take preventive action The first heat-related death occurred in Jeju amid a series of heat wave warnings issued by the government. According to the provincial government, an 85-year-old man, who was transferred to a hospital from Jeju City on the 14th by paramedics for treatment of suspected heat-related illness, died two days later in the early morning of the 16th. This is the first heat-related death in three years since 2017. The number of illnesses reported so far this year amounts to 35 people, and Jeju Island stressed the importance of preventive action, such as reducing outdoor activities as much as possible and making sure to drink plenty of fluids. 1. 올해 제주지역에서 첫 온열질환 사망자 발생 연이은 폭염특보 속에 제주지역에서 첫 온열질환 사망자가 발생했습니다. 제주특별자치도에 따르면 지난 14일 집에 있던 85살 김 모 할아버지가 온열질환이 의심돼 119 구급대에 의해 제주시내 병원으로 옮겨져 치료를 받았지만 이틀 후인 16일 새벽 숨졌다고 밝혔습니다. 지난 2017년 제주에서 첫 온열질환 사망자가 나온 후 3년만입니다. 제주도는 올들어 지금까지 신고된 온열질환자는 35명에 이르고 있다며 가급적 야외활동을 줄이고 규칙적인 수급섭취 등 예방활동의 준수를 강조하고 있습니다.

  • Employment rate in Jeju falls 0.7%p from last year Females see rise in employment, males experience decline The employment rate in Jeju has fallen from last year due to the shock in the job market following the COVID -19 crisis. According to the employment data for the month of July, the Jeju Office of the Honam Regional Statistics Office reported the employment rate in the province at 66.8%, which is a decrease of 0.7%p from last year. By gender, the employment rate for females rose 1.3%p to 62.1%, while employment rates for males fell 2.9%p to 71.4%. Family of tourists confirmed positive for COVID-19 after Jeju vacation Visitors from Gimpo, Chungju A group of tourists who came to Jeju Island on a family trip were confirmed positive for COVID-19, and has put the Jeju authorities on alert. The province announced on the morning of the 16th that a man in his 30s who traveled to Jeju Island with his parents were all confirmed to be tested positive for COVID 19. The man was tested at a public health center in Gimpo City, Gyeonggi-do province and the parents are residents of Chungju (충주) city. The man and his daughter arrived first to Jeju on an Asiana Airlines flight from Gimpo at 12:25 p.m. on the 10th, and his parents flew in from Chungju the same afternoon. They stayed in Jeju for two nights and three days, and traveled by a rental car. It was also confirmed that everyone wore masks at all destinations. Jeju Island says they have completed quarantine and disinfection measures at more than 10 tourist attractions, restaurants and accommodations where the group stayed.   • Residents of (봉개) Bonggae-dong have stated that they will refuse to accept food waste from across the island beginning August 15. Fears are looming of a second round of food waste crisis following last year’s troubling dilemma. Joseph Kim reports. The Bonggae-dong(봉개동) Community Food Waste Task Force refused to accept food waste delivered from across the island last year saying that the province breached the agreement on terms of use of the food waste treatment facility. Following marathon talks, the task force and the governor reached an agreement. The Task Force lifted blockage on the road to the food waste treatment facility and the governor promised treatment of compressed trash and odor reduction. However, the same problem is likely to reoccur in one year. The Bonggae(봉개) Community Food Waste Task warns that it would not accept food waste saying the requirements agreed by the province in October, 2019 haven’t been fulfilled. The Task Force issued notice by sending an official letter to Jeju City, stating that they will refuse to accept food waste delivered from across the island beginning August 15th unless countermeasures are prepared. The Task Force argues that area residents suffer from odor created by the food waste treatment facility and damage from exceeding its capacity. 20 tons of food waste have been delivered to (봉개) Bonggae from (읍) eup and (면) myeon areas of the island every day since the end of last year. The term of the use of the food waste treatment facility in (봉개) Bonggae will expire in October, 2021. The newly planned facility in (색달) Saekdal, Seogwipo is scheduled for completion in 2023. This means that Jeju City should persuade area residents in Bonggae to accept food waste until the new facility is completed. Jeju City is planning to spend 6 billion won in improving the existing facility to reduce odor and expand the daily capacity to 220 tons. Jeju City shared the plan with the task force. The task force held a meeting with the Jeju City mayor (안동우) An dong-u to find solutions on August 10. The task force also asked to meet with the governor.   • Restoration project of endangered Hallasan fir tree shows promising results World Heritage Headquarters reports 90% success rate After three years of planting young trees on Hallasan Mountain, where about half of the trees were wiped out in the past, the survival rate of the newly planted trees is 90%. The Jeju World Heritage Headquarters said that from 2017 until last year, they have planted 3,000 young fir trees in three different places, including Hallasan Mountain's Seonjakjiwat (선작지왓), Yeongsil's hiking trail and Sajaebidongsan (사제비동산), and found that about 90% of them have survived so far. The World Heritage Headquarters explained that it is necessary to research the survival rate through additional vegetation and monitoring until 2026 to ensure continued growth. Hallasan Mountain fir is a species that grows only in highlands, but since 2000, 46 percent of the species have withered away and the species is now classified as endangered. "한라산 구상나무 복원 3년…90% 생존" 구상나무 절반 정도가 고사한 한라산에 어린 나무를 심은 지 3년이 지난 가운데 90%의 생존율을 보이는 것으로 나타났습니다. 제주도 세계유산본부는 지난 2017년부터 지난해까지 한라산 선작지왓을 비롯해 영실 등반로와 사제비동산 등 3곳에 어린 구상나무 3천 그루를 식재한 결과 지금까지 90% 정도가 생존한 것으로 확인됐다고 밝혔습니다. 세계유산본부는 다만 아직 생존율을 확인한 단계로 지속적인 성장으로 이어지는지는 2026년까지 추가적인 식재와 모니터링을 통해 연구할 필요가 있다고 설명했습니다. 한라산 구상나무는 고지대에서만 자라는 세계적인 특산종이지만 2000년 이후 46% 정도가 고사해 멸종위기종으로 분류돼 있습니다.

The parents' association of Jeju Foreign Language High School raised the issue, saying that the agenda of the public debate being conducted by the education office is biased, as it is merely focused on whether the high school should be converted or not.
