The government has recently, for the first time, recognized a biological parent-child relationship between a April 3rd Incident victim and a surviving family member without requiring a lawsuit, opening a new path toward restoring victims’ rights.
However, additional institutional improvements are still needed.

[Slug] Government corrects 4·3 Family Records

It took more than 70 years for her family registry to be corrected?from being listed as the daughter of her uncle to being officially recognized as the daughter of her biological father, an April 3rd Incident victim.
This marks the first case in which the government corrected an April 3rd Incident family relationship through a resolution by the national committee.

[Slug] 500 families seek record corrections

Since the family relationship correction reporting process began in 2023, about 500 bereaved family members have participated.
Among them, four individuals have confirmed their biological parents, and about ten more are awaiting review by the national committee.

[Slug] More applications expected soon

With the first official recognition now granted, the number of applicants is expected to increase.
But time is running short.

[Slug] Application period ends this August

Considering the unique circumstances of the April 3rd Incident, the government limited the application period by enforcement decree to August of this year.
After that, applicants will once again have to pursue civil litigation procedures.

[Slug] Calls grow to amend decree

This is why there are growing calls to revise the enforcement decree to extend the application period.

"4·3 가족관계 신청 8월 종료…연장 시급"


[사실과 다른 4·3 가족관계, 정부 첫 인정]
작은아버지 자녀로 호적에 올라갔다가
희생자인 친아버지 딸로 인정 받기 까지 70여 년이 걸렸습니다.

정부가
중앙위원회 의결로
4.3 가족관계를 바로잡은 첫 사례입니다.

지난 2023년부터 시작된
가족관계 정정 신고 절차에 현재까지 유족 5백여 명이 참여했습니다.

이 가운데 4명이 친부모를 찾게 됐고
10여 명이 또 다시 중앙위원회 심사를 앞두고 있습니다.

[앞으로 가족관계 정정 신청자 더 늘어날 전망]
첫 인정 사례가 나온 만큼
앞으로 신청자는 더욱 늘어날 것으로 예상됩니다.

하지만 시간은 촉박합니다.

4.3이라는 특수성을 감안해
정부가 시행령으로 신청 기간을
올해 8월까지로만 제한했기 때문입니다.

이후에는 다시 민사 소송절차로 다퉈야 하는 상황입니다.

시행령을 개정해 신청 기간을 연장해야 한다는 의견이 나오는 이유입니다.
