Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Jeju City is now accepting applications for the Youth Tomorrow Savings Account program. Eligible applicants are working youth aged between 19 and 34, from households with an income below 2.5 million KRW per month, or under 100% of the median income.   • Speeding Crashes 10x Deadlier
  • The fatality rate for speeding-related traffic accidents is more than 10 times higher than that of general accidents. According to Jeju Police, over the past three years, there were 80 traffic accidents caused by driving more than 20 km/h over the speed limit, resulting in 10 deaths. The fatality rate for speeding accidents was 13%, compared to 1.3% for all traffic accidents ? a tenfold difference. The rate of serious injuries in speeding accidents was also 98%, more than three times higher than in general traffic accidents. [Slug] ‘Mass-produced food likely spoiled during outdoor storage’ Health authorities are investigating the exact cause, believed to be the spoilage of significant amounts of food that were prepared in advance and kept outside during the festival. [Slug] 50+ food poisoning incidents in last 5 years, 690 patients affected In the past five years, Jeju has recorded over 50 suspected food poisoning incidents, affecting 690 patients. By month, food poisoning cases tend to rise from spring into summer as temperatures begin to climb. In particular, April often sees a spike in patient numbers, despite fewer reported incidents. This is likely due to the many regional festivals and events during this time when group outbreaks are more common. [일교차 큰 날씨…높은 낮 기온·직사광선 영향 식중독균 번식 쉬워] 요즘처럼 일교차가 큰 날씨에는 아침 저녁으로는 선선하지만 낮에는 기온이 크게 오르고 직사광선을 받을 경우 온도가 더 높아지면서 식중독균이 번식하기 쉬운 만큼 주의해야 합니다.   • Low Usage of AI Digital Textbooks
  • More than two months after the introduction of AI digital textbooks, student engagement with the platform in Jeju remains low, with access rates stuck in the single digits. According to materials submitted by Democratic Party lawmaker Baek Seung-ah (백승아), a member of the National Assembly’s Education Committee, the Digital Textbook Central Support Center received around 5,200 inquiries as of March. More than half of these were related to login issues and consent for personal information. Even after completing the registration process, the platform access rate among Jeju students remained low at 6.9% for elementary students, 7.5% for middle school students, and just 1.5% for high school students.   • Education Offices Share Facilities for Student Welfare
  • The Jeju Provincial Office of Education and the Chungcheongbuk-do Office of Education have agreed to share educational facilities for the benefit of students. Kim Kwang-soo (김광수), Superintendent of the Jeju Provincial Office of Education, and Yoon Gun-young (윤건영), Superintendent of the Chungcheongbuk-do Office of Education, announced the agreement, highlighting its aim to support staff welfare and enhance student services. The two offices plan to hold further working-level discussions to develop detailed plans for facility usage. Meanwhile, since 2014, the Chungcheongbuk-do (충청북도) Office of Education has been operating a Jeju branch of its Marine Education Center, a facility near Gwakji (곽지) Beach in Aewol-eup, Jeju City, consisting of one underground floor and four above-ground floors. 제주교육청-충북교육청, "교육시설 공유" 제주도교육청과 충청북도교육청이 두 기관의 교육시설을 학생들을 위해 공유하기로 했습니다. 김광수 제주도교육감과 윤건영 충청북도교육감은 교직원들의 휴식과 학생 복지를 위해 이 같이 합의했다고 밝혔습니다. 이에 따라 앞으로 실무 협의를 통해 시설 이용 방안 등을 구체적으로 마련하기로 했습니다. 한편 충북도교육청은 지난 2014년부터 제주시 애월읍 곽지해수욕장 인근에 지하 1층, 지상 4층 규모의 해양교육원 제주분원을 건립해 운영중입니다.

  • Biz Sentiment Improves…Remains Below Benchmark
  • Business sentiment in Jeju improved last month but continues to fall short of the benchmark level. According to the Bank of Korea’s Jeju branch, the Business Sentiment Index (BSI) for April rose by 14.1 points from the previous month to 87.6, with both the manufacturing and non-manufacturing sectors showing gains. The outlook for next month also improved, with the forecast BSI rising by 11.4 points to 90.7.   • Jeju Land Prices Continue to Decline
  • Jeju was the only region in South Korea to see a continued decline in land prices. According to the Ministry of Land, Infrastructure and Transport, national land prices rose by 0.5% in the first quarter of this year compared to the previous quarter, while Jeju’s land prices fell by 0.21%. Jeju’s land prices have now declined for six consecutive quarters, starting from the fourth quarter of 2023. Meanwhile, land transactions in Jeju during the first quarter totaled approximately 5,200 parcels, marking a 23.7% decrease compared to the previous quarter. 제주 땅 값 '전국 유일' 하락세…거래량도 줄어 제주 지역 땅 값이 전국에서 유일하게 하락세를 이어갔습니다. 국토부에 따르면 올해 1분기 전국 땅값은 지난해 4분기보다 0.5% 올랐지만 제주는 0.21% 떨어졌습니다. 제주 땅 값은 지난 2023년 4분기부터 여섯 분기 연속 하락세를 보였습니다. 1분기 제주 토지 거래량은 5천 2백여 필지로 전 분기보다 23.7% 감소했습니다.

  • Commercial Property Vacancy Rates Rise
  • The vacancy rate for commercial properties in Jeju has increased, reflecting the impact of the ongoing economic slowdown. According to the Korea Real Estate Board, the vacancy rate for commercial spaces in Jeju reached 17.6% in the first quarter of this year, a 1.3 percentage point increase compared to the previous quarter. For mid- to large-sized commercial buildings, the vacancy rate rose to 9.9%, up 0.9 percentage points, while small-sized shopping centers saw a vacancy rate of 5.8%, an increase of 2.1 percentage points. Investment returns for both mid- to large-sized and small-sized commercial properties remained in the 0.3% range, the lowest among Korea’s 17 provinces and cities. The rise in vacancy rates due to the economic downturn is cited as the main reason for the continued low investment returns. 경기 침체에 제주 상업용 부동산 공실률 증가 경기 침체 여파로 제주지역 상업용 부동산의 공실률이 증가한 것으로 나타났습니다. 한국부동산원 따르면 올해 1분기 제주지역 집합상가 공실률은 17.6%로 전 분기 대비 1.3%포인트 증가했습니다. 중대형 상가 공실률은 9.9%로 0.9%포인트 늘었고 소규모 상가 공실률은 5.8%로 2.1%포인트 증가했습니다. 중대형과 소규모 상가의 투자수익률은 0.3%대로 전국 17개 시도 가운데 가장 낮았는데 경기 침체 영향으로 공실률이 증가하면서 투자수익률은 낮은 수준을 유지하는 것으로 분석됐습니다.
