Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

A special committee will be formed to monitor the prices of 32 popular Seollal foods, categorized into five groups: grains, fruits, vegetables, fish, and meat. Authorities will also check retail stores, convenience stores, and small supermarkets for any missing price tags, which could indicate price gouging.   • This week on Jeju: A to Z, Todd Thacker takes a brief look at a thatched-roof houses. These traditional residences are becoming increasingly rare, but they hold great cultural and social significance for islanders. If you were to walk along the Jeju coast one or two hundred years ago or more, you’d see clusters of small, oval-shaped farm and fishing village residences ingeniously built with readily available materials. The Jeju thatched roof house, or choga (초가) can still be found in certain areas of the island, though as the years pass they’re becoming evermore rare. [Slug CG] Stones, clay, and thatch combine in a unique way The choga design and construction is unique to Jeju. The walls are composed of interlocking stacks of basalt stones insulated with caked earth mixed in with barley straw. The thatch is readily available and easy to twist into interweaving strands. These sit taut in an aesthetically pleasing checkerboard pattern, which from a distance looks like a fish net. The layout is different from the mainland in that there is no front yard or detached house. Instead, two structures, one main, the other secondary, serve an entire extended family generation to generation. [Slug CG] Dwellings reflect social, family structures Researchers and historians have pointed out that these traditional houses -- which have served Jeju islanders for centuries -- are illustrative of how Jeju society and individual family structures adapted to the challenges of life on the island. With Jeju’s harsh environment -- especially its nearly constant wind and blinding sun, occupants require a sturdy dwelling. In summer the walls are cool, in winter they insulate against the cold. And the roof, of course, needs to be especially robust. [Slug CG] Extensive upkeep, disappearing know-how This means that a choga requires regular maintenance, with work beginning in earnest before the arrival of spring. Unfortunately, in the 21st century, much of the time and effort -- not to mention the know-how -- needed to keep these traditional residences functioning is being abandoned in favor of modern concrete and tile. However, there are historians, government officials and the general public who are helping to preserve choga in places like Pyoseon and Seongeup Folk Village.   • Jeju land prices rise at fastest pace nationwide Up 7.6% in 2015; national average: 2.4% The national government says land prices in Jeju rose at the fastest pace in the country last year. While the national average stood at 2.4 percent in 2015, land prices here rose by more than triple that: 7.6 percent. The report by the Ministry of Land, Infrastructure and Transport also showed that within Jeju, last year’s growth in land prices was more than double the 3.7 percent from a year earlier. By region, prices in Seogwipo rose 7.9 percent, while the figure was 7.3 percent in Jeju City. Experts say the rise was mostly due to the island’s population influx, high demand for housing, development of the so-called “innovation city” in Seogwipo, and the announcement that a second airport will be built in Jeju. 제주 땅값 상승 '전국 최고' 지난해 전국을 통틀어 제주지역의 땅값이 가장 많이 오른 것으로 나타났습니다. 국토교통부가 발표한 전국 지가변동률 분석에 따르면, 지난해 전국 땅값이 전년도 보다 2.4% 오른 가운데, 제주는 3배가 넘는 7.6%나 올랐습니다. 이 같은 상승률은 전년도의 3.7%보다도 두배나 높은 것입니다. 특히 서귀포시는 7.9%로 전국에서 지가 상승률이 가장 높았고 제주시가 7.3%로 뒤를 이었습니다. 이 같은 추세는 지속적인 인구 유입으로 인한 주택 수요와 혁신도시 개발, 제2공항 발표 등에 따른 것으로 분석되고 있습니다.

  • All stranded passengers return home Airport operations back to normal The tens of thousands of travelers who were temporarily stranded on the island by the weekend storm have all returned home and operations at Jeju International Airport are back to normal. The Jeju branch of the Korea Airports Corporation said it stopped operating overnight flights early Wednesday after it completed transporting all passengers who had been stranded here, some since Saturday. Flights resumed Monday. Around-the-clock emergency flights were operated to deal with the backlog. 679 flights either took off or landed at the airport in one 24-hour-period after operations resumed, and that’s a new daily record for the airport. 한파 체류객 수송 마무리…제주공항 정상화 지난 주말 이례적인 한파와 폭설에 따른 제주공항 폐쇄로 발이 묶였던 체류객 수송이 마무리됐습니다. 한국공항공사 제주지역본부는 어제(26일) 아침 6시부터 오늘 아침 6시까지 항공편 590편이 운항해 5만 9천여명을 수송했다고 밝혔습니다. 특히 체류객 수송이 거의 마무리되면서 심야운항도 오늘 새벽 1시 20분 테웨이항공 1편에 그쳤습니다. 한편 제주국제공항 개항 이후 어제 하루 24시간 운항되면서 출도착 679편이 운항하는 등 일단위 사상 최다 운항 기록을 세울 전망입니다.

Administration Pregnant women warned to stay away from Latin America The provincial government is advising pregnant women to refrain from traveling to South and Central America due to the recent spread of the Zika virus. The virus is transmitted through mosquitoes and can cause birth defects. Yonhap 1. National Power consumption up 1.3% in 2015 Yonhap is reporting that South Korea's electricity consumption moved up a modest 1.3 percent on-year in 2015. Power usage is seen as an important barometer of a country's economic health, with gains corresponding to improvements in the economy. 2. National USFK to use Gray Eagle as wartime drone in Korea American troops stationed in South Korea will fly the Gray Eagle combat drone in the event of a war on the Korean Peninsula, officials said Wednesday. An official at the Republic of Korea-U.S. Combined Division said the USFK’s 2nd Infantry Division will deploy it.

Making matters worse,... a new study shows most older people struggling to make ends meet also suffer from so-called multi-dimensional poverty. Park Ji-won sheds light on this issue. [CG IN] Nearly 70% of Korean seniors suffer from ‘multidimensional’ poverty Nearly seven out of ten Korean senior citizens end up suffering from multiple layers of poverty. According to a recent study of nearly 3-thousand senior citizens surveyed,... 67-point-3 percent of them as of 2013 were defined as living below the poverty line in more than two criteria,... such as income, housing and health. In terms of income, a majority of seniors earned less than half of the nation's median income. A similar percentage also suffered from at least two chronic diseases,... or depression,... or have difficulty with physical activities. Many elderly also had a poor social participation rate,... based on their regular group activities. However,... compared to figures in 2011,... the overall numbers have improved. Research fellow Hwang Nam-hui, who led the study,... says the reasons behind the improvement are not yet clear,... and could be the topic of future studies. [CG IN] Study shows need for welfare policies unrelated to income She emphasized that the goal of her study was to show that more policies should be devised for helping senior citizens from a social aspect.   • Provincial designation of an Investment Promotion Zone comes with massive tax breaks because the province expects the zone to boost local economy. Critics, however, say that policy has had a negative effect on the economy. In order to improve the situation, the government has tightened designation standards. Mike Laidman reports. [slug] \15.5b project designated Investment Promotion Zone in 2013 This hotel in Jeju City cost about 15.5 billion won to build. The hotel was designated as an Investment Promotion Zone in 2013 according to the then current legislation of the Jeju Special Law. At that time, 5 million US dollars, or 5.5 billion Korean won, was required for designation. [camera] Moon Ho-seong Now, the province has toughened up its standards; instead of only 5 million US dollars, tourism businesses will now need 20 million in investments. These tourism business can be in one one of ten categories, including tourist hotels, leisure complexes, and international convention facilities. The province expects the higher standard to better manage the Investment Promotion Zones. Of the 48 zones scattered across the island, 41, or 85 percent, are focused on tourism businesses. The island also expects the change to help normalise this zone imbalance. The island is bringing in management rights for the Investment Promotion Zones from the Jeju Free International City Development Center to strictly monitor them after their designation. INTERVIEW Yang Gi-cheol / Provincial dept. of international trade The JDC doesn’t have the authority to cancel zone designations. The 5th revision to the Jeju Special Law transfers the management rights of the zones from the center to the province.
