Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • This week on Jeju: A to Z, Todd Thacker takes a brief look at Jeju’s batdam, or stone fences, which for centuries have been used to protect homes and crops from the island’s strong winds. [Report] Jeju is a volcanic island, and its people have developed a strong identity known as Jeju stone culture. The island’s location in the ocean, and strong prevailing winds, generally make it a difficult place to grow crops. Its arable land is made up mostly of lava stone fields. In order for farmers to start planting their crops, they had to move the stones out of the way. They stacked them into winding fences called batdam. [Slug CG] Estimated 22,000 km of basalt fences islandwide According to a provincial government report, over the centuries islanders have built an estimated 22,000 kilometers of these stone fences. Batdam require no mortar, as the rock is naturally porous and they adhere to each other easily, so the fences are remarkably strong. They provide homes with shelter from the strong wind, and also protect crops during storms. An added benefit is that they reduce soil erosion and preserve Jeju’s biodiversity. [Slug CG] Gained UN designation in 2014 In light of this, the United Nations Food and Agricultural Organization officially designated batdam as a Globally Important Agricultural Heritage System in 2014. This is the first time agricultural systems in Korea have been recognized internationally, and now will be subject to national and international protections.   • Cable companies get go-ahead to bundle services New rule comes into effect in 2017 Cable companies can begin next year selling bundles combining mobile phone, high-speed internet, and cable TV services. The Ministry of Science, ICT, and Future Planning announced Tuesday its guidelines for selling the packages. Cable companies have until now been locked out of this sector of the market. The country’s three major mobile carriers, KT, SK Telecom and LG U Plus, however, have been allowed to bundle mobile phone, high-speed internet, IPTV, and internet phone services. '케이블TV+이동전화' 결합상품 판매 허용 내년부터 케이블TV업체들은 이동 전화와 초고속인터넷, 그리고 케이블TV를 한데 묶은 결합상품을 판매할 수 있게 됩니다. 미래창조과학부는 오늘(13일) 이같은 내용을 담은 방송·통신 동등 결합 판매 가이드라인을 발표했습니다. 현재 KT와 SK텔레콤, LG유플러스 등 이통 3사는 자사의 이동전화와 초고속인터넷, IPTV, 인터넷전화 등을 묶은 결합상품을 판매하고 있지만 케이블TV업체들은 이동 전화 결합상품을 내놓지 못했었습니다.

  • E-mart acquires Jeju Soju Plans to hire more workers, expand product line-up, etc. Korea’s largest distributor, E-mart, is going to take over Jeju Soju, which is the number 2 operator in the local soju market. Representatives from the two companies finalized the deal Tuesday after signing a provisional contract in June. E-mart plans some big changes with its new acquisition. For starters, it intends to hire 40 new employees, including those with and without experience. It also wants expand beyond the domestic market into China, Vietnam, Mongolia, and other countries through the development of new products. Jeju Soju was founded in 2011. Since then, it has launched (곱들락) “Gopdeulak,” (산도롱) “Sandorong,” and other products, but it has been unable to gain a firm footing in the market. 이마트, 제주소주 인수 확정 국내 최대 유통기업인 이마트가 도내 제2의 지역소주인 '제주소주'를 인수합니다. 이마트는 지난 6월 제주소주 인수를 위한 가계약을 체결한 후 오늘(13일) 최종 인수하기로 결정했습니다. 이에따라 오늘부터 신입과 경력직 등 40여 명을 신규채용하고, 제주소주의 기존 상품 외에 신제품을 개발해 국내 시장뿐만 아니라 중국과 베트남, 몽골 등에도 수출할 계획입니다. 제주소주는 2011년 설립돼 '곱들락'과 '산도롱' 등 소주를 출시해 판매해 왔지만 부진을 면치 못했습니다.

  • Police bust fish farmers for using industrial formalin Violations allegedly began in 2011 Provincial police have booked without detention six people for using and storing industrial formalin at seven fish farms. Police say the suspects used the formaldehyde solution to kill parasites that affect flatfish. The violations allegedly took place from 2011 until this October. The police also booked 3 workers at a chemical corporation in Busan for allegedly supplying the formalin to the local fish farmers. Police say the locals did a number of things to avoid detection by the police. They allegedly stored the industrial formalin far from their fish farms, and they used a small amount of approved formalin in their operations to obscure their use of the banned industrial-strength formulation. 공업용 포르말린 사용 광어양식장 잇따라 적발 제주지방경찰청은 지난 2011년부터 지난 10월까지 6년여 동안 광어를 양식하면서 구충제 등의 목적으로 공업용 포르말린을 사용하고 보관한 혐의로 도내 양식장 7곳을 적발하고 수산업자 6명을 불구속 입건했습니다. 이와 함께 양식장에 공업용 포르말린을 공급해 온 부산 지역의 모 화학업체 관계자 등 3명도 함께 입건했습니다. 특히 이들은 경찰의 단속을 피하기 위해서 양식장과 거리가 떨어진 야적장 등에 공업용 포르말린을 보관해놓고 합법적인 수산용 포르말린 통에 조금씩 덜어서 사용하며 범행을 은폐해 왔던 것으로 경찰조사결과 드러났습니다.

  • Province announces new parking plans 28,000 new public parking spaces by end of 2019 The provincial government has announced tailored plans to address the island’s lack of sufficient parking. It will spend 190 billion won over the next three years to add 28,000 parking spaces. Specifically, it will turn 23 public parking lots into multi-floor parking garages, and it will create another 290 public parking lots. Another way it plans to hit its target is by turning 15,000 private parking spaces public. Currently there are enough parking spaces on the island to accommodate only 94 percent of the vehicles here, but by the end of 2019 there will be enough to handle 102 percent. Another change is coming. Currently, more than 90% of public parking lots are free to use. Those will be phased into paid lots, but officials say the fee system will be updated in a more “practical” way. 道 주차종합대책 발표…주차장 2만 8천면 확충 제주도가 향후 3년 동안 1천 900 억원을 투입해 주차장 2만 8천대를 조성하는 제주형 주차종합대책을 발표했습니다. 주요내용을 보면 기존 공영주차장 23개소를 복층화하고 공영주차장 290개소를 추가 조성합니다. 또 민간 부설주차장 가운데 1만 5천 면을 공유화해 2019년까지 자가용 주차장 2만 8천 면을 확충합니다. 이를 통해 자가용 주차장 보급율을 현재 94%에서 2019년에는 102%까지 올린다는 계획입니다. 아울러 도내 90% 이상이 무료 운영되는 공영주차장을 단계적으로 유료화하고 요금체계도 현실성 있게 개편합니다.

Minister (이준식) Lee Joon-sik also opened the door to revising the book. According to organizations of incident victims’ relatives and National Assembly member (오영훈) Oh Younghun, Lee said during a Tuesday meeting that he was sorry for failing to meet the expectations of the relatives, and Jeju residents in general, regarding the content of the textbook. The current draft of the book can be revised.   • UNESCO has designated the island's unique haenyeo culture as Intangible Cultural Heritage of Humanity. As Mike Laidman now reports, on the surface it may seem that these women are different than those that came before, but their way of life remains the same. Report Without modern gear like wetsuits or fins, the Jeju haenyeo of old dove into the sea all year round. Wearing cotton swimsuits and simple diving goggles, they harvested abalone, sea cucumbers, and conche shells. [slug] Some haenyeo would leave Jeju for work In the spring and summer, some of the divers left Jeju and worked at either Dokdo or Hongdo Islets. Before the haenyeo plunge into the cold waters, they sing, hoping to forget their physical fatigue through the rhythm of work songs. [Effect work song, 10 sec] Hope to live on Ieodo Island! They are able to accomplish such feats by adapting to the Jeju waters, which has helped them to create their own unique culture.   • 100+ electric taxis on island roads Monday ceremony at Jeju Sports Complex to mark milestone A Monday morning event at the Jeju Sports Complex celebrated the fact that Jeju now has 100 electric taxis. Representatives from the electric vehicle and taxi industries attended the ceremony, which included a parade of some 80 electric cars and a commemoration designed to boost the number of electric cabs on the island. Jeju became the first place to offer “e-taxis” taxis in Korea in 2013. It added six vehicles to the fleet in 2014, and it now has 101 - the most in any region of the country. Local authorities aim to have 200 additional electric taxis running on island roads by the end of next year. 전기택시 100대 운영 기념 발대식 개최 전기택시 100대 운행을 기념한 발대식이 오늘(12일) 오전 제주종합경기장 일원에서 열렸습니다. 발대식에는 전기차 업체와 택시업계 관계자 등이 참석한 가운데 전기택시 보급 활성화를 위한 기념 행사와 전기택시 80 여대의 퍼레이드 등이 진행됐습니다. 전기택시는 지난 2013년 전국 최초로 제주에 도입 된 이후 2014년에 6대가 보급됐고 현재는 101대로 전국 최대 규모입니다. 제주도는 내년에 전기택시 2백대를 추가 보급할 계획입니다.
