Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Jeju Fire Festival to begin March 3 68 events over 4 days at Saebyeol Oreum This year’s Jeju Fire Festival will take place from March 3rd until the 6th, under the theme “fire of hope, spreading out to the world.” The venue is at Saebyeol Oreum in Bongseong-ri (봉성리), Aewol-eup. This is the 19th year the annual festival is being held. A total of 68 different programs are lined up for the four-day festival. The highlight of the festival -- a ritual setting fire to the volcanic cone -- will take place on the evening of March 5th. A special performance symbolizing global cultural exchange will also be held, along with a show demonstrating a volcanic eruption.   • Nat’l Taekwondo Championship opens next month 16,000 participants will face off at venues in Jeju City, Hallim The annual Jeju Peace National Taekwondo Championship is set to open next month, along with several other large-scale sports events that will also take place in the month of February. According to the provincial government, the week-long 11th Jeju Peace Taekwondo Championship will open on February 18th at two venues: Halla and Hallim Sports Complexes, which are both in Jeju City. Some 16,000 athletes and support staff are expected to participate. This will also be the first year poomsae (품세) competitions -- a display of forms or kata -- will be held at the championship. In February alone, five large-scale sports competitions are set to be held in Jeju.   • EV stations at public offices to charge fees 49 charging stations to switch to paid-service in March From the month of March, drivers of electric vehicles will have to pay to recharge their cars at public office buildings. These EV stations are currently free, but a price of three-hundred-thirteen-won per kilowatt hour is in the offing. For the average electric vehicle that travels 13,000 kilometers a year, that will total about 59,000 won a month. Currently, 49 recharging stations are provided in the parking lots of public office buildings in Jeju. 공공기관 전기차 충전시설 3월부터 '유료화' 3월부터 공공기관 전기자동차 급속 충전시설이 유료로 전환됩니다. 제주특별자치도에 따르면 3월부터 도내 공공기관에 설치된 전기차 급속 충전시설이 유료로 운영됩니다. 충전요금은 킬로와트 아우어(KWH) 당 313.1 원으로 연간 1만 3천여 km를 운행할 때 월 5만 9천원을 부담하게 됩니다. 현재 제주도내에는 제주도청 주차장을 비롯해 주요 공공기관에 전기차 급속충전기 49기가 설치돼 있습니다.

  • Weather experts say it hasn’t snowed like it has the last weekend in 32 years. The bad weather has stopped travellers to and from the island. The thick blanket of snow has prompted the cancellation of hundreds of flights, leaving thousands of people stranded at the airport, some for as long as two days. Mike Laidman reports. [SLUG] Jeju International Airport This is the lobby of the Jeju International Airport, crowded with passengers waiting for the hundreds of cancelled flights to resume. But a look at the flight schedule brings only discouragement; flight after flights remains cancelled. Those who were not lucky enough to find accommodation ended up sleeping at the airport with nothing but cardboard boxes and newspapers as bedding. For some, a trip that started off as fun ended up a nightmare, all due to the unusually heavy snowfall that hit Jeju over the weekend. INTERVIEW Shin Mi-jung/ Kimhae City resident I have no place to go. All the rooms are booked so I slept here on the floor. We were lucky to get a blanket thanks to our 6 year-old daughter. All of the restaurants closed at 8pm and all the convenience stores are empty. We couldn’t eat. <인터뷰 : 신미정/경상남도 김해시> "갈 데도 없고 숙소도 알아보니까 방이 다 찼더라고요. 그래서 여기 바닥에서 잤죠. 그나마 6살되는 딸이 있으니까 담요를 주더라고요. 그래서 깔고 잤어요. 저녁 8시 되니까 식당 문도 다 닫더라고요. 먹지도 못하고...편의점 갔더니 아무 것도 없어요." INTERVIEW Choi Hyun-jeong / Paju City resident My flights were cancelled today, and because waiting lists are so long, only people with reservations were able to board. Everyone else was placed on a waiting list. People are saying it will take another 2 days before we can leave. <인터뷰 : 최현정/경기도 파주시> "오늘은 아예 결항이 돼서 탈 수가 없고 대기자가 너무 많아서 예약하신 분 먼저 타고 나머지 사람들을 대기자로 끼워 넣으면 3~4명 밖에 못 탄다고 해요. -----------------수퍼체인지-------- 모레 정도(돼야 탈 수 있을거라고) 예상을 하고 있더라고요." The airport had to cancel all flights for two full days due to record breaking snowfall and strong winds. No flights for two days at one end of the world’s busiest air route means approximately 90,000 passengers with nowhere to go, anxiously waiting for a flight home. Flight cancellations are not uncommon on Jeju, as they often happen during typhoon season. But this is the first time all the runways have been closed due to snow for an extended period of time. And it’s not only the passengers who are having a difficult time; airline staff members have their own share of problems. Sync 00 Airline Representative The current situation is still unclear. I don’t think it will clear up today. <현장씽크 : 00 항공사 관계자> "운항 상황이 아직 현재로서는 정확하게 나와 있는 게 없어요. (오늘은 힘들죠?) 네...오늘은 좀 힘들 것 같고요." As of earlier Monday afternoon, the airport had reopened. However, the few flights that can get off Jeju Monday will not make much of a dent to the 90,000 passengers that are stranded and eagerly waiting to get back home. It will take about two more days before things get back to normal. [REPORTER] Mike Laidman With the weather slowly improving, the Transport Ministry says it will work hard to remedy the situation as quickly as possible. Regardless of what happens, the record-breaking snowfall has turned Jeju into a winter wonderland.   • Police to increase patrols during Lunar New Year Crime prevention team to monitor vacant homes, farms As many people will be away from their homes during the Lunar New Year holiday of Seollal (설날), the district police agency has announced it will form a special team to crackdown on theft and burglary from January 25th through February 10th. Officers and crime prevention squads will team up to patrol vacant farms and houses in rural areas. Helicopters will also be deployed for aerial surveillance. If you plan to be away for an extended period over the next two weeks, you can register your address with the nearest police station to receive extra surveillance. 경찰, 설 명절 대비 특별방범활동 실시 제주지방경찰청은 다가오는 설 명절을 앞두고 오는 25일부터 다음달 10일까지 특별방범활동을 실시합니다. 특별방범활동에는 기동순찰대와 자율방범대 등 협력단체가 함께 참여하게 되며 외곽지 농산물 도난과 농가 빈집털이 예방은 물론 경찰헬기를 이용한 항공순찰도 병행합니다. 특히 설 명절을 이용해 장기간동안 집을 비우게 되는 경우에는 관할 지구대나 파출소에서 응답순찰을 신청하면 빈집 범죄예방에 대한 도움을 받을 수 있습니다.

  • Laws tightened to protect landscape Large structures, construction projects subject to review From next month, new construction projects will face tougher regulations to protect the surrounding environment. According to the provincial government, a bylaw was passed at the Jeju Provincial Council late last year that will come into force starting in February. The revised law will require construction plans to undergo screening if they are within one-point-two kilometers of an oreum and reach over 30 percent of its height. This will apply to construction sites next to Pyeonghwa-ro, Namjo-ro and Sanrok Highway… on the side closer to Hallasan Mountain. Large-scale projects that are expected to cost more than 100 billion won will also be required to undergo a review. Buildings that are less than 2 storeys tall and under 8 meters in height will be exempt. 다음달부터 건축물 경관심의 대상 확대 다음달부터 경관심의 대상이 확대됩니다. 제주특별자치도에 따르면 지난 연말 제주도의회에서 처리된 경관조례가 다음달부터 시행됩니다. 주요내용을 보면 오름의 하부경계선으로부터 1.2킬로미터 이내 구역의 시설물 높이가 10분의 3을 초과할 경우, 평화로와 남조로, 산록도로 등을 기준으로 한라산 방면의 건축물은 모두 경관심의를 받아야 합니다. 또 사업비 1천억 이상인 항만과 공항, 국제회의시설, 여객자동차터미널, 물류단지 등 대규모 사업 역시 경관심의대상에 포함했습니다. 다만 2층 이하, 높이 8미터 이하인 소규모 건축물의 경우 경관심의대상에서 제외됩니다.

  • Search for ancestral land on the rise 968 plots reclaimed in Seogwipo in five-year period As the real estate market continues to smash all records, the number of people searching for titles to land previously owned by relatives is on the rise. Seogwipo officials said Wednesday that 176 people used a service to find land owned by previous generations over the past five years. The total area of land found and reclaimed amounted to 968 plots, covering roughly 403,000 square meters. By year, only 3 people applied for the service in 2010 but the total increased to 24 in 2012, 94 in 2013, and then to 166 last year. Seogwipo officials say the rise in applications can be attributed to a growing interest in real estate in recent years. 부동산 경기 활황…조상 땅 찾기 신청 증가 제주지역 부동산 경기가 활황을 띄면서 숨겨진 조상 땅을 찾아주는 서비스 신청 건수도 늘고 있습니다. 서귀포시는 국토정보시스템을 이용한 토지 찾기 서비스를 시행해 지난 2010년부터 지난해까지 176명에게 968필지, 40만 3천여 제곱미터에 이르는 조상 명의의 토지를 찾아줬다고 밝혔습니다. 신청건수를 연도별로 보면, 2010년 3건에서 2012년 24건, 2013년 94건, 특히 지난해에는 166건으로 크게 늘었습니다. 서귀포시는 제주지역의 부동산 거래가 늘고 토지 소유에 대한 관심이 높아졌기 때문으로 분석하고 있습니다.
