Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • The Jeju Provincial Tourism Association is founding J-Trip, which it says will help local travel agencies compete with large Chinese companies in attracting Chinese tourists to the island. Controversy has erupted, though, because foreign firms and large duty-free companies from Korea are also shareholders. Mike Laidman explains. [Slug] Shilla, Lotte each invest \500m in J-Trip Chinese and Taiwanese funds are reportedly being invested in J-Trip, a travel agency being set up by the Jeju Provincial Tourism Association. Korea's large duty free firms also will work themselves in as partners. (신라) Shilla Duty Free and (롯데) Lotte Duty Free have each chosen to invest 500 million won in J-Trip. This money accounts for 20 percent of the total funds the travel agency has received. KCTV Jeju looked into the new enterprise’s investment portfolio. The Tourism Association holds 30 percent, the duty free companies and foreign companies hold another 30 percent. 40 percent is the amount of J-Trip owned by 70 local travel agencies. This lopsided ratio has caused concern that the association would not be able to make its voice heard when deciding on the direction of the business. Some point out that large enterprises and foreign investment could end up leading J-Trip, instead of local travel agencies. But having Chinese money and large Korean companies involved goes against this goal.   • Jeju civil-military seaport base to open in first half of 2017 Work underway on cruise ship berths The Jeju civil-military seaport base is set to open in the first half of 2017. The provincial government has announced that construction has entered the final stages with work now underway on cruise ship berths and amenities. A meeting was held Thursday with international cruise line representatives to discuss the installation of embarkation and debarkation facilities. The dual-use port is expected to roughly double the number of cruise travelers coming to Jeju once it opens.   • JDC assumes ownership of Yerae Resort Complex Berjaya Jeju Resort failed to make loan payment The Jeju Free International City Development Center has taken over majority ownership of the highly controversial Yerae Resort Complex… after Berjaya Jeju Resort, the previous major stakeholder and project operator, failed to repay loans that were due Wednesday. The JDC, which formerly controlled only 19 percent of the project, will now be paying back the 107 billion won loan instead of Berjaya. It also claims ownership of around 87 percent of the land on which the complex was planned. Legal disputes forced a halt to construction last March. The JDC has said it will discuss the future of the complex with the Berjaya Group. Pundits say, however, that now that the JDC has become the major shareholder, the project is likely to be scrapped altogether. JDC, 예래단지 대출금 상환…사업부지 소유권 이전 버자야 제주리조트가 갖고 있던 예래휴양형주거단지 사업부지 소유권이 결국 제주국제자유도시개발센터로 넘어오게 됐습니다.   • Snow-white narcissus is now in full bloom on the island. It has appeared earlier than usual thanks to what had been our relatively warm winter. Mike Balfour has more. [slug] Hallim Park in Jeju City The narcissus has a nickname likening it to a golden goblet on a jade dish. Jeju’s indigenous species has white petals and can be spotted among yellow narcissus. It looks like snowflakes sprinkled over a yellow carpet. It is a delight to visitors. Pictures are popular against the flowery backdrop.   • Fines to be cut for voluntary reports of real estate violations Legal revision goes into effect January 2017 Beginning next year, authorities will either cut or waive the fines people must pay who voluntarily report themselves for real estate violations. The Ministry of Land, Infrastructure and Transport announced Tuesday that the newly revised law would come into effect on January 20th, 2017. This will apply to false reporting of real estate prices as well as reselling newly-built property for a profit. 부동산 거래 위반 자진신고…과태료 감면 내년부터 부동산 거래신고제를 위반했다고 자진 신고하면 과태료를 감면 또는 면제 받을 수 있게 됩니다. 국토교통부는 이같은 내용을 담은 '부동산 거래신고 등에 관한 법률' 제정안을 공포하고 내년 1월 20일부터 시행한다고 밝혔습니다. 이에 따라 업계약이나 다운계약 등 부동산 실거래가를 거짓 신고하거나 늦게 신고했을 때 위반 사실을 자진 신고하면 과태료를 감면 또는 면제됩니다. 또 최초 분양계약이나 토지, 상가 분양권 전매도 부동산 거래신고 대상에 포함됩니다.

  • The province has recently released plans designed to alleviate the housing shortage on the island. The plans include forming new residential districts and building more public rental houses. Along with those provincial efforts, the Jeju Free International City Development Center has announced that it will supply 300 residential units in the Jeju Science Park. Mike Laidman reports. [slug] School zone in Jeju Science Park This site has been categorized as land for schools in the JDC Jeju Science Park. Elementary, middle, and high schools had been planned at the 69,000 square meter site. But for a new elementary school to be built, at least 4,000 families must be living in the area. The number of families in the science park is well below this level. [slug] 300 housing units planned at Jeju Science Park The Jeju Free International City Development Center has joined in the efforts to ease the housing shortage. The JDC is planning to change the category of the school site to housing land, capable of supporting 300 new apartments. The JDC is starting construction this year, with people able to move in at the end of 2017. The apartments will be between 45 and 85 square meters in size. These apartments will be offered first to Jeju islanders who cannot afford to purchase a house due to price increases and who are from low-income brackets.
