Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • First ‘alternative school’ to open in Jeju Maximum of 40 HS students Jeju’s first alternative school will soon open, with the aim of preventing students from dropping out of the education system. The provincial office of education announced Thursday that it will open in March. It will be able to accept a total of 40 first and second year high school students. Teaching staff will include both full-time teachers hired by the office of education and part-time instructors. They will offer classes in a wide range of subjects, including barista-training. Students enrolled at other schools can sign up for alternative school courses for up to two semesters and have their attendance there recognized. 제주 첫 공립대안 교육기관 3월부터 운영 학업 중도 탈락 학생 예방을 위해 제주에서는 처음으로 공립 대안교육기관이 운영됩니다. 제주도교육청은 제주학생문화원에 교학부를 신설하고 오는 3월부터 고등학교 1,2학년을 대상으로 정원 40명 규모의 대안교육기관을 운영합니다. 수업은 제주도교육청 소속 일반교사와 시간 강사 등을 활용해 일반 교과 뿐만 아니라 바리스타 교육 등 대안 교과 과목을 중심으로 진행됩니다. 대안 교육기관에 참여한 학생들은 최대 1년간 위탁교육을 받을 수 있고 정규 수업시간을 이수한 것으로 인정받게 됩니다.

  • Housing construction expands, commercial construction shrinks Contractors busy keeping up with growing population New data shows that housing construction expanded in 2015, while commercial construction contracted. The provincial government said Thursday that it approved construction of 12,000 buildings on a total of about 3.9 million square meters of land in 2015. That’s an annual increase of 11.7 percent in the area permitted for development. The construction of housing units rose 90 percent year-on-year to 8,100 buildings on nearly 2 million square meters of land in 2015. On the other hand... 2,400 commercial buildings were given approval for construction… on 1.3 million square meters. That’s a 32 percent contraction. Officials say they expect further growth this year in the housing construction market as the local population continues to grow. 지난해 주거용 건축허가 늘고 상업용은 줄어 지난해 제주지역의 건축경기 상승세는 주거용이 주도한 가운데 상업용은 감소세를 보인 것으로 조사됐습니다. 제주특별자치도에 따르면 지난해 건축허가는 1만 2천여동에 387만 제곱미터로 전년에 비해 면적기준으로 11.7% 증가했습니다. 특히 주거용 건축물이 8천 100여동에 198만 제곱미터로 전년에 비해 90% 늘어 건축경기 상승세를 주도한 것으로 분석되고 있습니다. 반면 상업용은 2천 400여 동에 129만 제곱미터로 전년 대비 32% 감소해 대조를 보였습니다. 제주도는 올해 역시 인구 증가로 인한 주거용 건축물 허가는 계속해서 늘 것으로 예상했습니다.

With awards season starting to heat up, we’re getting a good look at some smaller films featuring great actors doing what they do best. And alongside all that, there’s the latest animated children’s feature from Pixar that’s sure to bring a smile to the faces of both young and old. [Slug CG] Mike Laidman Welcome to another edition of Film Focus. I’m Mike Laidman. [Slug CG] Youth (2015, Paolo Sorrentino) A conductor and his friend receive a royal invitation. We start with Youth, a film about two longtime friends vacationing in the Swiss Alps. Michael Caine plays Fred, an acclaimed composer and conductor, who brings along his daughter and best friend Mick, a renowned filmmaker, played by Harvey Keitel. While Mick is scrambling to finish the screenplay for what he imagines will be his last important film, Fred has no intention of resuming his musical career. It is during this vacation that Fred receives an invitation from Queen Elizabeth II to perform for Prince Philip’s birthday. The two men reflect on their pasts, each finding that some of the most important experiences can come later in life. Youth is the kind of drama you watch for its beautiful acting and gorgeous cinematography. It’s tough to go wrong with such a cast, and while the movie won’t go down in history as being without its flaws, it’s worth every minute of your time. [Slug CG] The Good Dinosaur (2015, Peter Sohn) An Apatosaurus named Arlo makes an unlikely human friend. Moving onto The Good Dinosaur, we find ourselves presented with a question: What if the asteroid that forever changed life on Earth missed the planet completely and giant dinosaurs never became extinct? This latest animated movie from Pixar takes us on a journey into the world of dinosaurs where an Apatosaurus named Arlo makes an unlikely human friend. While traveling through a harsh and mysterious landscape, Arlo learns the power of confronting his fears and discovers just how much he is truly capable of. When you’re the king of animated children’s films, there’s always going to be that chance that your latest doesn’t match up to your greatest. Pixar found that mark a few years ago with Cars 2, and now The Good Dinosaur is in a similar position. But to even think of this as unsuccessful or unenjoyable is a gross overstatement. Compared to the rest of their collection this likely won’t go down in history, but taken on its own it’s a worthy story that still adds up to family-friendly entertainment. So in true Pixar fashion, this is a gem that can be enjoyed by both young and old alike.

Administration Seongsan scored highest as site for new airport The provincial government and the land ministry released Wednesday part of a feasibility report on the location for Jeju’s second airport. Seongsan got 89 out of 100 points, outscoring all other areas. Daejeong came second with a score of 70.5. 2. Economy Jeju Golden Buses run empty The paper says the Jeju Golden Buses, which are operated by the Jeju Provincial Tourism Association, are running empty. They are reportedly carrying only around 30 passengers a day. Jemin Ilbo 1. Economy Jeju’s middle class disappearing The Jemin Ilbo has an article on how Jeju’s middle class is disappearing due to income polarization. Jeju’s economy has been rapidly growing at an average rate of 5%, but the average wage here remains much lower than the national average. 2. Society Safety a concern for ‘haenyeo’ Over the past five years, 46 haenyeo have died while diving. Society NK tremor tremor detected in Jeju A tremor was recorded at the local meteorology office on Wednesday, following a detection of seismic activity in North Korea minutes earlier. National Ruling party leadership calls for nuclear armament Yonhap is reporting that South Korean ruling party leaders said Thursday that the country should consider creating its own nuclear potential for self-defense. This came a day after North Korea claimed to have successfully tested a hydrogen bomb. 2.   • This week on Jeju: A to Z, Todd Thacker features Jeju’s April 3rd Memorial Peace Park, which is in its third stage of development with construction set to start on a new education center and contemplation space. The park itself is dedicated to those killed during the April 3rd Incident and educates future generations about this tragic time. The April 3rd Incident involved years of bloodshed that swept through Jeju in the late 1940s and early 1950s. Since then, April 3rd has become a day of mourning and remembrance for the people of Jeju and Korea. [Slug CG] 40-hectare April 3rd Peace Park in Bonggae-dong, Jeju City The first stage of the Jeju April 3rd Peace Park was completed in 2008 and is dedicated to the victims and their families. The 40-hectare property is located in a quiet, peaceful area called Bonggae-dong, not far to the southeast of Jeju City. It’s design encourages peaceful, contemplative strolls. [Slug CG] Memorial Hall, Exhibition Halls are places to pay one’s respects, study history According to the park’s Web site, the Memorial Hall currently holds nearly 14,000 memorial tablets with the names of victims. Since many of the dead were never located, a further 3,800 gravestones are symbolically arranged near the hall. In the main building there are six Exhibition Halls, and one Special Exhibition Hall. Arranged in chronological order, the hall provides visitors with a comprehensive history of the incident. [Slug CG] Phase three set to open in December A further 10.4 billion won in national funding has been allocated to the third phase of the park’s construction. A Peace Education Center and a contemplation space for children to learn more about this dark chapter in the island’s history is scheduled to open in December.
