Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Growing outbreak of hand-foot-and-mouth disease Proper personal hygiene key to staying healthy Health officials say personal hygiene is the key to putting a stop to the spreading hand-foot-and-mouth disease outbreak on the island. The province says that at the end of last month, there were 1.5 suspected cases of HFMD per every 1,000 outpatients on the island. That ratio has more than tripled to 4.9 per 1,000 now. It’s also more than twice the national average of 2.4. The epidemic season for the illness begins next month, so authorities say proper personal hygiene is crucial to keeping yourself healthy. If you suspect you have come down with hand-foot-and-mouth disease, you should avoid contact with other people. 제주 수족구병 환자 급증, 위생관리 주의 최근들어 수족구병 환자가 증가하면서 위생관리에 각별한 주의가 요구되고 있습니다. 제주특별자치도에 따르면 지난달말만 하더라도 외래환자 1천명당 1.5명이었던 수족구병 의심환자는 최근 4.9명으로 한달사이에 3배 이상 늘었습니다. 특히 전국 평균 2.4명에 비해 두배 이상 많게 나타나고 있습니다. 제주도는 다음달부터 본격적인 유행시기에 돌입할 것으로 예상되는 만큼 개인위생관리에 각별히 신경을 쓰고 수족구병으로 의심될 경우 다른사람과의 접촉을 피할 것을 당부하고 있습니다.

  • 25% of Jeju youths suffer from hay fever Pollen causes most of the problems Researchers say one out every four children and teenagers on the island is suffering from hay fever. The Ministry of Environment had the Inha University Allergy Center test about 14-hundred local youths over the past five years. Twenty-five percent of them tested positive for the condition, which is also known as allergic rhinitis. Pollen was the culprit more than half the time, and cedar pollen by itself caused 38 percent of hay fever cases. Mold was also a cause. It led to allergic reactions in nineteen percent of Jeju youths ? the highest percentage nationwide. 도내 소아청소년 25% 알레르기비염 (수정) 제주도내 소아청소년 4명 가운데 1명은 알레르기비염이 있는 것으로 조사됐습니다. 환경부 지정 인하대 환경보건센터가 지난 2010년부터 5년 동안 제주지역 소아청소년 1천 407명을 대상으로 알레르기 피부반응 검사를 실시한 결과 알레르기비염 유병률은 25%로 나타났습니다. 이 가운데 절반은 꽃가루로 인한 알레르기비염 양성 반응 비율을 보였고 특히 삼나무로 인한 반응이 38.1%로 가장 많았습니다. 꽃가루 뿐만 아니라 곰팡이로 인해 알레르기비염을 일으키는 비율도 제주지역 소아청소년이 19.3%로 전국에서 가장 높았습니다.

  • More new homes remaining unsold 910 units available in Jeju last month In related news, more new homes on the island are remaining unsold. According to the Ministry of Land, Infrastructure and Transport, 910 housing units on which construction was underway or finished hadn’t sold as of last month. That’s 24 percent more than the month before. About 200 of them hadn’t sold even though construction was complete, and that’s a staggering 47 percent increase. Over the preceding year, the number of housing construction permits the government issued dropped 9 percent, the number of residential construction projects on which work had begun fell 63 percent, and sales of new houses plummeted 82 percent. 제주도내 미분양 주택 '급증' 제주도내 미분양 주택이 계속 늘고 있습니다. 국토교통부에 따르면 지난달 기준 제주도내 미분양주택은 910여 가구로 전달보다 24% 증가했습니다. 악성 미분양으로 불리는 준공 후 미분양주택은 200여 가구로 47% 급증했습니다. 주택 인허가와 착공 건수는 지난해 같은 기간보다 각각 9%, 63% 줄었고 분양 승인 실적도 82% 감소했습니다.

  • Jeju conducting housing survey Research will be used to form 10-year housing plan for island The provincial government is conducting a survey in order to draw up a tailored housing plan for the island. Researchers have divided the island into four zones. Government representatives will survey 3,000 households through the end of September. They will record answers for 61 questions, which range from the type of housing to residents’ moving history, and the state of the home. The survey will focus on determining the demand of housing welfare as well as the housing demand and preferences for different categories of people, such as newlyweds, the disabled, and the elderly. Provincial officials will create a 10-year housing plan for the island based on the results of the survey. 제주도 주거실태조사 용역 추진 제주특별자치도가 제주 차원의 맞춤형 주거종합계획 마련을 위한 실태조사에 나섭니다. 실태조사는 오는 9월까지 제주 전체를 4개 권역으로 나누고 표준가구수를 3천가구로 확대해 기본현황과 주거상태, 주거이동, 주택관리, 주거선호도, 가구특성 등 61개 항목으로 진행됩니다. 특히 주거복지 수요는 물론 신혼부부와 장애인, 고령자 등 특정계층의 주택선호와 수요를 중점 조사하게 됩니다. 제주도는 이번 용역결과를 토대로 10년 목표인 중기 제주형 주거종합계획을 다시 수립할 계획입니다.

  • And now the story of a woman from Jeju who moved with her husband to Japan two decades ago. Her husband died three years ago, but she was only just able to make the trip back here to enshrine his ashes. Mike Laidman reports. Report 77-year-old Ms. (고부자) Go Bu-ja is a Korean-born immigrant who has lived in Japan for 20 years. [slug] A long-awaited trip home Jeju is her hometown, and she is visiting to place her deceased husband’s ashes in a Jeju shrine. It was three years ago that he passed away. INTERVIEW Go Bu-ja / Korean immigrant living in Japan I decided to come to Jeju to place his ashes in a shrine here. <인터뷰 : 고부자/재일제주인 > "묻혀야 할 곳이 제주도에 있기 때문에 모시고 가려고 마음을 먹어서…" When her husband died, she had to arrange the funeral herself because she doesn’t have any relatives. She said her husband had always missed Jeju. Ms. Go kept his ashes in her house for three years instead of putting them in a shrine in Japan. She had hoped to come to Jeju much earlier, but as she is old and in pain, it’s been difficult. Money was another issue. But some of her neighbours sought help from a religious group. INTERVIEW Kim Beop-jo / Representative, Won Buddhism in Osaka She was most concerned about placing her husband’s ashes in Jeju. She also wanted to visit as soon as possible as she is old and sick. The Won Buddhism in Osaka, together with Jeju residents, donated money for her trip. Ms. Go was tremendously thankful for their efforts.
