Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Researcher (최경은) Choe Gyeong-eun of the Korea Culture and Tourism Institute made the remarks... based on the Bank of Korea’s latest report on the Chinese outbound tourism industry. That report showed that 90 percent of the Chinese tourists who visited Jeju in the past three years were here for the first time. The average duration of stay was just 2.8 days - that was the shortest amount of time among travelers from other countries. The Chinese tourism market is expected to continue to grow. That’s why, Choe (최) said, it’s important for Jeju to develop its cultural and historical offerings and diversify cruise programs in order to encourage Chinese tourists to return and stay for longer periods of time.   • More support for villages with small-scale schools Province seeks to prevent institutions from closing down The provincial government will support villages with small-scale schools to prevent the academic institutions from closing down. Villages eligible for support will be those surrounding a school with fewer than 60 students as of April 1st, 2015. The province will help build public housing and repair vacant homes in the villages. The percentage of government support for public housing in the communities has increased this year to 60 percent from the previous 50… and the total budget for the work has been set at 600 million won… up from 500 million won. In addition, 70 percent of the repairwork on empty homes will be financed by the local government… with each village eligible to receive up to 50 million won… or 10 million won per household. { 제주시, 소규모 학교 육성 지원사업 공모 } 제주시가 소규모 학교 육성을 위한 지원사업을 공모합니다. 지원대상은 지난해 4월 1일을 기준으로 학생수가 60명 이하인 소규모 학교를 포함한 마을로 지원사업은 공동주택 건립과 빈집 정비사업 등입니다. 특히 올해부터 공동주택 지원사업에 따른 보조율을 50에서 60%로, 지원한도를 5억원에서 6억원으로 확대합니다. 또 빈집 정비사업은 마을당 최대 5천만원, 가구당 최대 1천만원의 한도에서 70%까지 지원하게 됩니다.

  • April 3rd Peace Education Center to be completed this month Part of third phase of development at April 3rd Peace Park The third phase of development is proceeding at the Jeju April 3rd Peace Park. The provincial government says the construction of the Jeju April 3rd Peace Education Center has entered the final stage, and that work is slated to be completed by the end of the month. The two-storey building will house a multipurpose hall on the first floor and a children’s activity area on the second.   • Woljeong-ri coast to become official beach Area draws over 1m visitors annually The Woljeong-ri coast will become an official beach, meaning Jeju City will provide beach facilities and a tourist center at the site. The provincial government says it has allocated 50 million won for experts to draw up an operational and management plan for Woljeong-ri Beach. Over a million tourists visit it every year, but it currently lacks basic facilities because it not formally designated as a beach. The city will conduct a preliminary survey in the first half of 2016 on the construction of an information center, changing rooms, shower facilities, and toilets at the beach. It will then spend around one billion won next year on building those as well as a special tourist center. { 구좌읍 월정리 해안, 정식 해변 지정 추진 } 제주시가 구좌읍 월정리 해안을 공식 해수욕장으로 지정을 추진하고 어촌해양관광센터도 건립합니다. 이를 위해 제주시는 5천만원을 투입해 월정리 해변을 지정해변으로 운영.관리하기 위한 실시설계용역을 발주합니다. 월정리 해변에는 해마다 100만명이 넘는 관광객이 찾고 있지만, 안내센터 등 기반시설이 없어 비지정 해변으로 운영되고 있습니다. 이에 따라 제주시는 올해 상반기 안으로 해양관광 안내센터와 탈의실, 샤워장, 화장실 등 편의시설을 조성을 위한 기본조사를 실시하고, 내년에는 10억원을 확보해 어촌해양관광센터도 건립할 계획입니다.

  • Province to survey female sea divers Data on ‘haenyeo’ being collected throughout February The provincial government will create a database of all female sea divers this month as part of measures to preserve and manage the unique Jeju haenyeo customs. Authorities will survey the women throughout February and record data, such as the age they started working as sea divers, whether they are members of a fishing cooperative, and whether they dive full time or also have other jobs. Former haenyeo will be asked why and when they quit. The move comes on the back of the Korean government’s designation in December of the haenyeo culture as Korea's first Nationally Important Marine Heritage. The government also plans to have this unique example of maritime culture added to the UNESCO cultural heritage list by December.   • This week on Jeju: A to Z, Todd Thacker looks at local and national efforts to reduce our collective carbon footprint. An ongoing project by the province is set to replace every gas-based vehicle with an electric model by 2030... a major step towards energy independence. Last month Jeju was paralyzed by an unusual cold-snap. It left many wondering if this sort of weather might become more common due to global climate change. [Slug CG] ‘All Jeju vehicles to be electric by 2030’ This is undoubtedly a concern for everyone. To this end, Jeju is doing its part to lessen its carbon footprint. One ambitious plan is setting out to replace all of the island’s vehicles -- including the large fleet of tourist rental cars -- with electric models by 2030. [Slug CG] ‘Wind, solar, tides to make Jeju a net energy producer’ The ultimate goal is for Jeju to eventually become carbon-free, and in fact be a net *producer* of renewable energy from the island’s abundant wind, solar and tidal sources. Jeju is also small enough that most destinations are well within the single-charge range of today’s electric vehicles. [Slug CG] Low-cost charging stations, parking for EVs For the last few years the province has been ramping up investments in infrastructure, such as installing EV charging stations at public offices and a wide range of tourist destinations. It also provides parking fee reductions and exclusive spots for the electric vehicles in public lots. EVs are generally more expensive than traditional cars, and so the government has put forward significant subsidies and tax breaks for consumers. In some cases islanders can be eligible for tens of millions of won in subsidies for their zero-emission cars. [Slug CG] More models, numbers of EVs on Jeju roads Domestic and foreign automakers are also jumping into the fray, offering an ever-expanding range of clean, quiet vehicles which are appearing more on Jeju’s streets and highways everyday. In fact, currently Jeju has the nation’s highest density of electric vehicles in operation. Beyond Jeju’s shores, too, Seoul has recognized that global oil prices are volatile and carbon-free technologies are the best way to ensure Korea’s energy independence. To that end, it has supported a number of testbed projects around the nation. Of those, Jeju is the crown jewel. [Slug CG] Todd Thacker Experts anticipate that by 2030 Jeju will have about 370,000 vehicles on the roads. The province aims to have the EV ratio at 30 percent by 2020 and 100 percent by the end of the 2 trillion won project.   • An exhibition is underway at the Kim Man-duk Memorial Hall to shed light on the spirit of sharing... through unrefined clay bowls called ‘maksabal’. Suejin Choi reports. Clay meets water and fire. The outcome is (막사발) ‘maksabal’ or unrefined clay bowls that were traditionally made by poor potters. (막사발) Maksabal - in the past - were used as rice bowls. It is befitting that the bowls are on display here at the (김만덕) Kim Man-duk Memorial Hall… because Kim, herself, was known for donating rice to those in need during the Joseon Dynasty. A butterfly flutters around the bowl, as if to feel the warmth it carries with it. (산방산) Sanbangsan Mountain at dusk… in all its glory. Energy radiates from the bright crimson hues. Some 40 artworks such as these… by artist (금다화) Geum Da-hwa... are on display here at the (김만덕) Kim Man-duk Memorial Hall… under the title “Sharing the Light of Jeju”. (제주의 빛을 나누다) INTERVIEW Kim Sang-hoon / Director, Kim Man-duk Memorial Hall I decided to put these on display because I could relate to the various images of the island, and I also felt the works had a lot in common with Kim Man-duk... <인터뷰: 김상훈/ 김만덕기념관 관장> "섬과 폭포 등 여러가지 제주도의 모습을 담은 것들이 마음에 와 닿았습니다. 이런 것들이 의인 김만덕 할머니의 정신과 통한다는 생각이 들어서..." Artist (금다화) Geum Da-hwa moved to Jeju from the mainland in 2013. She says she finds inspiration for her works from every corner of the island… and the more she discovers, the more colorful her depiction of the island becomes. And her main art piece, the (막사발) maksabal, found new light by collaborating with the Kim Man-duk Memorial Hall.
