Starting this first semester, students’ use of mobile phones during elementary, middle, and high school classes will be legally prohibited.

However, concerns are being raised that confusion is expected in the field as detailed standards differ from school to school.

The Jeju Provincial Office of Education plans to prepare recommendations by the end of this month and provide guidance to individual schools.

[Slug] Legal ban on phone use during class starting this semester

Starting this semester, the use of mobile phones by students during class is now legally prohibited. This change comes under the revised Elementary and Secondary Education Act, which was passed by the National Assembly last year.

The Ministry of Education announced an upcoming revision to its directive on student guidance, which will enhance teachers’ authority. This amendment allows principals and teachers to limit the use of smart devices based on individual school regulations.

Exceptions are permitted for students with disabilities using assistive devices, as well as for educational needs or emergency circumstances.

The problem is that standards vary from school to school.

While more than half of schools allow phone use during breaks, over 40 percent ban their use, leading to concerns that confusion among parents and students will be unavoidable.

We held public discussions on how phone use could be allowed if permitted. Once the results are finalized, we plan to inform schools and guide them to revise their regulations accordingly.

Varying standards across schools could lead to an increase in complaints from parents and a heavier disciplinary load for teachers.

There are no clear guidelines on how phones should be stored or how their use should be restricted. If principals are left to decide, some schools will allow it and others won’t. Eventually, this will lead to complaints. That’s why we are calling for clear, Jeju-specific guidelines to be established and distributed to schools.

The restriction on smart device usage in classrooms is intended to safeguard students’ right to learn and enhance their concentration, not merely assert control.

The crucial question now is whether the Jeju Provincial Office of Education can effectively incorporate feedback from schools and ensure the new policy is rolled out smoothly.

"휴대전화 사용 금지"…학교마다 기준 달라 혼선



[올해 1학기부터 수업 중 휴대전화 사용 법적 금지]
지난해 국회를 통과한 초·중등교육법 개정안에 따라
이번 학기부터
수업 중 학생들의 휴대전화 사용이 법적으로 금지됩니다.

교육부는
교원의 생활지도 권한을 강화하는 고시 개정안을 행정 예고하며 학교장과 교사가 학칙에 따라
스마트기기를 제한할 수 있도록 했습니다.

다만 장애 학생의 보조기기 활용이나
교육 목적,
긴급 상황 대응은 예외로 인정됩니다.

[학교마다 기준 달라…현장 혼란 불가피]
문제는 학교마다 기준이 제각각이라는 점입니다.

쉬는 시간 사용을 허용하는 학교가 절반을 넘는 반면
금지하는 학교도 40% 이상에 달해
학부모와 학생들의 혼란이 불가피하다는 지적입니다.
