Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Marketing efforts for Japanese tourists Direct Jeju-Osaka flights begin June 6 T’way Air will soon launch direct flight service between Jeju and Japan, so the provincial government and tourism association are working hard to get Japanese tourists on those flights. The two organizations teamed up with a local travel agency that specializes in Japanese tourists for a promotional blitz. They visited travel agencies in Osaka from May 15th through the 18th. They also discussed travel packages with the Japanese branch of T’way Air, and asked Japanese travel agencies to help plan the packages.   • Tougher rules for environmental impact assessments More projects will require them Officials are expanding the range of projects subject to environmental impact assessments. The provincial council has given advance notice of changes to the relevant ordinance. As it stands now, any development of 150 thousand or more square meters must perform one. After the change, it will be 100 thousand square meters. For energy development projects of at least 154 kilovolts, the standard will be tightened from the current 10 kilometers of power cables to just five kilometers. Finally, for projects of at least 10,000 square meters, developers will need to get an environmental impact assessment if the length of any outer facilities surpasses 100 meters. The standard is currently 200 meters. 환경영향평가 대상사업 확대 추진 환경영향평가 대상사업의 범위가 확대될 전망입니다. 제주도의회는 이같은 내용의 '제주도 환경영향평가조례 개정안'을 입법예고했습니다. 주요내용을 보면 환경영향평가 대상을 현재 15만 제곱미터에서 10만 제곱미터로 강화했습니다. 또 에너지개발사업과 관련해 현재 발전규모 154KV이상, 송전선로 10KM 이상에서 송전선로 5킬로미터 이상으로 확대했습니다. 이와 함께 공유수면매립면적 1만제곱미터 이상, 외곽시설 길이 200미터 이상일 경우 환경영향평가를 받아야 하지만 이번 개정안에는 외곽길이 100미터 이상으로 강화했습니다.

JCC says it will cost 6.2 trillion won. Four trillion won will be funded by shareholders and the rest will come through condo sales within the complex.
