Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Province officials say 37 local businesses participated this year in 5 international trade fairs, held in locations such as Japan, Hong Kong, and India. Those gatherings led to a total of 8.7 million U.S. dollars in sales and nearly 2.3 million dollars in further contracts. Fourteen exporters will be displaying their items at an upcoming food exhibition in Shanghai and a beauty expo in Hong Kong.   • Court says province’s refusal of building permit ‘acceptable’ Citizen had sought to overturn province’s decision regarding Udo construction A court has ruled in favor of limiting development on the small island of Udo in order to preserve its natural environment and prevent overdevelopment. Jeju District Court Administrative Judge Heo Myung-ok ruled against the plaintiff in the case, someone known only by the surname “Yoon.” The provincial government had rejected a building permit for Yoon, saying the proposed house was “unsuitable” with the forest zone in which he planned to build. Yoon had filed suit to get that decision overturned. The court said that just a one-floor house would have a negative impact on the natural surroundings and that it could prompt more people to seek building permits. The court ruled the provincial government’s refusal of the building permit was reasonable and within the realm of its authority. "우도 난개발 우려 제주도 건축 불허 타당” 우도의 자연경관 보존과 난개발 방지를 위해 해안가 인근에 단독주택 건축을 불허한 제주도의 처분이 타당하다는 법원의 판결이 나왔습니다. 제주지방법원 행정부 허명욱 부장판사는 윤 모씨가 제주시 우도면 임야에 단독주택을 짓게 해달라며 제주도를 상대로 제기한 건축허가 신청 불가처분 취소 청구 소송에서 원고 패소 판결을 내렸습니다. 법원은 해당 토지에 1층 규모의 단독주택을 건축한다 하더라도 주변 경관에 미치는 영향일 클 것으로 보이고 유사한 신청이 속출할 것으로 보여 난개발이 우려된다며 제주도의 처분이 재량권을 남용했다고 볼 수 없다고 설명했습니다.

Halloween is past, and we’re firmly in fall weather, the leaves are falling, or have fallen already, and there’s a crispness in the air. I usually talk about cooling down in the theatre in the summer, but now it’s time to head in to see a show for exactly the opposite reason. This week, a disgraced chef returns to London to take a shot at winning three Michelin stars. But first, Tom Hanks and Steven Spielberg take us on a thrilling ride through American and Soviet Cold War tensions. [Slug CG] Mike Laidman Welcome to another edition of Film Focus. I’m Mike Laidman. [Slug CG] Bridge of Spies (2015, Steven Spielberg) An American lawyer defends a Soviet spy in court. At the height of the Cold War, lawyer James B. Donovan is recruited by the CIA to negotiate the release and exchange of a U-2 spy-plane pilot for a Soviet prisoner. Francis Powers was arrested and taken alive after his plane was shot down by the Soviet Union during a mission. And with KGB intelligence officer Rudolf Abel being arrested for espionage in the US, the stage is set for James to become involved in what could be perhaps one of the most tense wartime negotiations ever. There’s not much to say here that won’t already be known or couldn’t be guessed. With Hanks in the lead role and Spielberg directing there isn’t a whole lot that can go wrong. Together, they breathe new life and heart into the Hollywood political thriller formula, and tell a stylish tale about a great negotiator. The film connects Cold War paranoia with today’s threats of terror, and is certainly a great movie from great artists worth watching. [Slug CG] Burnt (2015, John Wells) A disgraced chef returns to London to redeem himself. Chef Adam Jones had it all - and lost it all. A two-star Michelin rockstar with the bad habits to match, the bane of the Paris restaurant scene did everything different every time, and only cared about the thrill of creating explosions of taste. Now, back in London, he’s cleaned up and is ready to give his all to earn his third Michelin star and a proper place in the books. Sounds fun, especially with how popular cooking shows are on TV these days. But Burnt never really breaks free from its two-dimensional characters nor its routine narrative. Best to head someplace else for dessert.
