Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

According to data released Wednesday by the provincial government, the average marriage age in 2013 for local men was 32.5, and for women it was 30. That dropped to 32.4 and 29.8, respectively, in 2014. The national average, however, has been consistently going up.   • Bank mortgage rates rise to 3% range Fell to all-time low in 2015 In more housing news today, bank lending rates on mortgage loans have climbed back to the three percent range after dropping to an all-time low last year. The Korea Federation of Banks on Wednesday said that, as of the end of December, 14 out of 16 banks had rates of over 3 percent on home-backed loans. Jeju Bank had the highest mortgage rate among provincial banks… at 3.21 percent… and the interest rate offered at major lenders such as Shinhan Bank and KEB Hana Bank stood at around 3.2 percent. 은행 주택담보대출 금리 3%대로 상승 지난해 기준금리가 사상 최저 수준으로 떨어지면서 2퍼센트에 머물렀던 주요 은행의 주택담보대출 금리가 다시 3퍼센트대로 돌아섰습니다. 전국은행연합회에 따르면 지난해 12월 취급액 기준으로 16개 은행 가운데 14개 은행의 주택담보대출의 평균금리가 3퍼센트대로 올랐습니다. 특히 제주은행 금리가 3.21퍼센트로 지방은행 가운데 가장 높고, 주택담보대출 잔액 규모가 50조원을 넘는 신한은행과 KEB하나은행 등도 3.2퍼센트를 보였습니다.

  • Developers had planned on charging customers three million won per square meter for new apartments going up in the Jeju Science Park. That’s much more than average here on the island, and after considerable public uproar, a provincial committee has cut that price by more than ten percent. Joseph Kim has more. The Hanhwa Dream-Green apartment complex will be constructed in the Jeju Science Park in Jeju City. The construction company asked the Jeju Special Self-Governing Province to deliberate the sales price of the apartment so that they can sell 17 buildings, and 410 apartment units. The construction company initially suggested 3,000,000 won per square meter as the sales price. [camera] Ko Moon-su Since it is the highest apartment price in the history of Jeju’s multi-unit dwellings, it has been a controversial issue and the Jeju Special Self-Governing Province apartment sales price evaluation committee deemed that the price has been set too high. The final price confirmed by the apartment sales price evaluation committee was set at 2,633,000 won per square meter, a huge drop from the original price that the company requested. 14.8 billion won has been cut from apartment building construction costs and 3.5 billion won has been cut from the residential district construction budget, which includes the area around the buildings from the requested price. Differing from Nohyeong I-park, the construction site of Dream-Green is not in a rock bed area, so the cost for removing base rock has been reduced drastically.   • Fewer land sales in Seogwipo 31% fewer transactions in January compared to December What analysts termed an “overheated” real estate market around the site planned for Jeju’s new airport has started to cool down. According to Seogwipo officials, land transactions in the region dropped 31 percent in January compared to a month earlier to a total of 2,600. The total area of land bought and sold accounted for 3,500 square meters, and that was down 41 percent. Buyers from Seoul and other regions outside Jeju bought 1,200 plots of local land. They had purchased 1,700 a month prior. 40 percent of all land purchases were made by mainland buyers last year. But that percentage dropped to 27 percent last month.   • National govt. excludes undersea tunnel from railroad plans High-speed rail link between Jeju and Mokpo projected to cost \16.8t The government has excluded a much-disputed undersea tunnel between Jeju and Mokpo from its latest railroad plans for 2016 through 2025. Talk of the tunnel resurfaced last week after tens of thousands of flight passengers were left stranded on the island due to heavy snow. But the Ministry of Land, Infrastructure and Transport announced Wednesday it decided not to include the tunnel in its third national railroad development plan, citing the astronomical cost of around 16.8 trillion won needed for the 167-kilometer project. 해저터널 국토부 철도망 계획 '제외' 최근 공항 마비사태로 수면 위로 떠올랐던 제주와 목포간 해저터널 고속철도 건설사업이 국토교통부의 3차 철도망 계획에서 제외됐습니다. 국토교통부는 2025년까지 추진하는 제3차 국가철도망 구축계획안에 제주와 목포를 잇는 해저터널 사업은 포함하지 않았다고 밝혔습니다. 한국교통연구원은 제주-목포 해저터널은 길이만 167km, 사업비가 16조8천억 원에 달해 이번 계획에 반영하지 않았다고 설명했습니다.

  • Turning to Arirang now, proponents say Korea's creative economy centers are steadily achieving their goal of helping the country flourish in the fast-paced 21st century. The Gwangju branch, the country's sixth, recently marked an important milestone. For a look back at the center's achievements over the past twelve months, Kim Ji-yeon reports. Some three-hundred people including the minister of Science, ICT and Future Planning gathered to celebrate the first anniversary of the Gwangju Center for Creative Economy and Innovation on Wednesday. [REPORTER] Kim Ji-yeon "The center, in Jelloanam-do Province, is part of a network of 17 centers nationwide devoted to creating a business ecosystem for local start-ups and small businesses... with the ultimate goal of realizing the government's vision for a creative economy." [CG IN] Center focuses on automobiles, hydrogen fuel cells Each center has a specialty and a corporate partner to provide resources and advice. The Gwangju center's focus is the automobile sector and hydrogen fuel cell development... and it is funded in part by the country's leading automaker Hyundai Motor and its affiliate Kia Motors. The Ministry of Science, ICT and Future Planning says the center was created in line with the government's goal of achieving a "hydrogen economy,"... or a society that uses eco-friendly hydrogen as its main energy source. [INTERVIEW] Choi Yang-hee / Minister of Science, ICT & Future Planning (Korean) "One of the center's big achievements this year is the creation of a charging station that was completed earlier this month, and I hope through deregulation that more like it can be created in the future. [CG IN] ‘Smart’ factories built to save millions in yearly biz costs On top of that, the ministry says the center has helped the region's auto industry save roughly one-point-8 million dollars over the past year through the establishment of a smart factory that applies Internet of Things technology to production lines. Going forward, the center has plans to build more smart factories in the region.
