Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

According to the Ministry of Land, Infrastructure and Transport, land prices in Seongsan-eup rose by 3.75 percent, followed by 3.67 percent in (법환동) Beophwan-dong, (서호동) Seoho-dong and (호근동) Hogeun-dong. Seongsan-eup’s figure was the 26th highest in the nation. Neighborhoods in Naju, South Jeolla Province and Sejong City topped the list. Overall, prices in Jeju were up an average of 2.82 percent over the same period. That was the second highest growth among all of the nation’s provinces and main cities. Representatives of the Jeju Development Institute, the Jeju Development Corporation, and other institutions on Thursday visited the provincial office and said they welcomed the announcement that a new airport will be built in Seongsan-eup. They said the facility would become a crucial facet of local infrastructure and that it would be instrumental to future development. They also asked that the administrative process for the project be shortened in order to open the airport earlier than currently planned.   • Province releases \4.1t budget proposal for 2016 Won administration seeking 7.42% more in funding than this year The provincial government’s budget proposal has surpassed 4 trillion won for the first time. The province has submitted its budget plan of 4.1 trillion won to the provincial council for consideration. That’s 7.42 percent more funding than it had to work with this year. The budget includes 782 billion won for social welfare, 536 billion won for public administration, and 462 billion won for the agriculture and fishing sector.   • It’s the weekend again, and that means Film Focus. Here’s Mike Laidman with what’s new in local theaters. Now is the time when the heavy hitters start rolling in. From now until the end of the year there are some huge movies opening, the first of which is this week. Here is Spectre, the 24th film in a franchise that spans over 50 years, and actor Daniel Craig’s 4th outing as James Bond. Can Spectre top the very well-received Skyfall from 2012? Or will it go the route of Quantum of Solace, and be relegated to the ranks of the ‘not-so-great’ Bond films? Next up, coming-of-age flick We Are Your Friends, starring Zac Efron. This is the story of a group of buddies making their way in the digital age, doing what they love. But first, a look at Spectre. [Slug CG] Mike Laidman Welcome to another edition of Film Focus. I’m Mike Laidman. [Slug CG] Spectre (2015, Sam Mendes) Bond investigates a sinister organization. A cryptic message from the past sends James Bond on a rogue mission to Mexico City and eventually Rome. He infiltrates a secret meeting and uncovers the existence of the sinister organisation known as SPECTRE. But back in London the new head of the Centre of National Security is questioning Bond's actions and challenges the relevance of MI6. Bond covertly enlists Moneypenny and Q to help him as he works to untangle the web of SPECTRE. So what is it really like? Well, Craig once again slips effortlessly into the title role. The plot is ambitious, although muddling at times. This is old-school, nostalgic Bond in the new world - something that’s exciting, and a little groan-inducing. But those are good groans, of course. This is a proper James Bond film, after all. [Slug CG] We Are Your Friends (2015, Max Joseph) An aspiring DJ looks towards fame and fortune. Set in the world of electronic music and Hollywood nightlife, We Are Your Friends is the story of an aspiring DJ named Cole, who spends his days scheming with his childhood friends and his nights working on the one track that will set the world on fire. All of this changes when he meets a charismatic but damaged older DJ named James, who takes him under his wing. But when Cole starts falling for James' girlfriend, he must choose between love, loyalty, and the future he is destined for. What is at first glance just another silly teen movie does have a bit more going for it. It’s well-acted, has some great music (which should be expected for a DJ-film), and, although it has plotlines visible from a mile away, is satisfying enough to merit a viewing if you’re a fan of Zac. This is a final summer blast as the last of 2015’s warmth slips away.

Politics Top court confirms jail term for lawmaker Yonhap is reporting that the Supreme Court on Thursday upheld a four-year jail term for a ruling party lawmaker for taking bribes from a railway parts supplier in exchange for business favors. The nation's top court also ordered Song Kwang-ho of the Saenuri Party to pay a fine of 70 million won and forfeit another 65 million won. 2. Education 630,000 students take college entrance exam More than 630,000 high school seniors and graduates in South Korea took the state-administered annual college entrance exam Thursday.   • This week on Jeju: A to Z, Todd Thacker profiles a Jeju site that locals know well, but perhaps is under appreciated by the majority of visitors to Jeju. Songaksan Mountain, which is along Jeju Olle course No. 10, is rich in sights, sounds, and scenery. Some of Jeju Island’s geological features are pretty dramatic and hard to miss. Others are just as important, but take a bit more time and effort to discover and appreciate. [Slug CG] Sangmo-ri, Daejeong-eup One such formation is Songaksan (송악산) Mountain, also known as Jeoruri (절울이) a parasitic volcanic cone in Sangmo-ri, Daejeong-eup, Seogwipo. This volcanic formation actually has a double crater -- one 500 meters and the other 400 meters in diameter. It might be dwarfed by the nearby towering features of Sanbangsan, but this mountain, too, has a number of distinctive features, including 99 peaks. [Slug CG] 90-minute round trip hike Visitors to Songaksan will be pleasantly surprised by the lovely panoramas. The hike to and from the location takes about 90 minutes, along which you’ll be accompanied by a number of offshore islands -- like Marado and Gapado. There are also a good set of facilities, such as conveniently located coffee shops, restaurants, and ample parking for cars and buses. Korea’s recent history, of course, has touched the site. There are remnants of the Japanese occupation -- in particular a World War 2 aircraft hangar and runway. [Slug CG] Jeju Olle course 10 passes through Songaksan The walk is along Jeju Olle course No. 10, which starts at Hwasun Beach and ends at Moseulpo Harbor. This is a particularly rich hike in terms of scenery and history. It’s an excellent picnic area as well. [Slug CG] Todd Thacker Songaksan might not have the up-front attractions of say Hallasan Mountain or Seongsan Sunrise Peak, but people in the know say, their top five destinations include this hidden jem.   • 36 village pasture commons in Jeju City 2 fewer than last year According to a new survey, there are two fewer village pasture commons in Jeju City this year, compared to 2014. The provincial government said Wednesday that it found that there are currently 36 pasture commons in the city. The ones in (선흘2리) Seonheul-2-ri and (종달리) Jongdal-ri are no longer being run. The total area of land used for the pasture commons is now 3,065 hectares, down 127 hectares from last year. The drop comes as the leasing period for government-owned land came to an end and operating costs increased as the commons became private property. 제주시 마을공동목장 36곳…2곳 줄어 제주시지역 마을공동목장이 지난해보다 2곳이 줄어든 것으로 조사됐습니다. 제주시는 마을공동목장 운영 실태를 조사한 결과 지난해와 비교해 선흘2리와 종달리 마을공동목장이 사라지면서 36곳이 운영되고 있다고 밝혔습니다. 면적으로는 3천65ha로 지난해보다 127ha 줄었습니다. 이는 국공유지 임대가 끝나면서 더 이상 마을공동목장 운영이 불가능하거나 개인이 임대해 개인목장으로 변경됐기 때문입니다.
