Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. Statistics from the Ministry of Land, Infrastructure and Transport show that the average price of land in Jeju has risen almost 40% in the last decade. The went from roughly 5,800 won per square meter in 2007 to nearly 7,900 won per square meter this year. 2. Politics Bigger role for ‘Island of Peace’?   • Jeju’s unique forests, called “gotjawal,” are much younger than had been thought. New research suggests they formed up to 20,000 years later than previous estimates. Here’s Joseph Kim to explain this new finding. [slug] ‘Gotjawal’ forests cover 10% of island Gotjawal, often referred to as the lungs of Jeju, a treasure trove, is formed in Gujwa, Jocheon, Aewol and Hangyeong areas covering 7700ha. It covers over 10% of Jeju-do island’s forest land with the exception of Hallasan National Park. [slug] Formed 20,000 years later than previously thought It’s drawing attention now that the Gotjawal forest is 20,000 years younger than previously believed, now estimated to be around 10,000 years old. The Korea Forest Research Center Subtropical Forest Institute and Jeju World Natural Heritage Center Hallasan Research Institute used radiocarbon dating to determine the age of the Gotjawal. #### c.g in #### It is estimated that the Aewol Gotjawal is 10,400 years old, the Hangyeong Gotjawal 6,000 years old, Gujwa-Seongsan Gotjawal 9,400 years old and the Seonheul Gotjawal 11,000 years old. #### c.g out #### In other words, the lava extrusion of the Gotjawal formed around 10,000 years ago, which in geological terms, is very young. The youngest lava extrusion in Jeju was on Songaksan Mountain which is around 3,800 years ago. Since it was not old enough to form a soil deposit, it has not been used as farmland but remained as forest.   • Yellowtail catch tumbles 70% compared to 2014 One fish now selling for nearly \90,000 Fishermen are hauling in far fewer yellowtail in the waters off (마라도) Marado Island in (대정읍) Daejeong-eup. According to the National Federation of Fisheries Cooperatives, only 1,240 were caught between October 20th and November 5th. That’s 70 percent fewer than during the same period last year. With the drop in supply, prices have jumped by about 34,000 won per fish to roughly 88,000 won each. Fishing industry insiders attribute the decline to the recent disappearance of anchovies and damselfish in Marado waters.   • First boxes of ‘Gyullojangseng’ mandarins hit market New brand faring well price-wise The first boxes of the integrated Jeju mandarin orange brand (귤로장생) Gyullojangseng have been shipped to the mainland, and they’re fetching over 20,000 won apiece. According to the provincial government, four tons of (귤로장생) Gyullojangseng mandarins were sold at Seoul’s (가락) Garak Market last week. Each 10-kilogram box went for 22,000 to 26,000 won. That means (귤로장생) Gyullojangseng are earning about 10,000 won more per box than other outdoor-grown mandarins, which were being sold at the same time and place for around 13,000 won. Officials at the Jeju branch of Nonghyup say they will decide on a market price after seeing how another 40 tons of mandarins fare at further wholesale auctions this week. '귤로장생' 첫 출하…경락가 '호조' 감귤 통합브랜드인 귤로장생이 도매시장 경매에서 2만 원이 넘는 비교적 높은 값에 거래됐습니다. 제주특별자치도에 따르면 오늘 새벽 서울 가락시장에 귤로장생 4톤이 출하돼 10kg에 2만 2천원에서 2만 6천원 대에 판매됐습니다. 오늘자, 가락시장 노지감귤 경락가가 1만 3천원 선인 점을 감안하면 1만 원 정도 높게 거래된 것입니다. 농협중앙회 제주지역본부는 일주일 동안 귤로장생 40톤을 추가 출하해 가격 동향을 살핀 뒤 적정 가격을 책정해 판촉활동을 벌일 계획입니다.

  • New Seogwipo-Hwasun ferry 1,900-ton Jeju Cruise can accommodate 468 passengers, 30 cars A new ferry will begin operations this month between ports in Seogwipo and (화순) Hwasun. According to the provincial government, Shinsegye Shipping Company will begin non-regular sailings of the 1,928-ton Jeju Cruise in mid-November. The vessel can carry up to 468 passengers and 30 cars. It travels at an average speed of 12 knots, meaning it can make the one-way trip in under 90 minutes. Provincial officials say they hope the new service will help revitalize Seogwipo Port. 서귀포-화순항 부정기 여객선 취항 서귀포-화순항 항로에 부정기 여객선이 취항합니다. 제주특별자치도에 따르면, 주식회사 신세계 해운은 이달 중순부터 서귀포와 화순항 항로에 1천 928톤 제주크루즈호를 부정기 여객선으로 운항합니다. 제주크루즈호는 여객 468명과 승용차 30대를 수송할 수 있는 카훼리 여객선으로 평균 속력은 12노트 입니다. 운항시간은 1시간 30분 이내이며, 제주도는 이번 여객선 취항이 서귀포항 활성화에 도움을 줄 것으로 기대하고 있습니다.

  • And now for our second installment in a series of reports on how development is changing coastal communities. Here’s Mike Laidman with a story on Woljeong-ri, which has gone from a sleepy island village to a developed tourism hotspot in just a few short years. [slug] Woljeong-ri, Gujwa-eup The coast of Woljeong-ri, in Gujwa-eup, Jeju City is representative of the island’s nature. Here, white sand, black stones, and a crystal-clear sea all mingle. It is because of this beauty that Woljeong is popular year-round, even on weekdays. [INTERVIEW] Choi Yeong-ran/ Pyeongtaek We came here to celebrate our wedding anniversary. It’s been awhile since I’ve seen the ocean, and to see it now with its beautiful emerald color makes it look even more exotic. < 최영란 / 경기도 평택시 > 결혼 기념일이어서 왔어요. 오랜만에 바다를 보는데 특별히 에메랄드빛이어서 이국적인 느낌이 들고 참 좋다는 생각이 드네요. But just a short five years ago, the Woljeong-ri coast was totally different from how it is now. [slug] Boom begins in 2012 It was a typical rural village, centered on agriculture and fishing. Only a few houses were to be found along the coastal road. However, when 2012 hit, tourists started to take note of its beauty. [slug] 140+ registered guesthouses Since then, businesses have been opening left and right, all along the Woljeong-ri coast. Now, the area is full of cafes, pensions, and restaurants. There are more than 140 guesthouses registered on online portals, and most of the businesses are run by people from the mainland. [INTERVIEW] Song Gyeong-mae/ Woljeong-ri resident All those businesses are run by people from other regions. There are very few people who actually own their own house along the coast road. All of them are mainlanders. < 송경매 / 구좌읍 월정리 > 여기 다 외지사람이 육지에서 와서 땅 사서 장사하는 거예요. 해안도로에는 자기 집 가진 사람이 몇 명 없어요. 다 외지사람이에요. This surge in popularity triggered a land price spike in Woljeong-ri. Just four years ago, 3.3 square meters of land cost around 300,000 won. But now, some reports have that same size pegged at a huge 10 million won. [INTERVIEW] Kang Doo-an/ Chair, Woljeong-ri assn. of senior citizens Land prices have skyrocketed. What was 100,000 won is now five, or even ten, million won. < 강두안 / 구좌읍 월정리 노인회장 > (땅 값이) 많이 올랐죠. 10만 원 짜리가 지금 500만 원, 1천만 원 가고 있어요. [slug] Dozens of businesses open in Pyeongdae-ri in last 2 years Pyeongdae-ri is about ten minutes away from Woljeong-ri by car. Like Woljeong-ri, there are many cafes and guesthouses along its coastal road. In the last two years, more than 30 new tourism-related businesses have popped up. But this story is not limited to only Pyeongdae-ri. Handong-ri, Hangwon-ri, and Sehwa-ri are also seeing the same changes. [INTERVIEW] Kim Yang-yun/ Village leader, Pyeongdae-ri There’s no property left in Woljeong, so people who want to open businesses in this area are looking to Haengwon, Handong, Pyeongdae, and Sehwa. [INTERVIEW] < 김양윤 / 구좌읍 평대리장 > 지금은 월정이 포화상태가 되니까 해안도로 쪽에 경치도 있는 곳을 찾다보니까 행원, 한동, 평대, 세화쪽으로 집중되는거죠. But this sudden change in Jeju’s coastal areas hasn’t been all positive. [camera] Kim Yong-min Some locals have built walls around their private property to block out the road. But some of these areas had long been used as paths, causing conflicts. As most mainlanders have come here not to live but to run businesses or invest, there has been a lack of communication with the Jeju villagers. [INTERVIEW] Kim Yang-yun/ Village leader, Pyeongdae-ri Even though most mainlanders are here to run businesses, they should try to become a part of the community by working alongside locals.   • Province releasing 410,000 young fish into ocean Will reach maturity in 2-3 years The provincial government is releasing young fish in an attempt to boost fish populations in local waters. Last week 230,000 fry that had been bred by the Korea Institute of Maritime and Fisheries Technology were released off the shores of (대포동) Daepo-dong, (보목) Bomok, and (금능) Geumneung. The total included 150,000 rock bream and 50,000 seven-band groupers. An additional 180,000 young sea cucumbers will be released throughout the month at ten different ports, including those in (조천) Jocheon, (귀덕) Gwideok, and Udo (우도). All of the young creatures are expected to reach full maturity within two to three years. 道, 제주 연안에 수산종묘 41만 마리 방류 제주특별자치도가 연안어장 수산자원 회복을 위해 수산 종묘 방류 사업을 추진합니다. 제주도는 지난 2일부터 4일까지 대포동과 보목 금능 연안에 해양수산연구원에서 자체 사육한 돌돔 15만 마리와 능성어 5만 마리 등 수산 종묘 23만 마리를 방류했습니다. 아울러 이달 안으로 조천과 귀덕, 우도 항 등 10개 항포구에 지난 4월 생산한 홍해삼 종묘 18만 마리를 추가 방류할 계획입니다. 제주도는 방류된 수산 종묘는 2,3년 뒤면 포획이 가능한 크기로 자랄 것으로 기대하고 있습니다.
