Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

The province began Thursday tightening the rules in place after such zones and projects are designated. Developers will have to secure ownership of all the land needed before work can begin.   • This week on Jeju: A to Z, Todd Thacker takes a brief look at an important Jeju forest habitat. Gotjawal Forests are found in four main midland areas around the island. They are not only beautiful and ecologically diverse, but also in need of our protection. [Report] Covering about 6 percent of the island, Jeju’s Gotjawal forests play a number of important roles in maintaining the overall health and biodiversity of the island’s ecosystem. [Slug CG] From Hangyeong in the west, to Seongsan in the east There are four main areas of temperate and warm-temperate gotjawal forests, distributed mostly in the midland areas between 200 and 400 meters above sea level. They run from the Hangyeong area in the west to Seongsan in the east. These areas of dense vegetation are for the most part uninhabited. The forests grow in the rocky volcanic terrain of Jeju’s Aa lava flows. They also provide an area for rainwater to reach the groundwater aquifer. [Slug CG] Home to 600 plant species, many endangered The forest has over 600 plant species, many of them designated by the Ministry of the Environment as threatened or endangered. It has a mix of broad-leafed evergreen and deciduous trees, bushes and flowering plants. [Slug CG] Shelter for birds, mammals, amphibians This in turn makes it an excellent place for birds and other animals, like Jeju roe deer and badgers, to take shelter. The black paradise flycatcher and fairy pitta are two migratory birds which winter in the Gotjawal. A variety of frogs, salamanders, and snakes also thrive here. [Slug CG] Todd Thacker Since 2007 the Gotjawal Trust of Jeju has been working to preserve the forests, organizing education programs and buying tracts of privately owned land to consolidate the remaining forest. In 2012, the Gotjawal Ecology Experience Museum opened in Gyorae, Jocheon-eup.   • More North Korean defectors settling in Jeju 266 as of end of last year Among the crowds of people moving to the island is an increasing number of North Korean defectors. Local officials say 266 defectors had settled in Jeju as of the end of last year. That’s 57 percent more than the figure from three years previously, and that’s more than twice the national average growth of 23.5 percent. Accordingly, the provincial government will form a community council to ease the defectors’ transition to local life. 제주 정착 북한이탈주민 급증 제주 유입인구가 크게 늘고 있는 가운데 제주에 정착하는 북한이탈주민 역시 급증하고 있습니다. 제주특별자치도에 따르면 지난연말을 기준으로 도내에 정착한 북한이탈주민은 266명으로 3년전인 2013년말에 비해 57% 증가했습니다. 이같은 증가율은 전국 평균 23.5%에 비해 갑절 이상 높은 것입니다. 제주도는 북한이탈주민지원 지역협의회를 구성하고 이들을 위한 다양한 시책 개발을 논의할 예정입니다.

  • Changes to tourism regulations Eased rules on temporary campgrounds, safety checks for go-karts The provincial government has made some significant changes to tourism regulations. Officials expanded the types of business that qualify for support from the tourism promotion fund, and they changed the categorization of go-kart businesses in a way that mandates safety checks. Provincial authorities also eased regulations for temporary campgrounds at beaches and other areas at which they are normally restricted. The changes go into effect Friday. 한시적 야영장업 허용, 카트업 안전검사 의무화 해수욕장이나 유원지에서의 한시적 야영장업이 한층 쉬워지고 관광지에서 운영중인 카트 안전검사가 의무화됩니다. 제주특별자치도는 다음달 2일부터 이같은 내용의 '제주도 관광진흥조례 개정안'을 시행한다고 밝혔습니다. 주요내용을 보면 관광편의시설업에 관광면세업을 신설해 관광진흥기금을 지원받을 수 있도록 하고 '카트'업에 대해 안전성검사를 의무적으로 받아야 하는 유원시설업으로 포함했습니다. 또 법령상 야영장 운영이 불가한 해수욕장과 유원지에서 한시적으로 야영장업을 할 경우 완화된 등록기준을 별도로 마련해 적용하기로 했습니다.

  • Feasibility study for national garden 170 ha of public land in Sumang-ri The provincial government has begun the process of creating a national garden on the island. While at Halla Eco Forest on Tuesday, local officials announced that they had commissioned the Jeju Research Institute to conduct a feasibility study and to draw up a general plan for the project. Officials propose using 170 hectares of public land around Sumang-ri, Namwon-eup, Seogwipo for the garden. The results of this initial research will be used to draw up a comprehensive plan for it. The basic idea now is to center the park around Mulyoungari Oreum, and build paths out from it to other places as well as rest areas for people to enjoy. 제주국가정원 조성 용역 본격 착수 제주에 국가정원을 조성하기 위한 용역이 이뤄집니다. 제주특별자치도는 오늘 한라생태숲에서 제주국가정원 조성 기본계획 수립과 타당성 조사용역에 대한 착수 보고회를 열었습니다. 이번 용역은 제주연구원이 맡아 올해 말까지 서귀포시 남원읍 수망리 일대 국유지 170헥타르를 대상으로 국가정원 조성 필요성과 타당성을 담은 기본계획을 마련하게 됩니다. 제주도는 물영아리 오름을 중심으로 주변을 연결하는 순환로와 쉼터, 체험공간 등을 만든다는 구상입니다.

  • National Junior Sports Festival ends Local team’s medal count hits 31 Young local athletes brought 31 medals home from the 46th National Junior Sports Festival, which ended Tuesday. On the last day of the tournament, Jeju Seo Middle School’s Lee Shin-woo earned a gold in welterweight boxing to push the team’s medal count to seven golds, nine silvers, and 18 bronze medals.
