The government is moving forward with plans to build a second space center in preparation for the era of reusable launch vehicles.

Jeju had been considered alongside (고흥) Goheung in South Jeolla Province as a leading candidate, but the island has effectively withdrawn from contention due to concerns over community acceptance and difficulties securing a suitable site.

Seoul is moving forward with a second space center to support reusable launch vehicles and fuel the continued growth of South Korea’s space industry.

[Slug] Reusable launch facilities planned by 2034

By 2034, the project aims to establish launch, landing, and maintenance facilities across a 15-square-kilometer site.
The deadline for candidate regions to apply is August 6th.

A government feasibility study last year singled out (고흥) Goheung in South Jeolla Province and Jeju as the top contenders.

But the two regions have taken sharply different approaches.

While Goheung is actively campaigning for the project?highlighting its ties to the existing Naro Space Center?Jeju has effectively bowed out.
On the island, the (알뜨르) Altteur Airfield in Daejeong, Seogwipo, had been flagged as the most viable site, but significant hurdles remain.

Government safety guidelines ban any civilian facilities within a three-kilometer radius of a launch pad.

If (알뜨르) Altteur Airfield were chosen, most of Sangmo 1-ri, 2-ri, and 3-ri would fall inside that restricted zone, making local consent virtually impossible to secure.






Speaking to reporters, Governor Wi noted that the expected economic benefits simply don't outweigh the heavy social costs, such as property restrictions and community conflict.
Instead, the province will pivot to securing more government backing for its existing offshore launch initiatives.

Analysts say this withdrawal also reflects a strong desire to avoid another major regional dispute.
Jeju has already spent over a decade bitterly divided over a proposed second airport, and the current administration has pledged to prioritize social consensus.

This isn't the first time this has happened. (알뜨르) Altteur Airfield was also the top pick for a national space center back in 2000, but that plan was ultimately scrapped due to fierce local opposition.

With the current provincial administration settling in, observers are watching closely to see if Jeju is distancing itself from the previous administration’s space policies, and whether the island's broader space strategy is shifting toward a new horizon.

재사용 발사체 운용시설을 구축하는 사업으로
건립 후보지 선정을 위한 공모는 다음 달 6일 마감됩니다.

[지난해 용역 통해 제주·전남 고흥 유력 후보지 검토]
정부는 용역을 통해
전남 고흥과
제주를 유력한 후보지로 압축했습니다.

하지만 두 지역의 온도차는 극명히 엇갈리고 있습니다.

전남 고흥은
기존 나로우주센터와의 연계성을 내세워
적극적인 유치전에 나서는 반면
제주는 사실상 유치를 포기한 모양새입니다.

제주에서는
서귀포시 대정읍 알뜨르비행장이
최적 입지로 검토됐지만
현실적인 제약이 적지 않기 때문입니다.

제2우주센터는 발사 지점 반경 3킬로미터 이내에
민간 시설이 없어야 하는데
알뜨르비행장을 활용할 경우
상모 1,2,3리가 모두 포함돼
주민 수용성 확보가 쉽지 않은 상황입니다.




위성곤 지사는 기자들과 만난 자리에서
제2우주센터가
제주에 가져올 산업적 효과와
주민들이 감당해야 할 재산권 제한, 지역 갈등 등
사회적 비용을 함께 고려해야 한다며
현실적으로 유치가 어렵다는 입장을 밝혔습니다.

대신 기존에 추진 중인
해상 발사 분야에 대한
정부 지원을 확대하는 데 힘을 쏟겠다고 설명했습니다.


[새로운 지역 갈등 피하려는 의도로 분석]
그렇치 않아도
제주 제2공항 추진으로 10년 넘게 갈등을 빚어왔고
민선 9기 들어
사회적 합의절차를 마련하겠다는 의지를 밝힌 만큼
또 다른 대형 국책사업으로
새로운 지역 갈등을
불러일으키지 않겠다는 의도도 담겨 있다는 분석입니다.

알뜨르비행장은 지난 2000년
정부가 첫 국가 우주센터 건립을 추진할 당시에도
최적 입지로 검토됐지만
주민 반발로 사업이 무산된 바 있습니다.
