Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Jeju’s employment rate is the highest in the nation. But a closer look shows that a high percentage of the workers here are daily laborers, while most jobseekers in Jeju say they would prefer to work in the public sector. Lee Hee-jung joins me in the studio with the details. 68.2% That’s the percentage of workers in Jeju over the age of 15... who work more than one hour a week. It’s close to 70 percent and it’s the highest employment rate in Korea. Jeju’s unemployment rate, meanwhile, stands at the lowest level in the nation. A quick glance at these figures makes Jeju seem like the ideal place for employment. But a closer look reveals that the percentage of people contracted to work for over a year and who have retirement benefits in Jeju is only 36.2 percent. That’s the second lowest rate in the country. And those that are hired to work on either a daily or monthly basis stands at a nationwide high of 8.2 percent. The job market in Jeju is currently too focused on quantity over quality, causing an imbalance… according to the National Statistical Office. The NSO report also shows that there is a big disparity between the hopes of job seekers and employers. While many jobs were open in wholesale and retail industries, most job seekers prefered to work the sectors of public administration, education and health and welfare. And while the expected starting salary stood at 2.5 million won… only 7.5 percent of the businesses in Jeju actually paid that much to new employees. Here’s an excerpt from an interview conducted earlier with the NSO. INTERVIEW Heo Su-hee / Honam National Statistical Office Young jobseekers want to work in public administration, education, and the health service industries. The results are based on a survey conducted last July on over 5,000 workers in Jeju about their perspective on the job market here.   • Jeju Country Club up for foreclosure auction...again Property was on auction block 4 times in 2014 Jeju Country Club is up for foreclosure auction for the fifth time. According to Jeju District Court, the golf club in Yeongpyeong-dong, Jeju City will be put up for auction on March 1st. Its total appraised value is 83.4 billion won, but the site will be divided up for the courthouse auction. Bidding will take place separately for the land, buildings, and landscape plants. Jeju Country Club went through four failed auctions back in 2014 after bids dropped to as low as 19.6 billion won. Its creditor, Jeju Bank, then cancelled those auctions. 제주CC, 법원 경매시장 또 등장 제주도 제1호 골프장인 제주컨트리클럽이 또 법원경매시장에 나왔습니다. 제주지방법원에 따르면 다음달 1일 제주시 영평동 제주컨트리클럽 골프장과 클럽하우스 등에 대한 경매가 실시됩니다. 전체 감정평가액은 834억 8천여 만원이지만 이번 경매에서는 골프장 부지와 건물, 조경수 등 목록별로 이뤄집니다. 제주CC는 지난 2014년 4차례 경매가 이뤄졌지만 모두 유찰되면서 감정평가액이 196억여 원까지 떨어지자 채권자인 제주은행이 경매를 취소한 바 있습니다.

  • Household lending hits new high 29% more in new loans in Nov. 2015 compared to Nov. 2014 A new report shows there was a sharp increase in household lending at the end of last year. According to the Jeju branch of the Bank of Korea, the aggregate amount in new household loans in November was 212 billion won. That’s 29 percent more than a year earlier. Bank loans, in particular, were up 40 percent year-on-year, which was the largest increase since data was first collected in 2007. The total amount of new bank loans to households amounted to 118 billion won. BOK analysts say a lot of the growth was the result of a surge in home loans given out in the Seogwipo area. 예금은행 가계대출 크게 증가, 역대 최고치 도내 가계대출이 크게 증가한 것으로 나타났습니다. 한국은행 제주본부에 따르면 지난해 11월 도내 가계대출액은 2천120억 원으로 전년 같은 기간보다 29퍼센트 증가했습니다. 특히 예금은행을 통한 가계대출이 1천180억 원으로 전년보다 40퍼센트 증가하며 통계 작성을 시작한 2007년 이후 가장 높은 증가율을 기록했습니다. 한국은행은 서귀포 지역 주택 관련 대출이 크게 증가했기 때문으로 분석했습니다.

  • The national government has selected the oldest part of Jeju City as the site for a state-sponsored urban renewal project. Twenty billion won will be poured into the development over five years, beginning this year. Joseph Kim reports. [slug] Old part of Jeju City chosen for national urban renewal project The Jeju Fortress area had been the center of Jeju City until the 1980s. But streets near the fortress have been empty over the last two decades. The oldest part of Jeju City was chosen as the site for a nationally-funded urban renewal project. INTERVIEW Kim Yang-hun / Provincial dept. of urban renewal Villages were formed near the Jeju Fortress during the Tamna kingdom era. The site has a variety of historical and cultural assets. We applied for the national urban renewal project funding to preserve the assets. <인터뷰: 김양훈/ 道 도시재생담당> "원도심은 탐라시대 때부터 마을이 형성돼서 역사, 문화가 많습니다. 그러한 부분들을 기반으로 해서 도시재생활성화를 신청하게 됐습니다." The island will spend 10 billion won of local funding and another 10 billion won of state funding for the project over the next five years. New sidewalks from (관덕로) Gwandeok-ro road to (동문로) Dongmun-ro road will be paved and a kids’ library is being planned under the sub-project name of Kids Huddle Together. The project has another 18 sub-projects including park construction and sidewalk repairs along the (탑동) Tapdong coast. Specialists say balance between development and preservation is needed because the area has many cultural and historical landmarks. They added that residents' participation is essential for success.
