Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Casinos across Jeju often use brokers… or junkets... to attract customers. In 2014, they paid out more in commissions to these junkets than what they earned. This is leading to growing calls for an adjustment to the commission price and a rise in tax revenues. Joseph Kim has more. [slug] Casinos hire brokers to attract customers Paradise, Seven Luck, and other foreigner-only casinos across the island commonly hire brokers… or junkets... to fill up their gaming rooms. Junkets play a pivotal role in the casino industry, as the revenue made by these customers accounts for more than 50% of total revenue. Junkets here normally get a 30% commission fee… but this percentage can get as high as over 90%. [slug] Junket commission sometimes exceeds 90% of revenue If the casino makes 100 dollars from a certain player, 90 dollars goes to the junket that introduced him or her. Considering over half of Korea’s casinos are located in Jeju, how much exactly are junkets getting paid from these local casinos? CG-IN According to National Assembly lawmaker Lee Sang-il (이상일) of the Education, Culture, Sports & Tourism Committee… the total commission paid by Jeju’s eight casinos in 2014 amounted to 243 billion won… with Majestar Casino inside Shilla Hotel paying 83 billion… and L Vegas Casino at The Hotel paying over 42 billion won in commissions. One casino was found to have paid three times more in commissions than its total revenue. The problem is that despite their huge earnings, taxes are not imposed on these promoters because they set up companies overseas and take advantage of the fact that foreign corporations are not required to pay corporate taxes in Korea. To deal with this problem Jeju City placed a public job opening for casino supervisors in July and is continuing to strengthen supervision of the casino industry.   • Less land for winter crop cultivation 3.8% less than last year It's looking like less local farmland will be dedicated to the cultivation of winter vegetables this year. Based on a recent survey of local farms about cultivation plans for 10 winter crops, provincial officials say that 13,600 hectares will be dedicated to the vegetables this year. That’s 3.8 percent less land compared to last year. There will actually be about 10.5 percent more land set aside for fall cabbages and 0.4 percent more for broccoli. But, there will be between 0.5 and 29.9 percent less land used to raise kohlrabi, garlic, onions, and winter radishes. Along with Jeju Agricultural Research and Extension Services, municipal governments and agricultural groups, the province will give advise growers on selecting winter crop varieties based on the survey results. 올해 채소류 재배 면적 전년보다 소폭 감소 올해 제주지역의 주요 채소류 재배면적이 지난해보다 소폭 줄어들 것으로 조사됐습니다. 제주특별자치도가 지난 한달동안 주요 채소류 10개 품목을 대상으로 재배의향을 조사한 결과 재배면적은 작년보다 3.8% 줄어든 1만 3천 600 ha로 나타났습니다. 이 가운데 가을배추와 브로콜리만 각각 10.5%와 0.4% 증가했고, 나머지 콜라비와 마늘, 양파, 월동무 등은 0.5%에서 29.9% 줄어든 것으로 조사됐습니다. 제주도는 재배 의향 조사결과를 토대로 농업기술원, 행정시, 농업관련 단체들과 함께 월동채소류 적정재배를 유도해나갈 계획입니다.

  • Government Employees Pension Service relocates to Seogwipo 240 working at new Jeju Innocity location The Government Employees Pension Service has moved to and begun operations in the island's “innovation city” in Seogwipo. The office is responsible for pension service planning and research, the operation of welfare facilities, and housing support for public workers. Executives say the office will give back to the local community by hiring employees from the island, making social contributions, and purchasing local products. To deal with the income polarization caused by income inequality… Jeju has announced it will adopt adopt social economy as a new paradigm for regional development.   • Lower test grades after studying overseas 30% of English teachers who study abroad score lower after return Three out of every ten English teachers who go abroad to study the language actually score lower on English exams after they return. A member of the National Assembly’s Education, Culture, Sports and Tourism Committee made the assertion. (이종훈) Lee Jong-hun said that teachers who scored lower saw their grades tumble by an average of seven percent. Elsewhere in the country, the scores for only a few English teachers fell after studying overseas. The provincial education office offers English teachers between 12 and 18 million won to help them cover the costs of going abroad to improve their language skills. 해외연수 다녀온 영어교사 30% 외국어 실력 하락 해외연수를 다녀온 제주지역 영어교사 10명 중 3명은 연수 이후 오히려 외국어 실력이 떨어진 것으로 나타났습니다. 국회 교육문화체육관광위원회 이종훈 의원이 전국의 해외연수를 다녀온 영어교사들의 영어시험 성적을 비교한 결과 제주지역 전체 연수생의 30%가 해외연수후 공인 영어점수가 평균 7% 하락했다고 밝혔습니다. 특히 제주를 제외한 대부분의 교육청에서 점수하락을 보인 해외연수 영어교사는 거의 찾아 볼 수 없었습니다. 제주도교육청은 매년 영어교사들의 외국어 실력 증진을 위해 한명당 평균 천2백만원에서 천8백만원의 해외 연수비용을 지원하고 있습니다.

  • Jeonsae leases are those in which tenants make a very large deposit, which is then returned, in full, at the end of the contract. Very few are being offered now, and one rental apartment complex has announced it will discontinue all jeonse contracts from next month. Joseph Kim has more. The rise in population here has also been leading to a sharp rise in real estate transactions. The high demand is leading to a rise in prices for new housing, with premiums often added to the initial price. Leasing under the ‘jeonse’ (전세) system is also becoming increasingly rare, as most homeowners these days prefer monthly rent due to low interest rates. For the majority of people paying monthly rent, the recent trend is unwelcome news. [INTERVIEW] Choe Man-soon / Ido-dong, Jeju City Household spending differs greatly from when you own a place to when you’re paying monthly rent. Whether it’s through jeonse or buying your own house, it’s good to have a stable place to live. <인터뷰 : 최만순/제주시 이도동> "집이 있을 때와 월세 나갈 때 생활비가 많이 차이 나요. 어쨌든 전세든 집을 사든 집이 유지되는 게 좋죠." [INTERVIEW] Jeon Ae-ja / Yongdam-dong, Jeju City It’s okay for the haves but it’s hard for the have nots. <인터뷰 : 전애자/제주시 용담동> "있는 사람은 괜찮은데 살자고 하는 사람들은 어렵죠." Meanwhile, a company that owns several large rental apartment complexes in the Samhwa District has announced it will discontinue jeonse (전세) contracts from next month. <타가> The current jeonse (전세) contract at one of these apartment complexes gives renters the eligibility to own the house they leased after 10 years if they pay around 130 million won as a jeonse (전세) deposit. The same house is also available at 380 thousand won a month plus a deposit of about 66 million won. If you calculate the monthly expense for one year, it comes up to 4.5 million won… for 10 years, that’s 45.6 million won. <타가> This company owns over 3,100 apartment units in the Samhwa District. With the possibility of monthly rent going up in the future, critics question whether the rental apartments are really meant to be for commoners. [INTERVIEW] Apartment resident All we can do is follow the new rules. We have no power. We just do as we’re told. It’s a burden for people like us. It’s probably not an issue for people who came to live here with a lot of money... <인터뷰 : ○○아파트 입주자> "저희들이야 따라가야 하는 입장이니까. 힘이 없잖아요. 하라는 대로 해야죠. 서민층은 부담이 되죠. 여유가 있어서 입주한 사람이야 상관없겠지만..." The company has stated that even though it let out apartments on jeonse (전세) leases in the past, they will not be signing further jeonse (전세) contracts since the apartments were made to be rental housing units primarily for monthly rent. SYNC Apartment staff Whether you’ve been living here or are planning to live here, the new rule will go into effect October 1st. No jeonse leases will be available. These are rental apartments, so it’s only right that renters pay monthly rent. <씽크 : 부영아파트 관계자> "기존 계약자나 새로 들어오는 분이든 10월 1일부터 전환도 안되고 신규 (전세)계약도 안 돼요. 임대 아파트니까 임대료를 내면서 지내는 게 맞죠."
