Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes.   • This week on Jeju: A to Z, Todd Thacker profiles a landmark in Seogwipo which is both functional and beautiful. Saeyeon Bridge connects Seogwipo Port with Saeseom Island, a landmark that captures the imaginations of visitors and locals alike. The ports of Jeju and Seogwipo City are bustling, important points of travel and commerce. The island’s southern port, though, boasts a majestic example of bridge architecture that visitors and locals both can appreciate. [CG Slug] Seohong-dong, Seogwipo Saeyeon (새연) Bridge connects Seogwipo Port and the small island of Saeseom (새섬). It is one of the city’s most iconic landmarks. Built in 2009, the bridge is not only beautiful, but both functional and symbolic. Its design is based on the tewoo, a small traditional fishing vessel unique to Jeju. [CG Slug] Built in 2009, 169 m long and 45 m high The 169-meter bridge has the look and feel of a ship, with two arching observation decks, spiral staircases, and an imposing 45-meter-tall column which resembles a billowing sail. [CG Slug] Saeseom Island is a city park and conservation area Along its span are beautiful panoramic ocean views, along with excellent shots of the port and its workings. It also connects the two islands, giving easy access to Saeseom’s city park and conservation area. There is a lush 1.2-kilometer trail which rings the island and can be walked in about 30 minutes. The two days of traditional foods and cultural activities are being sponsored by the Chuja-myeon Festival Promotion Committee. Visitors will of course be able to try some of the fish on which the festival is based, as well as enjoy traditional pastimes, family fishing events, and walks along Chuja’s Olle Trail.   • Most winter fires blamed on carelessness Fire department releases stats for years 2010-2014 Analysts say most of the fires that break out on the island over the winter months are the result of carelessness. The Jeju Fire Safety Headquarters says there were 3,495 blazes on the island during the five-year period between 2010 and 2014. One thousand one hundred and nineteen of those occurred between November and February. Cooking accidents, the illegal burning of trash, and cigarette butts were determined to be the cause of 602 of the cold-weather fires. That’s more than half of them. Another 202 blazes were blamed on electrical issues, while investigators were unable to determine the causes of 160 fires. 겨울철 화재의 절반은 '부주의' 원인 제주도내에서 발생하는 겨울철 화재의 대부분은 부주의 때문인 것으로 분석됐습니다. 제주소방안전본부에 따르면 지난 2010년부터 지난해까지 5년동안 제주도내에서 발생한 화재는 모두 3천495건으로 이 가운데 1천119건이 11월부터 2월사이 겨울철에 발생했던 것으로 집계됐습니다. 원인별로는 음식물 조리와 쓰레기 소각, 무심코 버린 담배꽁초 등 부주의로 인한 화재가 모두 602건으로 절반이상을 차지했고 전기적 요인 202건, 원인미상 160건 등 순으로 나타났습니다.

  • A lot of people have been moving to the island over the past few years. That, coupled with a booming real estate investment market, means big changes to local communities. KCTV is taking a look at some of the coastal villages that are transforming, and today Mike Balfour profiles Daepyung-ri. Located in the south of Jeju is a small village called Daepyung-ri located in Andeok-myeon, Seogwipo. [slug] Daepyung-ri, Andeok-myeon, Seogwipo Traditionally named Nandeure, population: 553 The word (난드르) Nandeuru is Jeju dialect meaning ‘large and flat’. The village is now known as Daepyung-ri. There are only 227 homes and 553 residents in this village which is the smallest of the villages located in Andeok-myeon. The little village slowly became trendy about 3-4 years ago. [slug] Old buildings remodeled into cafes, restaurants Old houses have been remodelled into cafes or restaurants. Along the coastline are approximately 30 pensions. The town’s magnificent scenery and subtle atmosphere spread by word of mouth and the local real estate became popular. [slug] Booming real estate market Construction continues throughout the village. Surprisingly, the landowners and those constructing new buildings are mostly from outside of Jeju. About 70% of the total area of about 3.87 million square meters is owned by people who have immigrated to Jeju. Meaning that 3-4 out of 10 residents are from outside of Jeju. 70% of land 35% of residents not from Jeju [INTERVIEW] Lee Chang-gi / Village chief, Daepyung-ri Morea than 70% of the land, excluding Gunsan, is owned by non-islanders. Most of the younger generation are from outside of Jeju while the elders have lived here their whole lives. [camera] Kim Yong-min So what exactly makes Daepyung-ri so appealing? Some say it is the cliffs surrounding the village that offer a picturesque view. Not only do the rocks provide a superb view, they also protect the village leaving it cool in the summer and warmer in the winter, making it a pleasant climate for living.   • Construction of large restaurants permitted in ‘green zones’ Opponents cited worries of ‘reckless development’ Developers may now build large restaurants geared toward tourists in designated “green zones.” During its 334th provisional session, the provincial council approved an amendment to an urban planning ordinance to that effect. Tourist restaurants over 500 square meters in size are now permitted in the green areas. Lawmakers had argued fiercely over this proposal in the previous council session, with opponents saying approving it would lead to reckless development, and backers saying these types of restaurants are essential to catering to the needs of large tour groups.   • During a recent audit of the provincial government, experts pointed out that owning a house is getting more difficult for regular islanders, as sky-high prices put homes out of reach. They say that there are no proper measures in place to curb real estate speculation. Joseph Kim has more. The wage of the average worker in Jeju is about 2,240,000 won. The average price of an apartment in the Shin-jeju area is 300 million won. In other words, without spending any money, one have to save all his income for 11 years to purchase an apartment. [slug] Issue raised during recent audit of provincial government The challenges of purchasing a home were raised at the Administrative audit and inspection in the Environmental City Commission meeting. Members of the assembly criticized the lack of housing supply policies, pointing out that current housing prices are outrageously overpriced. [slug] ‘Regulations on real estate speculation require modification’ The Jeju Special Self-Governing Province insisted that rezoning land for residential use can be a solution, but the members of the assembly keyed in on regulations to prevent real estate speculation as the best way to address the issue. SYNC Kim Tae-seok / Provincial council member Proper policies must first be in place. Before redistricting small, rural plots for housing, we need appropriate measures drawn up by experts.   • History textbook conflict escalates Strong opposition to state-issued national history textbooks Internal debate is growing within the education sector over the national government’s plans for state-issued Korean history textbooks. At a Wednesday press conference, the Jeju branch of the Korean Teachers and Educational Workers’ Union joined representatives of 33 area social organizations in criticizing Seoul’s plan.
