Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • EV recharging may be getting more expensive Ministry of Environment considering increasing fees by 12% The national government is considering making it more expensive to recharge electric vehicles. The Ministry of Environment is looking into increasing the fee next year from 279.7 won to 313.1 won per kilowatt hour. Recharging would then cost about 40 percent of what it costs to run a gasoline-powered car. The Korea Electric Power Corporation and KT are also considering boosting fees for the recharging service they invested in to 400 won per kilowatt hour. 정부, 내년부터 전기차 배터리 충전 요금 인상 정부가 내년부터 전기차 배터리 충전 요금 인상을 추진하고 있습니다. 환경부는 내년부터 공공시설을 통해 전기차를 충전하면 사용요금을 킬로와트아워(kwh)당 279.7원에서 최대 313.1원으로 인상하는 방안을 검토중이라고 밝혔습니다. 이같은 인상안은 휘발유를 사용하는 차량 연료비의 40%입니다. 한국전력과 KT 등이 출자해 출범한 한국전기차충전서비스도 킬로와트아워당 4백원 가량을 받는 방안을 검토하는 것으로 알려졌습니다.

  • Province accepting applications for land banking purchases Applications being accepted through November 25 The provincial government is accepting applications from landowners who wish to sell their property to the province for later development, a process known as land banking. The government is looking to purchase plots that are at least 30,000 square meters in size. It is giving priority to lots adjacent to jointly owned village property. Land located at elevations of 200 to 600 meters will also be given precedence. Applications are being accepted through November 25th. After a review, the land banking committee will announce its decisions. 토지비축위원회를 통해 최종 매입 여부가 결정됩니다. 제주특별자치도가 비축토지 확보를 위한 매입 공모 절차를 진행합니다. 매입 대상은 면적 3만 제곱미터 이상의 토지로 제주도는 마을 공동소유 토지와 도유지 인접 토지, 난개발이 우려되는 해발 2백에서 6백미터 중산간 지역 토지 등을 우선 매입합니다. 공모 기간은 다음달 25일까지 이며 토지비축위원회를 통해 최종 매입 여부가 결정됩니다.

Standing committees at the assembly will review the idea Wednesday. The Public Administration and Security Committee’s legislation subcommittee will take up the proposed amusement park amendment to the Jeju Special Law on November ninth. The revision includes shifting the land ministry’s responsibilities over amusement park establishment to the provincial government.   • Plan to ease airport congestion to be announced in November 2 options: expansion or construction of second facility More than ten million people use Jeju International Airport a year, and it can’t handle any more, so a plan to ease congestion will be announced in November. The transport ministry last year tasked Korea Aerospace University and the Korea Research Institute for Humans Settlements to conduct a feasibility study on how to tackle the problem. Researchers are considering two options: either building a second airport and using it in conjunction with the existing one or expanding the current facility. If they decide in favor of building another airport, they will also announce their recommended location for it next month.   • Jeju’s (밭담) “batdam”, or stone walls were designated Globally Important Agricultural Heritage Systems in 2014 by the United Nation’s Food and Agriculture Organization, and a festival celebrating this unique aspect of local culture begins Friday. Mike Laidman has more. [slug] ‘Batdam’ criss-cross Jeju Island Jeju’s ‘(밭담) batdam, or stone walls, criss-cross the island like a spider’s web. There are thought to be about 22,000 kilometres of the black walls in total. The walls have been nicknamed the ‘long, twisty black dragon’ because of how they look when seen from a distance. Batdam are an important part of local history which show how the Jeju people cultivated their barren, rocky land and protected their crops from the harsh Jeju winds. Recently, they have earning recognition for their scenic beauty. The value of the stone walls has been in the spotlight since they became one of the first South Korean items to be added to the list of Globally Important Agricultural Heritage Systems. However, the walls are being lost due to advances in agriculture and urban developments. Measures are urgently needed to preserve them. Now, this Friday, the Batdam Festival will open, and provide the opportunity for people to learn the value of this part of Jeju’s heritage and share ideas on how to preserve and pass it down to future generations. [slug] Batdam Festival Gujwa Sports Complex (Oct. 30 - Nov. 1) The three-day event will celebrate ‘1,000 years of Jeju spirit; batdam: the long, twisty Black Dragon.’ The event is held near the (구좌) Gujwa Sports Complex in Jeju City. [slug] Stone culture reflects Jeju life Jeju’s stone culture, like the bulteok (불턱), or haenyeo’s fireplace, wondam (원담), enclosures used to catch fish, and the batdam, will all be highlighted during the festival.   • Tourism authorities project that Jeju will host almost 650,000 cruise ship visitors this year. Critics, however, say they don’t stay long enough on the island, and that the time they do spend here is used mainly for duty-free shopping. They argue that means they aren’t having much of an impact on the local economy. Joseph Kim reports. [slug] International Cruise Terminal at Jeju Harbor The Costa Serena cruise ship which departed from Shanghai has made port at the Jeju Harbor. More than 3000 Chinese tourists are getting on chartered buses right after disembarking to go sightseeing around the island. They will only be staying for four hours. Most of their schedule is set for shopping in duty free shops or shops exclusively for foreign tourists. The Chinese guests were expecting to enjoy Jeju’s picturesque scenery which they had seen in Korean movies and dramas. The shopping focused schedule is less than satisfactory. [INTERVIEW] Li Yawen / Shanghai, China I want to go fishing or something. Is there a beach near here? The tour itinerary of Japan’s port of call, Fukuoka is similar to that of Jeju but Fukuoka includes a tourism attraction where visitors can experience various activities. The length of stay in Fukuoka is about eight hours, more than double that of Jeju. [INTERVIEW] Wang Yuni / Shanghai, China We can see mountain goats and horses here. I think it’s a good opportunity for our kids to get a feel for nature, so I prefer Fukuoka to Jeju. <인터뷰:왕위니 중국 상해> "산양이나 말 그런 것들이 아이들한테 자연환경을 더 직접적으로 느낄수 있게 하는 것 같습니다. 그래서 여기 느낌이 제주도보다 더 좋습니다." Analysts point out that, as Jeju has no special tour packages for cruise tourists except duty free shopping, it is a less attractive destination than Fukuoka. For Chinese travelers, Jeju is more popular as a shopping destination than a tourism hotspot. Local tourism businesses have had no choice but to make a tour schedule mostly centered around shopping. [INTERVIEW] Wang Younong / Dir., Shanghai Wusongkou Intl. Cruise Terminal Chinese tourists’ main purpose in visiting Jeju is the shopping. To earn the reputation as Asia’s best port of call, local tourism authorities should focus on establishing tour programs and developing sufficient commercial infrastructure so that economic gains through cruise tourism benefits the entire island.
