Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. Sandberg) Captain Jack Sparrow searches for the trident of Poseidon. Captain Jack Sparrow finds the winds of ill-fortune blowing even more strongly when deadly ghost pirates led by his old nemesis, the terrifying Captain Salazar, escape from the Devil's Triangle, determined to kill every pirate at sea...including him. Captain Jack's only hope of survival lies in seeking out the legendary Trident of Poseidon, a powerful artifact that bestows upon its possessor total control over the seas. There’s a new director, and Johnny Depp, Geoffrey Rush, and even Orlando Bloom are all back, joined by Javier Bardem. Captain Jack still charms, though not like he used to, but at least the new Captain Salazar gives a wonderful undead performance. Now in its fifth outing, Pirates is definitely showing its age, and despite its fun, there can be no denying the tinge of disappointment with this latest installment. [Slug CG] Incarnate (2016, Brad Peyton) A scientist must save a young boy from the grips of a demon. Incarnate takes a few steps to the side to try something different. While it does feature a fairly tried-and-true exorcist vs. possessed person setup, it invents a new mythology to offer up something new. After a single mother witnesses terrifying symptoms of demonic possession in her 11-year-old son, a Vatican representative calls on wheelchair-bound scientist Dr. Seth Ember to rid him of the evil spirit. Driven by a personal agenda rooted in his own tragic past, Ember enters the boy's unconscious mind where he confronts a demon as ferocious as it is ingenious. And here, despite all its efforts, Incarnate falls flat. It becomes too convoluted for its own good, losing its audience in the process. Check this out if you want to see a fresh take on horror, but not necessarily one that succeeds.

  • There remain a number of unresolved issues in Gangjeong, where the navy built its most recent base. President Moon Jae-in vowed to solve the problems as a candidate, so hopes are high that the end is in sight. Kim Minhoe has the details. Report [slug] Gangjeong: Jeju’s most pressing issue As per Korean law, the navy has the right to seek compensation for the opposition it experienced during construction of its now-completed base in the village of Gangjeong. As a presidential candidate, Moon Jae-in vowed to get the navy to give up that right. At a press conference held following the presidential election earlier this month, Governor Won Heeryong said the conflict in the village is the most urgent issue on Jeju, and urged the newly- elected president to solve the problem as he had pledged during his campaign. Won said a consensus about the need for the community recovery of the village has been reached. He stressed that the resolution of this problem depends on the will of the president and his chief secretaries. Recording Won Heeryong / Governor (May 11) Gangjeong residents have waited too long. I urge the new administration to keep its pledge for the community. He requested that the navy relinquish its right to seek compensation and grant amnesty to those arrested. Won added that (청와대) Cheongwadae communicated the president’s willingness to consult with the island at the right time and via the proper procedures to solve the problem of Gangjeong Village. Won said the issue of the naval base arose during the (노무현) Roh Moo-hyun administration - the same political party as the new administration. It’s therefore good to see Moon tackling the issue. ### CG OUT ### Jeju Province had previously requested that the (이명박) Lee Myung-bak and (박근혜) Park Geun-hye administrations settle the issue, but the efforts produced no results. However, experts say that things are different this time because the president vowed to solve the problem while he was campaigning. [slug] ‘Special pardons depend on president’ 550 residents of Gangjeong Village have been indicted for their anti-base activities since 2007. About 206 of them were subsequently jailed or fined. Despite consistent petitions from the governor, religious groups, and others, the national government has yet to extend pardons to Gangjeong residents. But special pardons on National Liberation Day, Christmas, or other special occasions can be granted by the will of the president without the consent of the National Assembly. [slug] Navy seeking \3.45b in compensation The Navy is seeking compensation worth 3.45 billion won from the residents who opposed its new base in the village. This conflict between the Navy and the village of Gangjeong has been going on for 10 years now.   • Jeju Science Festival May 26-28 High-tech exhibits, activities, projects The 18th Jeju Science Festival is Friday, Saturday, and Sunday at Aehyang Stadium in Jeju City. Exhibits include 3D printers and electric vehicles, and they’ve been designed to help students understand basic science principles. 63 local schools will participate and run 120 programs for students.   • 25 ‘student diplomats’ selected Each proficient in English, Chinese, or Japanese The Jeju Provincial Office of Education has named the island’s student diplomats. This is part of efforts to foster global minded students. Twenty-five students were selected: 14 for English, 6 for Chinese, and 5 for Japanese. All of them passed interviews in their respective foreign languages. Five pupils were added this year from rural areas and specialized high schools. The student diplomats will be involved in many activities, such as translating news regarding Jeju education and interpreting at international events held on the island. 道교육청, 제주학생외교관 25명 최종 선발 제주도교육청이 글로벌 인재 양성을 위한 학생외교관을 최종 선발했습니다. 외국어 면접 등을 거쳐 선발된 인원은 영어 14명, 중국어 6명, 일본어 5명 등 모두 25명입니다. 올해는 지난해보다 5명이 늘어난 것으로 읍,면지역과 특성화고등학교에 선발 인원을 추가 배정했습니다. 이번에 선발된 학생외교관은 내년 2월까지 제주 교육소식을 해당 외국어 번역 활동과 도내에서 열리는 국제행사에서 통역 지원 활동을 하게됩니다.

  • Last 2 organizations will move to Innovation City by year’s end Korea Foundation, Overseas Koreans Foundation relocating in December Officials say that all of the public organizations that are relocating to the Jeju Innovation City in Seogwipo will do so by the end of the year. Seogwipo representatives say the last two, the Korea Foundation and the Overseas Koreans Foundation, will make the move in December. They had planned to relocate August. The two groups will move into Seogwipo City Hall Number 2. City officials say a delay on expansion work in City Hall Number 1 held up remodeling in the second building. 혁신도시 공공기관 이전 12월 마무리 서귀포 혁신도시에 대한 공공기관 이전 작업이 오는 12월 마무리될 전망입니다. 서귀포시는 아직 이전해 오지 않은 한국국제교류재단과 재외동포재단이 오는 12월 혁신도시로 이전한다고 밝혔습니다. 당초 오는 8월쯤 이전할 계획이었지만 4개월 가량 늦어진 것입니다. 이들 2개 기관은 서귀포시청 2청사를 임차해 사용하게 되는데 1청사 증축 공사가 지연되며 2청사 리모델링이 늦어졌기 때문이라고 서귀포시는 설명했습니다.

  • More ‘devil weed’ hits the island 680 tons have already been removed from coastline A mass of unsightly seaweed has made it into waters just to the west of the island. The Ministry of Oceans and Fisheries and the National Institute of Fisheries Science discovered in a recent survey that a massive band of the so-called “devil weed” is in the coastal waters of Aewol and other southwestern communities. Researchers say southwesterly winds may push even more of the unsightly mess to the island. They warned aquafarmers and boat owners to take special care of their property. Already this year, workers have removed 680 tons of “devil weed” from island shores. 서부해안 괭생이모자반 다량 유입 제주 서부지역으로 괭생이모자반이 다량 유입되고 있습니다. 해양수산부 국립수산과학원은 지난 22일 현장 조사 결과 애월 해안을 비롯해 제주 서남부 해역에서 괭생이모자반 덩어리가 밀집해 수미터에서 수킬로미터의 띠를 이루고 있다고 밝혔습니다. 특히 남서풍의 영향으로 동중국해에서 다량의 모자반이 추가 유입될 것으로 보여 양식장 피해 예방과 선박 운항에 주의를 당부했습니다. 제주도는 이달들어 괭생이 모자반 680톤을 수거했습니다.

  • Environmental impact assessment at second airport site Transport ministry recruiting firm for \800m job The national government will pay for a comprehensive environmental impact assessment at the site for Jeju’s second airport. The Ministry of Land, Infrastructure and Transport is looking for a company to study general conditions in the area as well as to conduct the assessment. It will choose a firm for the 800-million-won job June 12th. The work will last for one year. Researchers will survey the number of natural caves at the site, count the number of foggy days there, determine the area’s overall feasibility as the location for an airport, and study all other issues that have been raised regarding the project. 국토부, 제2공항 전략환경영향평가 추진 제주 제2공항에 대한 전략환경영향평가가 실시됩니다. 국토교통부는 어제(23일) 자로 제주 제2공항 건설 동굴 등 현황조사와 전략환경영향평가 용역을 공고했습니다. 전략환경영향평가 용역 입찰일은 다음달 12일이며 용역비는 8억원, 용역기간은 1년 입니다. 국토부는 이번 전략환경영향평가에서 천연동굴 현황조사와 안개일수, 그리고 입지타당성 등 그동안 제기됐던 문제들을 종합적으로 조사할 계획입니다.
