Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Many know Jeju for the stone walls, or “batdam,” scattered across the landscape, but not many know that these walls can differ significantly from place to place. In this report, Lee Hee-jung will take a look at how the structures vary depending on location. Wherever you are on the island you will see these very stone walls, called batdam. [slug] Stone walls categorized based on building method At first glance they may all look the same, but if you look closely, you may notice the differences in the way they are built. Depending on how the rocks are stacked they are categorised as gyeopdam (겹담) and oedam (외담). Oe-dam means they are layered in one line, and gyeopdam is used if they are layered in two or more lines. Compared to oedam, gyeopdam walls are less common because they were naturally formed in areas where ore volcanic rocks existed. The formation of the rocks themselves also differ depending on the geological location as well as environment. The volcanic stones found in coastal areas are typically rounder than those rocks found in mountainous areas, which tend to be more angulated. Minerals can also be found in a variety of rocks including trachyte, basalt and volcanic rocks. The jatbaekdam (잣벡담), which is a type of gyeopdam, demonstrates to the people living here today the wisdom and strong sense of community of our ancestors. [camera] Kim Seung-cheol The jatbaekdam is a wider version of a batdam, wide enough for one to walk on. These functioned as an anchor road to allow farmers to transport themselves between different fields. [INTERVIEW] Moon Kyoung-don / Chief, Gwideok-ri We cannot walk on the fields before harvesting. [reporter] Lee Hee-jung In other areas, such as on steep slopes, the batdam walls will again come in different shapes and forms to protect the farms. If they were to be connected in one line, they would stretch to a total length of 22,000 kilometers.   • Use of livestock medicine on farmed fish prohibited Rule takes effect immediately Livestock medicines are now prohibited from use on farmed fish. The provincial office on Wednesday gave advance notice of new legislation on fish safety inspections that includes a regulation that only medicine specifically for farmed fish be used on them. Therefore, going forward, veterinarians’ prescriptions of livestock medicine will have no legitimate uses for farmed fish.   • New training program for cruise professionals Curriculum includes management, safety, language training Jeju has a new training program for cruise industry professionals. The Ministry of Maritime Affairs and the Jeju Cruise Human Development Center initiated the development program with a two-pronged goal of easing youth unemployment and developing the cruise industry. Trainees were selected August 15th, and have since been studying cruise service management, safety, and foreign languages at Jeju International University. The program will continue through March.   • There are tens of thousands of stone walls, or “batdam,” in Jeju, and they have a rich history. Here’s Mike Balfour to explain. Jeju’s batdam stone walls surround the island’s farm fields. [slug] Jeju ‘batdam’ stretch for 22,000 kilometers The black volcanic stone walls create organic maze-like formations. The Jeju field stone fences are also referred to as “The Black Dragon Stone Fences of Jeju.” There are approximately 22,000 kilometers of the walls about the island. [camera] Kim Seung-cheol The stone walls function as protection - keeping wildlife, insects and strong winds from damaging crops, not to mention delineating property. [INTERVIEW] Jeong Kwang-joong / VP, Jeju National University In the beginning, the stone walls were mainly used to mark farmers’ land. They then gradually became a means of protection against animals such as cows, horses, and other wildlife. <인터뷰:정광중 제주대학교 부총장> "최초에는 자기가 소유하는 경계의 의미로 그 다음에 그 당시 집에서 기르는 소나 가축, 말들의 피해 또는 들에서 자라는 들짐승들의 피해를 막기 위해서 쌓았는데..." So then, when exactly did the Jeju batdam originate? They have been used ever since the beginning of a farming culture on the island. [INTERVIEW] Kang Jung-hyo / Photographer Jeju’s stone walls were created as a result of the farmers clearing their farms of stones. <인터뷰:강정효 사진작가> "농사를 짓기 위해서는 밭에 있는 돌을 치워야 되고 그 치우는 과정에서 생겨난 게 돌담이다 이렇게 설명을 할 수가 있겠죠." It was documented by a judge named Kim Gu who was assigned to Jeju during the Goryeo dynasty in the year 1234. He claimed that the stone walls were used to measure and resolve property ownership disputes. This document is valuable in that it proves the existence of the batdam back in the Goryeo dynasty.   • 350,000 more trees infested with pine wilt \5b set aside in additional funding for eradication efforts next year Many more trees are infested with pine wilt than previously thought. The provincial government on October 16th finished an assessment of 45 target locations by Forest Service helicopters and drones. Researchers confirmed that 350,000 trees had been infested. That’s 60,000 more than the original estimate. The provincial office will use another five billion won in funding from the Forest Service for the third round of eradication efforts next year. That work will entail inoculating trees against the infestation, aerial pesticide spraying, and the removal of trees within ten meters of confirmed pine wilt infestations. 소나무 재선충 확산…35만 그루 '고사' 소나무 재선충병 피해 고사목이 당초 예상보다 더 늘어난 것으로 나타났습니다. 제주특별자치도가 지난 16일까지 산림청 헬기와 무인항공기를 통해 도내 45개 표준지를 항공예찰한 결과 당초 보다 6만 그루 늘어난 35만 그루가 고사목 피해를 입은 것으로 조사됐습니다. 이에따라 제주도는 산림청에 방제예산 50억 원을 추가로 확보하고 3차 방제기간인 내년 4월까지 피해고사목을 전량 제거할 계획입니다. 아울러 고사목 피해 예방 접종과 항공방제를 비롯해 피해목 주변 10미터 이내 감염이 우려되는 소나무도 함께 제거할 방침입니다.

  • Direct flights to Japan resume Wednesday Korean Air offering daily service to either Tokyo or Osaka Direct flights between Jeju and Japan resumed Wednesday. Korean Air temporarily stopped all direct flights on the routes Sunday, but it resumed Jeju-Osaka flights Wednesday and it will restart Jeju-Tokyo flights Thursday. The airline will offer flights to and from Osaka on Mondays, Wednesdays, and Fridays. Tokyo flights are scheduled for Tuesdays, Thursdays, Saturdays and Sundays. 제주-일본 직항노선 내일부터 운항 재개 중단됐던 제주-일본 직항 노선 운항이 내일(28일)부터 재개됩니다. 대한항공은 지난 25일 임시 휴항에 들어갔던 제주-일본 직항 노선을 유지하기로 하고 오사카 노선은 내일(28일), 도쿄 노선은 모레(29일)부터 운항을 재개한다고 밝혔습니다. 이에 따라 오사카 노선은 매주 월요일과 수요일, 금요일 3차례, 도쿄는 화요일과 목요일, 토요일, 일요일 4차례 운항됩니다.

  • Real estate market in Jeju ‘red hot’ ‘Auction price ratio’ grows at fastest pace in nation The local real estate market is booming, and so are auction prices. Real estate experts say a figure called the auction price ratio hit 133% last month. That’s a 16.4-percentage-point increase compared to the August number, and that’s the largest growth in the nation. In particular, the ratio for land auctions skyrocketed 32.3 percentage points to 155.5 percent. That’s the fourth largest increase in history. The highest ratio last month was for a plot of land in Gujwa-eup. It sold for over 1.5 billion won, which was 33 times its appraised value. 제주 경매 낙찰가율 전국 최고 제주지역 부동산 시장의 활황세가 이어지는 가운데 경매열기도 뜨거운 것으로 나타났습니다. 부동산경매 전문업체 지지옥션에 따르면 지난달 제주지역 경매 낙찰가율은 133%로 전달보다 16.4%포인트 상승하며, 전국에서 가장 높습니다. 특히 토지 낙착가율은 155.5%로 전달에 비해 32.2%포인트 상승하며 역대 4번째 높은 낙찰가율을 기록했습니다. 지난달 제주 지역 최고가 낙찰물건은 제주시 구좌읍 평대리에 있는 토지로 감정가의 33배인 15억 1천만 원에 낙찰됐습니다.
