Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

From March, each low-cost carrier will be required to have six sets of pilots and copilots for each of its planes, as well as 12 qualified mechanics to service each jet. The carriers will also be required to have a fully operational plane and crew in reserve in case mechanical problems arise on a scheduled flight. Noncompliance will lead to stiff penalties such as flight suspensions and disadvantages in being allowed to fly new routes in the future. The Ministry of Land, Infrastructure and Transport announced the results of its probe into two recent aviation incidents and said they both resulted from negligence regarding safety regulations. On December 23rd, a Jeju Air jet was forced to rapidly lower its altitude because the pilot failed to turn on the cabin air supply switch after takeoff. And on December 30th, a Jin Air plane ended up returning to the airport after takeoff when a loud sound was heard near one of its cabin doors. Probe results showed that a mechanic had not properly performed maintenance prior to the flight.   • Turning to Arirang now, China's latest growth figures have prompted further concerns here in Korea over slowing global demand, especially because exports are the country's traditional growth engine. Hwang Ji-hye (황지혜) sat down with World Bank Vice President for East Asia and the Pacific Region to talk about the global conditions facing Korea. After experiencing a rapid growth for more than a decade, now China is going through a painful slowdown recently. And this is coming from the government focusing more on domestic consumption over government investment. What's your take on the transition in China? [INTERVIEW] Axel Van Trotsenburg / World Bank E. Asia & Pacific Regional VP "This has been a transition that we anticipated, we have expected it. [CG IN] ‘Slowdown was expected; 6.9% growth in 2015 was substantive' If you are growing 6.9 percent and even the bank is expecting in this year about 6.7, you are talking about substantial increase of an economy. Think of the 6.9, that is about 700 billion dollars so that is quite substantive. [CG IN] 'Focus should be on sectors poised to lose, gain ground' I think (what) we need to see in the transition phase (is), which sectors are going to be more challenged, which sectors are going to be growing, and what our advice has been, is to focus on that. Exports to China account for a quarter of Korea's total exports. How would this transition affect Korea? "First of all, indeed there is 25 percent, it's important. [CG IN] 'Korea has been successful in penetrating other global markets' Let's also add that Korea has been very successful to have 75 percent elsewhere, including for example ASEAN, Japan and the rest of the world. I would argue that the 25 percent is also an opportunity. [CG IN] 800m Chinese will enter middle class by 2030: World Bank First, you have a very strong presence in the Chinese market. Secondly, the transformation means also that China will have a rapidly growing middle class. So what the interesting transition is you will have some producers losing out, but there will be new demands in other goods. [CG IN] 'Korea has shown capability to adjust to new trends' Electronics is going to be very important. But also all the technologies that are able to adjust quickly to new market trends. You see that Korea has been successful over the last decade to adapt quickly to new trends. It's not about predicting which is the next successful product, an iPhone or whatever. But I think what will be important is, does an economy and do firms have the capability of adjusting." [REPORTER] Hwang Ji-hye What do you see in the next five to ten years in terms of changes in the regional dynamics? [Interview] Axel Van Trotsenburg / World Bank E. Asia & Pacific Regional VP "I think what is very important is that the center of the economic gravity is increasingly moving to East Asia. [CG IN] 'Center of economic gravity will move to East Asia' There are major powers in the region and Korea as also a very strong economic power could be actually very good as an integrator. Korea could also make major contributions given its own successful development trajectory. [CG IN] 'Korea should be compared to other advanced economies' The relevant comparator for Korea is not comparing your growth performance with other developing countries. It is with the more advanced countries. And this year the aspirations are to be in the order of three percent. That would make Korea one of the fastest growing advanced economies in the world. And there, I think in relative terms, you have been doing well." It's very interesting to hear that we are in the level of advanced economies, thank you so much for your time today.

  • 14,250 mainlanders moved to Jeju in 2015 Most ever in one year New figures show an all-time high of over 14,000 mainlanders moved to Jeju last year. According to the National Statistical Office, Jeju’s population increased by 14,250 in 2015. Growth was up 28.7 percent compared to a year earlier. By age group, those in their 30s took up the largest proportion of newcomers at 3,800… followed by 3,400 people in their 40s and 2,500 in their 50s. The NSO said the population influx is largely attributed to the development of the Innocity in Seogwipo and the increase in company relocations from the mainland to Jeju. 지난해 제주 유입인구 1만 4천 명 넘어 지난해 제주지역 유입인구가 사상 최대치를 기록했습니다. 통계청에 따르면 지난해 제주지역 순유입 인구는 1만 4천250여 명으로 지난해보다 28.7퍼센트 증가했습니다. 연령대별로 보면 30대가 3천800명으로 가장 많고 40대 3천400명, 50대 2천500명 순으로 뒤를 이었습니다. 통계청은 서귀포혁신도시와 제주 이전기업 등으로 인한 유입인구가 크게 늘어난 것으로 분석하고 있습니다.
