Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • ‘Admission fees would be reasonable’ Advisory group suggests \20,000 for Hallasan, \10,000 for Sunrise Peak A group of advisors says the island should start charging 20,000 won to enter Hallasan National Park and 10,000 won for admission to Seongsan Sunrise Peak. The working group includes members of the government and provincial council as well as experts from Jeju and elsewhere. They were charged with brainstorming ways to preserve Jeju’s natural charms while boosting the quality of local tourism. During a Thursday press conference from the provincial office, they explained their decisions. The group said that the fees were reasonable. As evidence, they said forty other areas with World Natural Heritage designation charge an average admission fee of 24,000 won. They also suggested that some portion of admission fees go to funding environmental preservation. That includes purchasing privately-held land, maintaining the areas, and improving the environment at main tourist spots. The provincial government plans to enact the proposals in the second half of next year. Critics say the fees are too high. Currently, visitors are charged nothing to enter Hallasan National Park and only 2,000 won to visit Seongsan Sunrise Peak.

  • Jeju City changed its waste disposal policy this month. Residents may now only bring out trash in the evenings, and certain types of recyclables may only be disposed of on certain days. [slug] New trash policy brings flood of complaints Since the beginning of the month, a trial run of a new trash collection system in Jeju City has been implemented. Complaints about the new policy are flooding in. [slug] Doubt on effectiveness in waste reduction People doubt the effectiveness of the new system which requires residents to take out certain types of trash on certain days of the week. Many express it is very inconvenient to store trash in their house for a week. People have criticized the new policy, saying it was born out of administrative opportunism. All of the problems were anticipated. [slug] Flood of complaints also on Jeju City’s website Posts denouncing the new system are inundating the bulletin board of the Jeju City website. And the trash management division is swamped with calls from residents. [slug] Unintended consequences include fewer people recycling As the new system limits trash types by day and time, illegally trash dumping is also increasing. Many people have stopped separating recyclables and placed food waste into the garbage bag for combustible trash. The island’s trash management system would regress.   • Assessment of Hallasan National Park’s ecological health Jeju World Natural Heritage Center to begin study next year The Jeju World Natural Heritage Center will begin next year to assess the ecological health of Hallasan National Park. Researchers will select one representative zone of the park and study ten aspects of the ecosystem within it. Those categories include natural vegetation, birdlife, and reptile populations. The survey results will be the basis for five indices, which will include measures for biodiversity and endangered species, wild fauna and flora that disturb the ecosystem, water quality, and habitat fragmentation. These types of indices are commonly used to assess the health of ecosystems in other national parks, including Seoraksan Mountain and Jirisan Mountain. 내년부터 한라산 생태계 건강성 평가 한라산 국립공원의 자연생태계에 대한 건강성 평가가 이뤄집니다. 제주특별자치도 세계유산본부는 내년부터 대표적인 표본구간을 설정해 식생과 조류, 파충류 등 10개 분야를 조사합니다. 이를 토대로 종다양성과 멸종위기종 현황, 생태계 교란종, 수질, 서식지 파편화 등 5개 지수를 도출하게 됩니다. 생태계 건강성지수는 자연생태계의 건강실태를 평가하는 지수이며 현재 설악산과 지리산 등 국내 다른 국립공원에서는 이미 적용되고 있습니다.

  • 5.2% increase in basic livelihood assistance Jeju City to distribute \1.34m monthly to families of 4 Local recipients of basic livelihood assistance will get a 5.2 percent increase in their benefits next year. Jeju City officials have decided to raise the allowance 67,000 won monthly to 1,340,000 won for families of four. More people will also benefit. Anyone earning less than 30 percent of the median income figure will qualify. The current standard is 29 percent. The municipal administration has paid out so far this year nearly 3.4 billion won in this kind of assistance to roughly 8,200 households. 내년 기초수급자 생계급여 5.2% 인상 내년 기초수급자의 생계급여가 올해보다 5.2% 인상됩니다. 제주시에 따르면 내년 기초수급자의 한 달 생계급여비는 4인가구 기준 올해보다 6만7천원, 5.2% 인상된 134만원으로 확정됐습니다. 이와함께 생계급여 대상자 선정 기준도 중위소득 29% 이하에서 30% 이하까지 확대됩니다. 제주시는 올해 8천200여 가구에 생계급여비 336억여원을 지원했습니다.

In a Wednesday meeting, Superintendent of education Lee Seok-mun and relative representatives worked out ways to form a joint response to the issue. Critics say the textbook presents a slanted view of the April Third Incident. At the meeting, (양윤경) Yang Yoon-gyeong, the president of the association, argued that the book should be scrapped in order to ensure that future generations learn proper and balanced history with the right textbooks.   • Booyoung denied construction permit for hotel in Jungmun Provincial officials highlight 4 problems with environmental impact The provincial government has denied an application by the Booyoung Corporation to build a hotel in the Jungmun Tourism Complex. Officials say the company had failed to properly follow four recommendations made after the environmental impact assessment for the project, and that modifications had to made to the construction blueprint. Authorities say they would again consider issuing a construction permit if the company updates its plan in line with the environmental assessment.
