Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • This week on Jeju: A to Z, Todd Thacker takes a brief look at three walking paths that have over 150 years of history. The Chusa Exile Trail marks the routes walked by scholar and calligrapher Kim Jeong-hui, who was exiled to the southwest of the island from 1840 to 1849. [Report] Unlike the popular venue it is today, Jeju in centuries past was inhospitable and relatively remote. For this reason, historically it was used as a place of exile. [Slug CG] Anseong-ri, Daejeong-eup Over the course of approximately 500 years, some 200 individuals were ordered here by the Joseon royal court. And as it turned out, these forlorn exiles, known as “yubaeja” (유배자) in Korean, took many solitary, contemplative walks during their banishment. [Slug CG] Three paths walked by Chusa Kim Jeong-hui during his exile Three routes famously walked by prominent scholar, government official, and calligrapher Chusa Kim Jeong-hui (추사 김정희) have in the past few years been restored and opened to the public. The Chusa Yubaegil (추사유배길), or Chusa Exile Trail, is made up of three paths in the southwest of the island. The first two are dubbed the Road of Meditation and Road of Connection, taking three hours each to complete. The third is the Road of Tenacity, which begins at the 600-year-old Daejeong Confucian School in Saegye-ri, Andeok-myeon, is a four-hour journey that has been walked since at least the early 1400s. [Slug CG] Chusa’s art, calligraphy were influenced by Jeju’s beauty Chusa, who was exiled to the island from 1840 to 1849 after falsely being accused of political intrigue, had an erudite background. Chusa taught students here, and spent his time writing -- and painting -- Jeju-themed works. Chusa was moved by images of Jeju’s black basalt stones, its volcanic cones, or oreum, and the ever-changing views of the ocean. His art and calligraphy were heavily influenced as he walked and contemplated the natural beauty of this remote land.   • Universities from 4 Asia-Pacific countries form consultative body JNU and schools in Japan, Indonesia, and the US Universities in four Asia-Pacific countries are forming a consultative body designed to foster development in the region. Representatives from Jeju University, Japan’s Ryukyu University, Indonesia’s Udayana University, and America’s University of Guam will conclude the agreement Thursday.   • Korean Air registers new plane in Jeju Airline’s local tax bill this year exceeds \5b Korean Air has registered a new Boeing 787-9 in Jeju. Doing so boosted local tax revenue by 1.77 billion won, including 1.42 billion in acquisition and education taxes and 350 million won in property tax. Korean Air now has 18 aircraft registered in Jeju. The cumulative tax bill for all of them this year surpasses 5 billion won. The airline says it will continue registering new aircraft here on the island. 대한항공 신규 항공기 제주에 추가 등록 대한항공이 신규 도입한 보잉787-9(칠팔칠 나인) 항공기 1대를 제주도 정치장에 등록했습니다. 이에따라 취득세와 지방교육세 14억 2천만원과 재산세 3억5천만원 등 모두 17억7천만원의 지방세수 증가가 예상됩니다. 현재 제주 정치장에 등록된 대한항공 항공기는 모두 18대로 올해 누적 재산세는 50억원을 넘고 있습니다. 대한항공은 앞으로도 신규 도입하는 항공기를 제주 정치장에 등록할 계획입니다.

  • Council demands more info on Ora Tourism Complex Lawmakers want detailed plans for funding, water usage, etc. The provincial council’s urban environment committee has officially asked the developer of the Ora Tourism Complex and government departments for additional materials regarding the development’s environmental impact assessment. Lawmakers want the wastewater estimate updated based on plans for sewerage improvements. The committee also wants the developer to take a long-term perspective and explore ways to connect wastewater pipes to the public sewer system. In addition, the committee is urging everyone involved to consult with other agencies and businesses to figure out if the development can tie into the city water system rather than use groundwater.   • ‘Discover New Jeju’ campaign to attract more foreign tourists Public and private sectors teaming up for effort In related news, the public and private sectors are teaming up to attract more foreign tourists to the island. The provincial government, the Jeju Tourism Organization, the provincial tourism association, and the Jeju Convention & Visitors Bureau are looking for companies to join their “Discover New Jeju” campaign through next Wednesday. The goal is to team up with willing partners to boost the industry through presentations, marketing, and promotions.   • First drop in tourist arrivals in 10 years Current total just over 5.6m Tourist arrivals are falling this year - a sharp turnaround from the ten percent growth in previous years. According to the Jeju Tourism Association, the tally as of May 21st was about 5,634,000. That’s just over 61-hundred less than at the same point last year. The domestic tourist count is actually up by 455,000 this year. That was offset by a 461,000 drop in international arrivals. Most of those were Chinese - Beijing banned group tours to Korea after Seoul decided to deploy the THAAD anti-missile system. This is the first drop in tourist arrivals since January 2006, when bad weather caused numerous flight cancellations. 제주관광객 10년만에 감소세 전환 해마다 10% 이상 성장해 온 제주관광시장이 사드 여파로 감소세로 돌아섰습니다. 제주도관광협회에 따르면 올들어 지난 21일까지 제주를 찾은 관광객은 563만 4천여 명으로 지난해 같은 기간에 비해 6천100여명 감소했습니다. 같은 기간 내국인 관광객은 45만5천여 명 늘었지만 중국인을 중심으로 외국인 관광객이 46만 1천여명 줄었습니다. 관광객 감소는 기상악화로 항공편 결항이 잦았던 지난 2008년 1월 이후 10년 만입니다.

  • A handful of small rural schools on the island are trying something new. Classrooms here are connecting with classrooms in Australia via real time video. The children in each country learn about each other’s languages, culture and school life. Joseph Kim reports. Report [slug] Nabeup Elementary School in Aewol, Jeju City This is an English class of 5th graders in an elementary school in Jeju City. These young students are talking about their school life in front of the screen to students in Australia. [이팩트] "매년 하는데 지난해는 9월 9일에 말 타기와 같은 다양한 놀이의 수업을 했어요.“ [Effect] We’ve been doing it every year. Last year on September 9th, we did a number of fun classes together, like horseback riding. [slug] Video class connecting classrooms in Korea and Australia The provincial office of education and an Australian school are jointly working together to connect students in both of the countries. Beginning in April, the schools have held the video class once a month on a trial basis. Different from online video lectures, they use cameras and big screens to communicate in real time. The students ask questions and answer freely, which encourages the children to participate more in the classes. INTERVIEW Gal So-won / Grade 5, Nabeup Elementary School I couldn’t understand every detail, but I could figure out what they wanted to talk about. " Both of the classrooms communicate in English. The class provides opportunities for them to learn about each other’s culture. That’s encouraged me to keep going with it.
