Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

This will restrict the use of buses and taxis for passengers without masks, and drivers are temporarily allowed to deny passengers based on noncompliance with the policy.   • The month of May has seen many summer-like days, with temperatures often reaching as high as 25 degrees celsius and above. This year’s summer is predicted to be even hotter and longer than usual. In place of long lasting monsoon rains, more frequent torrential rains are expected. Todd Thacker reports. Spring feels more like summer this year. The average temperature recorded this month is four degrees higher than normal. The northern part of the island has had more days in which the temperature rose sharply, in part because of warm, dry wind and decreased precipitation. Meteorologists expect this trend will continue and the coming summer will be longer and hotter. From next month, the island will be strongly influenced by a Tibetan high pressure system that brings dry air. Consecutive days with high solar radiation will raise daytime temperatures. The hottest time of the season will be between late-July and mid-August. During this period, the North Pacific anticyclone will grow, giving Jeju hotter, humid conditions. The average temperature will be between 0.5 and 1.5 degrees higher than normal and the number of days with extreme heat and tropical nights will increase. In place of long lasting monsoon conditions, more frequent torrential downpours are predicted. The amount of rainfall is also expected to vary by region. Larger low pressure systems in July and August will make the atmosphere unstable, resulting in frequent torrential downpours in the island's southeast and mid-mountain areas. Meanwhile, Jeju can expect to see the usual nine to 12 typhoon systems passing through the region, with two or three making landfall on the mainland. Todd Thacker, KCTV

  • Massive abalone death in Seogwipo Suspected starvation from lack of algae growth due to warm winter Fishery authorities are launching an investigation into the cause of a severe abalone die-off in the waters off Seogwipo city. According to the Jeju Maritime Research Institute, abalone is continuing to die out in large quantities at village fishing grounds in Wimi 2-ri and Taeheung 3-ri, of Seogwipo city. The deaths started from the village common fisheries in Beophwan-dong, Seogwipo city at the end of February of this year. The dead abalone had fallen off of rocks due to a loss of the adsorption function of their suckers. The fallen abalone were either eaten by starfish or simply rotted on the seafloor, leaving only an empty shell. Both the abalone naturally grown and cultivated have perished. The cause of death has yet to be determined, but the Jeju Maritime Research Institute is raising the possibility that this year’s abalone died of starvation caused by the warm weather last winter which led to a lack of algae growth as a food source for the shellfish. In 2007, Abalone died in large quantities at a fish farm near Nam Jeju Thermal Power Plant in Andeok-myeon, Seogwipo City, causing about 2 billion won in damage. 3. 서귀포 앞바다서 전복 대량 폐사 '비상' 서귀포시 앞 해상에서 전복이 원인 모를 이유로 대량 폐사하면서 수산 당국이 원인 조사에 나섰습니다. 제주해양수산연구원에 따르면 올해 2월말 서귀포시 법환동 마을공동어장을 시작으로 서귀포시 위미2리, 태흥3리 마을어장에서도 전복이 대량으로 폐사하고 있다고 밝혔습니다. 폐사한 전복은 빨판의 흡착력이 떨어져 돌에서 떨어져 나온 상태로 전복 알맹이가 썩었거나, 불가사리가 먹어 빈 껍질만 남은 상태였습니다. 또 자연산과 새끼 전복을 키우는 종패양식 할 것 없이 연안 바다에서 자라던 전복이 폐사하고 있는 것으로 확인됐습니다. 폐사 원인은 아직 밝혀지지 않았고 다만 해양수산연구원은 지난 겨울 따뜻했던 날씨로 전복의 먹이가 되는 해조류가 잘 자라지 않아 전복이 굶어 죽었을 가능성을 제기하고 있습니다. 앞서 2007년에도 서귀포시 안덕면 남제주화력발전소 인근 양식장에서 전복이 대량으로 폐사해 20억원가량의 피해가 발생한 바 있습니다.

Jeju Province and Orion corporation announced that they have signed an agreement permitting the commercial sales of the company’s bottled lava water. Although Orion requested to collect 300 tons a day, in the end, only 200 tons was permitted. The agreement also stipulated that local employees should be hired first and that 20% of the net profit should be earmarked to invest in Jeju’s community contribution funds. The company, which had been out of operation for more than two months since March 16, resumed operations on May 25. 4. 오리온 제주용암수 온.오프라인 판매 허용 오리온 제주용암수에 대해 온.오프라인 판매가 허용됩니다. 제주특별자치도와 오리온 제주용암수는 이같은 내용을 골자로 한 협약을 체결했다고 밝혔습니다. 대신 하루 생산량의 경우 오리온측에서는 300톤을 요구했지만 200톤으로 줄이기로 했습니다. 또 지역인재를 우선 고용하고 판매 순이익 가운데 20%를 적립해 지역사회공헌기금으로 투자하도록 명문화했습니다. 이에따라 지난 3월 16일부터 두달 이상 운영을 중단했던 오리온측은 22일 시운전을 시작으로 25일부터 다시 공장을 가동했습니다.

Park Won-cheol, floor leader of the Democratic Party, and Oh Young-hee, floor leader of the United Future Party, pointed out that the initial support funding resulted in 15 billion won in unused funds and considering that 6,000 objections were filed, this was not a properly managed support system. They stressed that the current emergency support system is based on selective and varied levels of support. Instead, it should be provided to all provincial residents as there are limitations to addressing the difficulties of those who are self-employed, small business owners, day laborers, and irregular workers. 2. Data shows approximately 129,000 households applied for funding. Jeju Province began accepting emergency support funding applications from the 20th of April, and a total of 129,000 households applied and 40.1 billion won have been paid. Applications from the remaining 5,400 households are being reviewed. Initially, Jeju Island expected to spend 55 billion won on 200,000 households, but the estimated amount was far off as only 65% of expected applicants applied.   • The island has joined the national government in easing their social distancing policies as of this Wednesday (May 20). Public facilities including concert halls and gyms will gradually reopen beginning next week, meanwhile quarantine measures remain strictly in place at the airport and seaports. Authorities are remaining vigilant as schools reopen and an infected person with no symptoms could still be a silent spreader. Joseph Kim reports. New COVID-19 infection cases have not been reported since the island's 14th case was confirmed during the late-April holiday in Jeju. The province has relaxed its social distancing campaign. Economic and social activities have resumed while quarantine measures are in place. Public facilities including galleries, libraries and gyms will begin reopening from June 4th. The facilities are now coming up with plans to reopen. Reservation systems or restricting visitor numbers are being considered on a trial basis. If the restricted opening proves to be safe, the facilities will fully reopen beginning June 22nd. Passengers' temperatures are checked at seaports and the airport and the walk-through virus testing facilities will remain for the time being. Tourists are advised to make a reservation before visiting tourist attractions and guided paths will be created at popular places. The heightened current quarantine level will be kept at vulnerable places including community silver halls and nursing homes until June 21st. The island is slowly going back to normal, but it's too early to breathe easy. Authorities remain vigilant as schools have reopened and the infected persons with no symptoms could be silent spreaders. In the coming weeks, all of the schools and public facilities will fully reopen, so the next few weeks will be a critical juncture to see if the eased social distancing is enough. Joseph Kim, KCTV
