Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Drone Delivers Medicine Amid Bad Weather
  • A tourist on Gapado Island who ran out of medication for a chronic condition received emergency medicine by drone after strong winds halted all ferry and helicopter services. After receiving a 119 emergency call, Jeju Province and the Jeju Fire and Disaster Headquarters found it difficult to deploy helicopters or vessels. They secured the medication from a medical facility and dispatched it by drone. Despite winds of 8 to 9 meters per second, the drone reached Gapado in about 10 minutes and delivered the medicine to local volunteer firefighters. The patient was able to get through the emergency.   • Council Urges BRT Caution
  • As the province reviews its Bus Rapid Transit, or BRT, project centered on island-style bus stops, concerns have been raised at the Jeju Provincial Council. At the first meeting held on the 14th, Councilor Kim Dae-jin (김대진) said the nation’s first BRT project received government funding and warned that scrapping it could require returning those funds, urging a cautious approach. Councilor Lee Nam-geun (이남근) questioned whether the province should continue with plans to purchase dual-door buses under the current circumstances. He also called for a review, citing concerns that the procurement process could lead to a market monopoly. In response, the province acknowledged complaints from drivers but bus users have responded favorably and added to focus on improvements.   • Crop Care Urged Amid Heat
  • The Jeju Agricultural Research and Extension Services has called for careful crop management and safe farming practices amid frequent heat waves and tropical nights this summer. Authorities urged farmers to secure water supplies, inspect irrigation systems, and use shading facilities to cool greenhouses. It stressed that farmers should secure agricultural water in advance and inspect irrigation facilities. In greenhouses, shading equipment should be used to lower internal temperatures. The agency also advised covering the soil around crop roots with straw or grass to curb moisture evaporation and rising soil temperatures.   • The government is moving forward with plans to build a second space center in preparation for the era of reusable launch vehicles. Jeju had been considered alongside (고흥) Goheung in South Jeolla Province as a leading candidate, but the island has effectively withdrawn from contention due to concerns over community acceptance and difficulties securing a suitable site. Todd Thacker reports. [Slug] Government advances second space center project Seoul is moving forward with a second space center to support reusable launch vehicles and fuel the continued growth of South Korea’s space industry. [Slug] Reusable launch facilities planned by 2034 By 2034, the project aims to establish launch, landing, and maintenance facilities across a 15-square-kilometer site. The deadline for candidate regions to apply is August 6th. [Slug] Jeju and Goheung shortlisted last year A government feasibility study last year singled out (고흥) Goheung in South Jeolla Province and Jeju as the top contenders. But the two regions have taken sharply different approaches. [Slug] Goheung campaigns while Jeju steps back While Goheung is actively campaigning for the project?highlighting its ties to the existing Naro Space Center?Jeju has effectively bowed out. On the island, the (알뜨르) Altteur Airfield in Daejeong, Seogwipo, had been flagged as the most viable site, but significant hurdles remain. [Slug] Nearby villages complicate site selection Government safety guidelines ban any civilian facilities within a three-kilometer radius of a launch pad. If (알뜨르) Altteur Airfield were chosen, most of Sangmo 1-ri, 2-ri, and 3-ri would fall inside that restricted zone, making local consent virtually impossible to secure. Speaking to reporters, Governor Wi noted that the expected economic benefits simply don't outweigh the heavy social costs, such as property restrictions and community conflict. Instead, the province will pivot to securing more government backing for its existing offshore launch initiatives. [Slug] Avoiding another major regional conflict Analysts say this withdrawal also reflects a strong desire to avoid another major regional dispute. Jeju has already spent over a decade bitterly divided over a proposed second airport, and the current administration has pledged to prioritize social consensus. (알뜨르) Altteur Airfield was also the top pick for a national space center back in 2000, but that plan was ultimately scrapped due to fierce local opposition. [발사 지점 반경 3km 이내에 상모리 대부분 포함] 제2우주센터는 발사 지점 반경 3킬로미터 이내에 민간 시설이 없어야 하는데 알뜨르비행장을 활용할 경우 상모 1,2,3리가 모두 포함돼 주민 수용성 확보가 쉽지 않은 상황입니다. 위성곤 지사는 기자들과 만난 자리에서 제2우주센터가 제주에 가져올 산업적 효과와 주민들이 감당해야 할 재산권 제한, 지역 갈등 등 사회적 비용을 함께 고려해야 한다며 현실적으로 유치가 어렵다는 입장을 밝혔습니다. 대신 기존에 추진 중인 해상 발사 분야에 대한 정부 지원을 확대하는 데 힘을 쏟겠다고 설명했습니다. [새로운 지역 갈등 피하려는 의도로 분석] 그렇치 않아도 제주 제2공항 추진으로 10년 넘게 갈등을 빚어왔고 민선 9기 들어 사회적 합의절차를 마련하겠다는 의지를 밝힌 만큼 또 다른 대형 국책사업으로 새로운 지역 갈등을 불러일으키지 않겠다는 의도도 담겨 있다는 분석입니다.   • Seogwipo To Add 280 Foreign Workers
  • Seogwipo City will select 280 foreign seasonal workers under its public employment program this year. They will be sent to farms with labor shortages. This is more than double last year's 136 workers. The number of agricultural cooperatives operating the program will also expand to six, adding Hyodon (효돈), Jungmun (중문), and Jeju Citrus to the existing Wimi (위미), Daejeong (대정), and Seogwipo cooperatives. Introduced in Jeju in 2023, the public seasonal worker program has helped ease labor shortages.   • The Jeju Regional Office of Meteorology will run the Jeju Climate and Culture Experience Class for elementary school students. The two-day program takes place on the 31st and on the 7th of next month. It features lectures on Jeju's climate characteristics and food culture, along with various hands-on activities. These are designed to help participants easily understand how climate change affects our diets. The program is open to elementary school students and their guardians, recruiting 100 participants on a first-come, first-served basis, with 50 for each session.   • Jeju City has completed safety inspections of 23 households in vulnerable housing, working jointly with local fire stations.   • Health authorities are urging caution as the detection rate of the parainfluenza virus, a respiratory illness that commonly circulates during the summer, has been rising in the Jeju region. According to the Jeju Institute of Health and Environment Research, the detection rate rose steadily from 25 percent in the first week of last month to 41 percent in the fourth week. It has now stayed above 20 percent for seven straight weeks. Detection rates are highest among infants and young children aged zero to six. The virus is a leading cause of acute respiratory infections, triggering fever, runny nose, and sore throat. It typically spreads from late spring through summer. Meanwhile, the COVID-19 detection rate reached 12 percent late last month, raising the possibility of a summer resurgence.
