Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Seogwipo population tops 180,000 Hit 160,000 in 2014 More than 180,000 people now live in Seogwipo. The city put the tally at just over 180,500 as of last month, which is 26-hundred more than at the end of last year. In the three years after Jeju gained semi-autonomy, the city’s population shrunk by 20,000. It started growing in 2010...hitting 160,000 in 2014, and now 180,000 in 2017. Local officials attributes the trend to rising demand caused by the establishment of the Innocity, the Gangjeong housing district, and the Global Education City. 서귀포시 인구 18만명 돌파 서귀포시 인구가 18만 명을 돌파했습니다. 서귀포시에 따르면 지난달 기준 서귀포시 인구는 18만 507명으로 지난해말 17만 7천 8백여 명보다 2천 6백여 명 증가했습니다. 특별자치도 출범 이후 3년간 2천여 명이 감소했지만, 2010년부터 다시 증가하면서 2014년 16만을 돌파한 이후 3년 만에 18만 명을 넘어섰습니다. 서귀포시는 혁신도시와 강정택지지구, 제주영어교육도시 수요 증가에 따른 인구증가로 분석하고 있습니다.

  • Reduction in newly registered cars in Jeju City Drivers must prove they have a parking space Jeju City is issuing fewer new registrations for vehicles now that drivers are required to prove they have a parking space before they can register. The city says it signed off on 1,420 new registrations for mid-sized cars in the first quarter of the year. That’s 34 percent fewer than during the first four months of 2016. The number of all new vehicle registrations dropped seven percent to 5,670. Local officials say the reduction is due to the parking space requirement. 제주시 신규 자동차 등록대수 감소 차고지증명제 영향 등으로 신규 자동차 등록대수가 조금씩 감소하고 있습니다. 제주시에 따르면 올들어 지난달까지 신규 등록된 자가용 중형차 대수는 1천420여 대로 지난해 같은 기간보다 34% 감소했습니다. 같은 기간 신규 등록된 전체 자가용 자동차 대수는 5천670여 대로 지난해보다 7% 줄었습니다. 제주시는 차고지증명제 시행에 따른 신규 자동차 등록 억제 효과가 나타나는 것으로 분석했습니다.

  • Public transport changes on August 26 New bus routes, all fares \1,200 Big changes to the island’s public transport system go live on August 26th. At a Monday press conference in the provincial office, Governor Won Heeryong laid out the schedule and more details regarding the changes. All bus fares will be fixed at 1,200 won, and all buses will be run as what’s known as a semi-public system. Officials will make final decisions on bus routes at the end of this month. Bus-only lanes will also be built on sections of three roads, including Donggwangro and Seogwangro. Because of all the new routes that will be opened, the provincial government will hire 800 new bus drivers. 대중교통 체계 8월 26일 전면 개편 제주지역 대중교통 운행 체계가 8월 26일부터 전면 개편됩니다. 원희룡 제주특별자치도지사는 오늘 제주도청에서 기자회견을 갖고 대중교통 개편에 따른 일정과 구체적인 방법에 대해 밝혔습니다. 주요내용을 보면 운행 체계는 8월 26일부터 전면 개편하며 요금체계를 1천 200원으로 단일화 하는 대신 시내외 버스 모두 준공영제로 전환됩니다. 이에따른 버스노선은 이달 말까지 최종 확정되며 동서광로 등 3개 구간에 대중교통 우선 차로제를 시작합니다. 한편 버스 증차에 따른 부족한 운전기사는 다음달까지 모두 800여명을 채용하게 됩니다.

  • In related news, every year, a kind of algae called lacy sea lettuce inundates waters to the east of the island. The provincial government has teamed up with researchers to figure out what causes these algal blooms. Kim Minhoe reports. Report The eastern waters around Jeju Island, from Seongsan to Jocheon, are covered with a species of sea lettuce. [slug] Sea lettuce covers eastern waters The free-floating algae causes an odor, spoils the beauty of the ocean, and inhibits the growth of other kinds of seaweed. It is a headache for local authorities. [slug] Scientists disagree over cause Opinions are divided about the cause of this abnormal growth. Some scientists argue that global warming is the source, while others say it’s because of stagnant water, brought about by structures like breakwaters. However, researchers have recently found that an overabundance of nitrogen in the water is likely responsible for the bloom. Sea lettuce growth explodes when the amount of nitrogen exceeds 30 micromoles. Fresh spring water from (신양) Sinyang Beach has roughly 295 micromoles of nitrogen, and water discharged from fish farms has tested at 95 micromoles. Researchers presume that this excess nitrogen is influencing the growth of the algae. INTERVIEW Song Yeong-cheol / Jeju Environmental Research Institute Many factors affect the proliferation of algae. We assume that fresh springwater is influencing growth the most. Local researchers believe that fertilizer and manure are increasing nitrogen levels in the seawater. And as there are no rivers on Jeju, this assumption seems reasonable.   • Fish farmers warned off salp threat Thousands of invertebrates inundating coastal waters Salps are a kind of marine invertebrate, and thousands of them are floating into coastal waters on ocean currents. The Jeju branch of the National Fisheries Research & Development Institute says it discovered more than 2,000 salps per square meter off the northwest coast of the island last Wednesday. Researchers are warning fish farmers. The salps can deplete water quality in their farms and create indigestion for the fish. 제주연안 '살파류' 다량 유입…양식장 주의 부유성 멍게류 일종인 살파류가 제주 연안에 다량으로 유입되고 있습니다. 국립수산과학원 제주수산연구소는 지난 10일 현장 조사 결과 제주 북서부 주변 해안에서 제곱미터 당 2천 개체 이상의 살파류 군집들이 발견됐다고 밝혔습니다. 특히 이달부터 수온이 오르면서 제주 연안을 중심으로 살파류 밀도가 증가하고 있다고 분석했습니다. 살파류가 양식장에 유입될 경우 수질을 악화시키고 양식생물에 소화불량을 일으킬 수 있어 주의가 필요합니다.

  • UCLG Culture Summit draws to close 1,000 attendees from 60 countries The second United Cities and Local Governments Culture Summit ended Saturday. About 1,000 people from 60 countries attended, taking part in roughly 30 sessions over three days. In his closing remarks, Governor Won Heeryong said the summit is important because the detailed cultural examples it offered helped spur new roadmaps for creating sustainable cities. He also said he would work more to promote diversity and local character here on the island.   • Province restricts newly registered company cars on Udo \100,000 fine per violation Authorities won’t allow any more newly registered company cars on Udo beginning next month. The provincial government says the new rule covers all company vehicles registered after May 12th. The restriction will be in place for one year beginning June first. The province also wants to see a voluntary reduction in the number of vehicles already in use for business purposes on the island. There are currently about 2,000. Finally, it wants to further restrict the number of cars allowed on the ferry to the island from the current 600 to about 300. The government will fine business owners or drivers 100,000 won for violations of these rules. 우도 신규 사업차량 운행 제한…위반시 과태료 다음달부터 우도에 신규로 등록된 사업용 차량의 운행이 전면 제한됩니다. 제주도는 다음달 1일부터 1년 동안 우도면 일부 자동차 운행 제한 명령 공고를 통해 오늘(12일) 이후 신규 등록된 사업용 차량은 우도에서 운행을 제한한다고 밝혔습니다. 이 밖에 현재 우도에서 운영중인 사업용 차량 2천여 대에 대해 자율 감축을 유도하고 하루 반입되는 차량 총량도 현재 6백대에서 3백여 대로 조정할 방침입니다. 제주도는 운행 제한을 어기거나 총량제를 위반할 경우 사업주나 운전자에게 대당 10만 원의 과태료를 부과할 방침입니다.

  • Incentivizing international flights to Jeju Korea Airport Corporation offering up to \2.5m per flight Local organizations are offering airlines a monetary incentive to fly to Jeju as part of plans to diversify the local tourism industry. The Jeju branch of the Korea Airports Corporation says it is offering up to 2.5 million won per international charter flight. The provincial government and the Jeju Tourism Organization already offer companies five million won if they make four flights monthly to the island. These three institutions will now also boost strategies to attract more charters from South East Asia, the Middle East, Russia, and elsewhere. 제주기점 국제선 항공기에 인세티브 지원 관광시장 다변화를 위해 제주기점 국제선 취항 항공기에 인센티브가 지원됩니다. 한국공항공사 제주본부는 앞으로 제주를 기점으로 해외에 취항하는 취항하는 전세기에 대해 편당 최대 250만 원을 지급할 계획입니다. 제주도와 제주관광공사는 이미 전세기 인센티브 사업으로 월 4차례 취항하는 전세기에 5백만 원을 지원하고 있습니다. 이들 세 기관은 앞으로 동남아와 중동, 러시아 등을 대상으로 전세기 유치 마케팅을 강화하기로 했습니다.

  • Slowing growth in retail sales Analysts blame plummeting Chinese tourist arrivals The Chinese decision to stop group tours to Korea in response to Seoul’s decision to deploy the THAAD anti-missile system has had disastrous effects on local tourism, and retail sales in general. According to Statistics Korea, the first quarter retail sales index in Jeju was 147.2. That’s 5.7 percent higher than the same period last year, but it’s only half of the 11 percent growth seen last year. In fact, it was the slowest growth since the third quarter of 2015, when sales tumbled due to the mainland MERS outbreak. 관광객 감소로 제주지역 소비 위축 중국의 사드 배치 보복으로 관광객이 줄면서 소비도 위축된 것으로 나타났습니다. 통계청에 따르면 올해 1분기 제주지역 소매판매액지수는 147.2로 지난해 같은기간보다 5.7% 올랐지만 지난해 1분기 증가율인 11%의 절반 수준에 그치고 있습니다. 이같은 증가율은 메르스 사태로 소비가 위축됐던 2015년 3분기 이후 가장 낮은 것입니다.
