Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The province will distribute a total of 33.3 billion won in compensation for some of the damage caused by the heavy rain and snow farmers have been dealing with since October. 10.4 billion won of that is earmarked for mandarin orange groves. Winter vegetable farms are also eligible to receive financial support. In the meantime, farmers can now apply for low-interest agricultural loans from the 360-billion-won agricultural promotion fund.   • Having a long layover at an airport can be frustrating. Well, not any more, says Korea’s Incheon International Airport. Those traveling through Incheon International will at least now be able to enjoy the renewed traditional culture center. Arirang’s Kim Ji Yeon reports. Around one-hundred people including the Minister of Culture, Sports and Tourism and the president of the Korea Cultural Heritage Foundation gathered at Incheon International Airport to participate in the reopening ceremony of the Korea Traditional Culture Experience Center on Thursday.   • The ruggedness of Jeju’s nature is often seen as one of the island’s greatest charms. A special photo exhibition is currently underway showcasing just that: the rugged beauty of the island. The exhibition is especially significant in that it’s a collaboration between a major domestic company and an up-and-coming Jeju photographer. Suejin Choi reports. Warm, blue hues fill the air and surround an entire village. All it still and tranquil as if it were the break of dawn. Far in the distance is the untouched natural beauty that is Jejigi (제지기) Oreum. Horses look up to the sky... full of light and clouds… where the wind seems to blow gently to and fro. I held three previous exhibitions on different aspects of emotions: texture, temperature and sound.   • Police open regional investigation unit 14-member group to concentrate on crimes in rural areas The provincial police agency has opened up a regional investigation unit to deal with serious crimes in rural areas. The 14-member unit has been divided up into three teams, dealing respectively with violent, organized, and property crimes. They will patrol their designated areas at least twice a week.   • One of the major cement manufacturers in the nation has announced that it will raise prices only in Jeju, where the construction boom continues unabated. Local contractors have come out in strong opposition to the move. Mike Laidman reports. There were more than 123,000 building permits given in Jeju last year. That’s 55 percent more than the year before, and a true sign of a construction spree. But the building boom has caused a shortage of key building materials, and the completion of some projects has been delayed as a result. INTERVIEW Representative of local contractor The cement supply for public building construction will be delayed one or two days because of a shortage of aggregates, like sand, gravel, and crushed stone. <인터뷰 : 건설업체 관계자> "관급자재로 잡혀 있는데 시멘트 생산이 골재가 없어서 그런지 하루 이틀 늦어진다고 해요." [slug] Tongyang to increase cement prices 9.2% Among this shortage, (동양) Tongyang Cement & Energy Corporation has announced that it will increase cement prices by 9.2 percent next month, a decision which has provoked controversy. [slug] Cement markup in Jeju causes controversy The cement maker aroused anger among local contractors especially, as it has decided to raise prices in Jeju only. Local contractors say they already pay more compared with mainland businesses because of shipping costs, and that they will have to pay 15,000 won more per unit if the price rises as Tongyang announced. They argue that the Jeju-only markup is unjust. [slug] Tongyang provides 44% of cement used in Jeju More than 44 percent of all the cement used in Jeju is supplied by (동양) Tongyang. Insiders therefore say that the price increase would raise building costs and ultimately affect housing prices. INTERVIEW Gang Myeong-hun / Mixed concrete company assn. A cement price increase raises housing prices, and will ultimately affect quality of life. Tongyang is using its position as a main supplier to control the local market. We are therefore considering filing a petition with the Fair Trade Commission. <인터뷰 : 강명훈/제주도레미콘공업협동조합 상무이사> "시멘트 가격이 인상되면 당연히 건설 분양가나 부동산 가격에 영향을 미치게 되고 그 영향이 도민들에게 돌아갈 것으로 생각합니다.// **수퍼체인지** 때문에 동양이 우월적 시장주의를 이용해서 가격 인상하는 부분에 대해서 공정위 등에 제소하는 부분도 검토하고 있습니다."
