Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • JDC to push for normalization of Yerae project Chairman addresses several initiatives during press conference The chairman of the Jeju Free International City Development Center says the JDC will push for a revision to the Jeju Special Law that will open up the way to normalize operations on the Yerae Resort project. Speaking at a new year’s press conference on Wednesday, (김한욱) Kim Han-wook said the center was working on a compromise with the National Assembly to get the stalled project back on track. Kim also said a 300-unit public housing facility near the Jeju Science Park is in the works. Kim said the units will be targeted at the low-income bracket and will be provided at below market price. Finally, the chairman said the JDC plans to push ahead with the so-called Ocean Marina City project near the planned site for Jeju’s second airport.   • 3.2% fewer ‘haenyeo’ in Jeju City last year 2,404 were registered as sea divers in 2015 New figures show the number of haenyeo working in Jeju City in 2015 fell 3.2 percent to 2,404. That’s 81 fewer than a year earlier. Most of those no longer doing it stopped because of old age. As of the end of 2015, those in their 70s accounted for the plurality of haenyeo at 40 percent. Thirty-one percent were in their sixties, and 13.4 percent of the women were in their 80s. Currently, the oldest haenyeo is 93 years old while the youngest is 31. The city says there are now also three men working as haenyeo. 제주시 지역 해녀 2천 4명…3.2% 감소 제주시지역에서 현업에 종사하는 해녀가 소폭 감소한 것으로 조사됐습니다. 제주시에 따르면 지난해 말 기준 제주시 지역 해녀는 2천404명으로 사망 등 자연감소와 고령화로 전년보다 81명, 3.2% 감소했습니다. 연령대로 보면 70대가 40%로 가장 많고 60대 31%, 80세 이상도 13.4%나 되는 것으로 집계됐습니다. 해녀 가운데 최고령은 93살, 최연소는 31살, 그리고 남성 해녀는 3명이 현업에 종사하는 것으로 조사됐습니다.

  • Special support office to open in Seongsan Officials to expand communication channels with locals on airport issues The province will open a special support office in Seongsan to expand communication with villagers regarding concerns and complaints about the planned airport there. The office will be headed by Jeju’s Vice governor of state affairs Kim Bang-hoon. Officials will carry out house-to-house visits to hear residents’ concerns. They will also have lawyers and certified public accountants provide consultation sessions to discuss legal issues. The Seoul Western District Court sentenced the defendant, whose identity was withheld, to 18 months in prison. 2. Economy Jobless rate inches up to 3.2% in December South Korea's jobless rate edged up in December from a month earlier as fewer people were hired in the agricultural and other sectors due to cold weather. According to the report by Statistics Korea, the jobless rate stood at 3.2 percent last month, up from 3.1 percent in November.

  • With the new year comes resolutions. Many have decided to stop smoking, and determined that they need help doing so. Here’s Mike Balfour with a report on a local clinic that offers those trying to kick the habit a program for doing so. [slug] Jeju Health Center Stop-Smoking Clinic This is the Jeju Health Center Stop-Smoking Clinic. Smokers who decide to say goodbye to cigarettes are getting counseling from tobacco treatment specialists. This man in his forties who has smoked for 20 years decided to quit the habit. He gets tested and receives counseling from a specialist in an effort to make the new year’s resolution work. Interview Smoker My family and friends convinced me to stop smoking, so I decided to quit this year. <금연 도전자> 주변에서 권해서 한번 끊어보려고요... Mr. (최택용) Choi Taek-yong hesitated but finally went to the stop-smoking clinic. He has smoked for 30 years. Mr. Choi confessed that he succumbed to temptation of cigarettes again after he had stopped smoking for about a year. He made a firm resolution to quit smoking this year and to never smoke again. Interview Choi Taek-yong I had stopped smoking for a year. But I started to smoke again, 3 to 4 cigarettes a day.   • JNU Hospital, Halla Hospital ‘top in lung cancer treatment’ Health Insurance Review & Assessment Service evaluated 117 hospitals Following news earlier this week that Jeju National University Hospital and Cheju Halla General Hospital received first class ratings for stomach cancer treatment… the two facilities have now also received top ratings for lung cancer treatment. The Health Insurance Review & Assessment Service conducted an evaluation of medical staff, surgical precision, and radiation treatment at 117 hospitals nationwide that offer lung cancer operations. For Jeju, JNU Hospital and Halla Hospital came out on top. Halla Hospital is said to have scored full marks in almost all categories. The average score for all medical centers evaluated was 95 and the average score for all general hospitals was 92. 제주대·한라병원, 폐암 적정성평가 1등급 제주대학교병원과 한라병원이 위암에 이어 폐암 적정성 평가에서도 1등급을 받았습니다. 건강보험심사평가원이 전국 117개 의료기관을 대상으로 전문인력 구성과 수술, 방사선치료 등 폐암 적정성 평가를 실시한 결과 제주에서는 제주대병원과 한라병원을 1등급으로 분류했습니다. 특히 한라병원은 대부분의 평가지표에서 만점을 획득한 것으로 알려졌습니다. 이번 평가에서 전체 의료기관 평균은 95점, 종합병원 평균은 92점으로 나타났습니다.

  • Jeju signs ‘sister-city’ agreement with Hokkaido, Japan Signing was delayed due to Sewol disaster, MERS outbreak The leaders of Jeju and Hokkaido, Japan have signed a sister-city agreement. Jeju Governor Won Heeryong and his Hokkaido counterpart Harumi Takahashi inked the agreement Tuesday at the provincial office. Officials say the agreement will benefit the two sides through shared programs in tourism and human resources training. Jeju will also benchmark Hokkaido’s advanced policies regarding the primary sector.
