Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Korea’s 20th legislative election will be held this year on April 13th. For the first time, absentee and early voting will be held simultaneously. And to boost voter turnout, voting rights have been expanded and changes have been made to the ballot papers. For a closer look at what will be new this year, Lee Hee-jung joins me in the studio with the details. [REPORTER] Lee Hee-jung This is a sample of the revised ballot that will be used at the upcoming legislative election. Unlike previous ballots, each square has been spread out with spaces in between them to prevent voters' marks overlapping more than one square. Another change is the introduction of early voting. The law for this change was passed in late 2013 but this will be the first time it will be applied to a legislative election. SLUG ] Early voting April 8-9 Five days before the big day, so that’s April 8th, early elections will take place over two consecutive days. More people will be eligible to vote too. ### CG IN ### Those on probation for general offenses, excluding crimes related to elections for public office, will be able to vote this April. Same goes for those sentenced to under one year in prison. And all candidates - including preliminary candidates - will be required to disclose criminal records and academic backgrounds. In the past, this was only mandatory after being confirmed as a final candidate. ### CG OUT ### More people will be allowed to watch the ballot-counting process firsthand, and for the first time, candidates and their spouses will be permitted to observe the ballot-counting as well. Governor (이낙연) Lee Nak-yeon issued a statement Tuesday, saying that the latest situation proves the necessity of a tunnel between Mokpo in South Jeolla Province and the island… with high-speed train services that would link Jeju all the way up to Seoul. Politicians and local governments have been split over the tunnel proposal for years. The plan was proposed in 2009 but was shelved a year later due to cost concerns and opposition from Jeju, which claimed at the time the construction of a new airport was more urgent than an underwater rail system. Governor Lee said... another airport was not enough to counter the challenges posed by climate change. He argued that it was in the best interest of Korea’s tourism industry that a Seoul-Jeju KTX route be developed as soon as possible. The proposed Mokpo-Jeju tunnel would cost an estimated 16.8 trillion won.   • Cold winds from the north pole brought a record breaking amount of snow to Jeju. Meteorologists say it is the most snowfall on the island in 32 years. Meanwhile, temperatures fell to minus 6.4 in Seogwipo, an all-time low. Analysts believe that the icy winds and heavy snow may be the result of global warming. Lee Hee-jung reports. [slug] 150 cm of heavy snow on Witse Oreum, Hallasan Mountain Heavy snow hit Jeju accompanied by strong winds. For the past four days snow has been blanketing Witse Oreum on Mount Halla, with the depth there reaching 150 centimeters. Both Jeju and Seogwipo were also covered in white. On the 24th, Jeju City saw 12 centimeters of snowfall, a level not seen since 1984. [camera] Park Byeong-joon The amount of snow we have seen recently is the third such severe weather event. It is especially unusual considering the fact that the snow does not accumulate in coastal areas. [slug] Seogwipo temperatures plummet to record low It’s been 7 years since such a harsh cold snap hit the island, with temperatures falling below zero. Temperatures in Seogwipo fell to minus 6.4 degrees, which is the lowest on record since observations began in 1961. The unusually cold weather is thought to be a result of global warming. ##### c.g in #### Cold air delivered by a polar vortex, that can drop to as cold as 50 degrees below zero has been blown over South Korea. Usually, temperate air currents keep this phenomenon at arms length, but global warming has weakened these defences, which then allowed the polar vortex to extend its range. ##### c.g out #### [slug] Snowfall blamed on blast of cold air meeting warm sea waters When cold north pole air meets warm sea temperatures, this can cause giant clouds to form, which is the reason behind this recent deluge of snow. It is a particularly unusual event. Society 85,000 expected to have departed by Tuesday The Jemin Ilbo says 85,000 of the stranded passengers here are expected to have departed by the end of Tuesday, and that airport operations will likely be back to normal by sometime Wednesday morning. 2. Society Charitable acts by local residents offer respite Donations of food and other necessities for the stranded passengers have helped to warm hearts in an otherwise frosty climate. Local residents also opened up their homes as many travelers were unable to find a place to stay after their flights had been cancelled. Halla Ilbo 1. Society Round-the-clock flights not enough The Halla Ilbo is reporting that around 30,000 travelers left the island on flights between 3 o’clock Monday afternoon and 6 o’clock Tuesday morning, but that another roughly 70,000 remain stranded. It argues the round-the-clock flights are not enough to ease the situation. 2. Society Property damage hits \2b The paper says the total amount of damage caused by the heavy snowfall is around two billion won, and counting. Yonhap 1. Society Childbirths increase for second month in November Yonhap is reporting that the number of childbirths in South Korea rose for the second straight month in November. A government report showed Tuesday that childbirths were up four percent compared to the same month in 2014. This is welcoming news for Seoul, which is dealing with a rapidly aging population. 2. Administration Public officials to be promoted based on performance The cabinet approved a law revision Tuesday to introduce a performance-based personnel management system in the public sector. The proposal still needs approval from the National Assembly.
