Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes.   • An increasing number of Chinese tourists are visiting the island, but only China-based travel agencies operating here are making significant income from them. The Jeju Provincial Travel Association says it founded the J-Trip travel agency to compete, but critics question the use of foreign funds in the new endeavor. Here’s Mike Balfour with more on the controversy. Report The number of Chinese tourists visiting the island is growing. [slug] Chinese travel agencies corner market in Jeju tourism However, most of them buy tourism services from Chinese travel agencies. There are currently 40 locally registered Chinese travel agencies operating in Jeju. They bring 90 percent of Chinese tourists who visit the island. [slug] Provincial tourism association founds J-Trip Chinese firms have opened hotels and restaurants on the island, which puts additional pressure on local industry. To help island firms that are facing Chinese penetration into local markets, the Jeju Provincial Tourism Association has founded a large, joint member travel agency, called J-Trip. 5 billion won will be pooled for the foundation. [slug] Chinese and Taiwanese funds invested in J-Trip The JPTA held a meeting for initial investors on December 30th. 80 local travel agencies have expressed the intention of investing in the joint business. JPTA puts a 500 million won cap for individual investors. However, it's controversial that Chinese and Taiwanese money is also involved. The funds account for about 10 percent of total startup. This has sparked strong opposition from local business. INTERVIEW J-Trip investor The Chinese and Taiwanese investors have become stockholders of J-Trip. It's unacceptable. However, the JPTA says that the non-Korean shareholders qualify for the investment and that they cannot control management of the joint firm. Led by company President (왕쒸동) Wang Xudong, the group sat down with KCTV Chairman (공성용) Gong Seong-yong to discuss follow-up measures regarding an agreement signed last year on broadcast content exchange. The China Economic Net executive team met Jeju Governor Won Heeryong Tuesday and discussed ways to boost cultural exchanges. The delegation also visited the Jeju Province Development Corporation to talk about the possibility of signing an economic agreement involving the JPDC’s Samdasoo bottled water and the Chinese portal. China Economic Net was founded in 2003 as an affiliate of the China Economic Daily.   • The Jeju population hit 600,000 in 2013, but the total by the end of 2015 had already surpassed 640,000. The trend shows no sign of changing anytime soon. Here’s Mike Laidman with more. Last year, Jeju’s population peaked at 640,000. This is an increase of nearly 20,000 people since 2014, meaning that an average of 1600 are moving to Jeju each month. Jeju hit the 600,000 milestone in 2013, and since then, the population increase has continued to soar. It took 12 years for the population to climb from 400,000 to 500,000, and another 16 to reach 600,000. But at the current rates, Jeju can expect to hit 700,000 people a lot sooner. The population of Jeju is closely linked with real estate and economic trends. For instance, there is no longer any farmland in areas of Ora-dong, an area which was originally very rural. In its place are a slew of new buildings. In fact, this area alone grew by more than 10,000 people for the first time last year. SYNC Ora-dong resident I’ve lived here for six years and a lot has changed. When I first came it was like a ghost town. <씽크:오라동 주민> "여기 산지 6년되는데 많이 변했어요. 금방 여기 왔을때만 해도 사람이 없어서 귀신 나올정도였죠. " With more and more apartment buildings being built in the Samwha district, there are about 2,000 people moving there every year. The population hit 17,000 at the end of 2015. A similar rise was also seen in the Ara and Ido districts. Seogwipo is not much different. In Seohong-dong, especially, the population reached 10,000 last year for the first time. Seongsan-eup also hit 15,000, with a sudden increase following the announcement of the 2nd airport. However, the steep rise in real estate prices has also contributed to parking problems, which are being met with opposition. [slug] Population dwindling in some neighborhoods A trend in population growth means that the less popular locations in the older part of the city, like Samdo-dong and Geonip-dong, have actually lost people.   • More seniors qualify for basic pension Criteria eased this year More government grants will be available this year for Jeju’s senior citizens. According to Jeju City, single-person households that earn less than 1 million won a month are eligible for the basic support. The standard had been 930,000 won. Elderly couples that earn less than 1.6 million won a month will also be able to receive the basic pension, up from the previous standard of 1,488,000 won a month. Senior citizens who depend solely on earned income will receive a monthly basic pension payment of up to 1.98 million. City officials say the eased criteria will add this year about 1,000 seniors to the list of beneficiaries. 기초연금 선정 기준액 상향…수급자 소폭 증가 올해부터 기초연금 선정 기준액이 상향조정 돼 수급권자가 소폭 늘어날 전망입니다. 제주시에 따르면 보건복지부는 이달부터 기초연금 지급대상자 선정기준액을 단독가구는 월 93만원에서 100만원으로, 부부가구는 148만원에서 160만원으로 상향조정했습니다. 이에따라 재산이 전혀 없이 근로 소득으로만 생활하는 노인의 경우 월 소득이 최대 198만8천원까지 기초연금을 받을 수 있게 됩니다. 한편 제주시는 기초연금 선정 기준액 상향 조정으로 기초연금 수급 어르신이 1천여 명 더 늘어날 것으로 예상하고 있습니다.

According to the Jeju Fire Safety Headquarters, the 852 blazes over the period resulted in ten casualties and 970 million won in damage. Investigators say 54 percent of the fires were caused by negligence, while another 19 percent were blamed on electrical problems. Officials are advising extra caution on colder days when people tend to keep the heat on for longer than normal. 최근 5년동안 겨울철 화재 평균 170건 발생 최근 5년동안 제주지역에서 발생한 겨울철 화재는 모두 852건으로 한해 평균 170여 건의 화재가 발생하고 있습니다. 제주도 소방안전본부에 따르면 최근 5년간 852건의 겨울철 화재로 모두 10명의 사상자가 났고 9억7천여 만 원의 재산피해가 발생했습니다. 주요 원인은 부주의로 인한 화재가 54%로 절반을 넘었고 전기로 인한 화재가 19%를 차지했습니다. 소방본부는 겨울철이 되면서 실내에서 난방기를 사용하는 시간이 길어지는 만큼 사용에 각별한 주의를 당부했습니다.

  • A special exhibition is underway showcasing works by artists who moved to the island. Through their eyes, visitors are given the chance to rediscover some of the island’s charms. Suejin Choi reports. [slug] Kang Yo-bae, ‘2015 Flows By’ The green and yellow hues that cover this large canvas are reminiscent of a vast Jeju field that carries with it the earthy scent of mugwort. Created by artist (강요배) Kang Yo-bae, this art piece is called “2015 Flows By”. [slug] Ko Eun, ‘A Happy Story’ A single tree... is the distance between the house in front and the house behind. It is within this short distance that flowers blossom and trees bear fruit. This depiction of a Jeju village is titled “A Happy Story” by artist (고은) Ko Eun. [slug] Gallery Nori holds 5th anniversary exhibition Through January 31 A collection of artworks such as these are on display at the Gallery Nori, which is celebrating its five year anniversary.
