Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes.   • Pine wilt is back. Researchers say an additional 58,000 trees have succumbed to the lethal infestation. Mike Laidman has more. [slug] Nohyeong-dong, Jeju City In this forest in Nohyeong-dong(노형동), Jeju City, dead pine trees can be seen everywhere. The once-green forest is turning brown. Forestry officials have revealed that between May and August this year, an additional 58,000 pine trees became infested with pine wilt disease. The extensive operations that were to eliminate all dead trees from a previous outbreak came to a halt at the end of April with around 30 thousand trees remaining. But during the five months since, pine wilt has started to spread rapidly once again. A whopping 48 billion won and 58 thousand people went into the previous eradication effort. Jeju City had planned to use the remaining 30,000 dead pine trees to attract the pine sawyer beetles that transmit the disease. The idea was to keep the infection localized, but it has now spread out of control. [INTERVIEW] Seo Seung-wan / Jeju Forest Conservation Unit We plan to eliminate all infested trees by April 2016.   • Seogwipo Chilsimni Festival begins October 2 Three days of performances, contests, food The three-day Seogwipo Chilsimni Festival will begin October 2nd near (자구리) Jaguri Park. This is the 21st edition of the festival, which is one of the main events on the Seogwipo calendar. The theme this year is “What is Chilsimni?.” Organizers will kick off the event with a parade and traditional outdoor performances, which highlight the features of local communities. It will also include a singing contest, a Jeju dialect speech contest, and performances by local musicians. Organizers have moved the festival this year: it used to be held at (서복) Seobok Exhibition Hall. But in reality, much of these fines go unpaid and the illicit distribution of substandard mandarins remains rampant. Mike Laidman has more. [slug] Substandard mandarin oranges still being sold Last Wednesday this agricultural corporation was caught illegally selling substandard mandarin oranges at a wholesale market. This particular corporation was caught by administrative officials for the same thing last year, and the year before. But it has paid none of the fines issued over the past 3 years, which together amount to almost 10 million won. SYNC Jeju City official The fine can be a burden for those with financial difficulties. If it’s a single fine it might be okay, but two or three fines can add up to millions of won. <씽크:제주도관계자> "사정이 안좋은 상인들은 내기가 부담스러울 수 있습니다. 금액이 커지게 되면 한 건 정도는 괜찮은데 두 세건 되면 몇백만 원도 될 수 있거든요" [camera] Kim Yong-min According to regulations on Jeju mandarins, distributors can be fined for selling mandarins that have been deliberately colored, are overripe, or have not passed quality checks. But these fines are non-binding, so many people simply do not pay. In Seogwipo, Jeju's main mandarin-growing area, only half of the fines handed out for illicit sales over the past three years have been collected. Despite the growing number of fines being issued, the distribution of substandard oranges continues to go on, and the penalty is being seen as little more than a slap on the wrist.   • 2,400 Chinese coming on incentive tours Two groups arriving September 23 The mainland MERS outbreak earlier this year led to a huge drop in the number of incentive tours to the island, but the situation is finally improving. According to the provincial government and the Jeju Convention and Visitors Bureau, more than 2,400 people from two Chinese firms will arrive next week on incentive tours. 400 employees from the (제민가신) Jemin Gashin Group, which is based in (Jyiang’-she) Jiangxi, will stay in Jeju for three days beginning September 23rd. 2,000 workers of the (통이) Tongyi Group will arrive the same day on a cruise ship.   • Province to frontload \80b before Chuseok ‘Effort to make sure all islanders are able to enjoy holidays’ With the aim of stimulating the local economy before the Chuseok holidays, the provincial government will release funding earlier than originally planned - a process known as frontloading. More than 80 billion won will be injected into the economy. It includes 42.3 billion won set aside for for road-widening and disaster repair, 16.5 billion won for social welfare, and 10 billion won for promoting farming and fishing villages. The provincial office began releasing the funds Tuesday, and it will continue through next Friday. They are being directed to local businesses that are financially unable to pay the overdue wages they owe their employees.   • In July, the group hired to study the expansion of airport infrastructure said it was considering three possibilities: expanding the existing airport; building a new mid-sized airport elsewhere on the island and operating it in conjunction with the current one; and replacing the current facility with a larger one. In the latest development, the third option of closing and replacing the current airport has been scrapped. The final decision will be announced in November. Mike Balfour has more. [slug] Briefing on airport infrastructure expansion plan This November, the government will announce details on expansion of infrastructure at Jeju International Airport. Initially, three possibilities were being considered but now the number of options has been reduced to two. A member of the group hired to study the expansion of Jeju Airport’s infrastructure spoke at the latest briefing session and said that officials would no longer consider the option of closing down and replacing the current facility, in response to negative public opinion and potential losses it could bring to the local economy. Sync Kim Byung-jong / Professor, Korea Aerospace University If the existing airport were to be closed, the facility would have to be utilized in some other way, but there’s a lot of uncertainty about how this would be done. With that in mind, the previous possibility of closing down the existing airport is no longer under consideration. Important factors to be considered include whether the location would be suitable to house a 24-hour facility… and the commercial infrastructure of the area to be jointly developed with the new airport. For now, we will be comparing the expansion of the existing airport to twice its current size with building a new one.   • Integrated CCTV Control Center ‘helps fight crime’ 3,800 real-time surveillance cameras keep track of public areas The Integrated CCTV Control Center has reportedly helped authorities arrest criminals and prevent crimes from occurring in the first place. Through last month, the center had provided more than 780 files to police to help them in their investigations. Using them, authorities were able to identify criminals in 16 cases. The cameras along streets and at intersections have captured thefts, assaults, fires, and other incidents as they happened. The center has used that data to issue nearly 1,000 mobilization orders to police and other governmental agencies. More than 2,400 files were made available for use in the investigation of disasters or accidents. The control center monitors public areas 24 hours a day with 3,800 real-time surveillance cameras that had been under the control of various agencies.   • Seogwipo population continues to grow
  • Seogwipo population continues to grow Nearly 168,000 as of end of last month More people keep moving to Seogwipo. City officials peg the official tally of residents last month at 167,506, nearly 43-hundred more than at the end of last year. That means the population grew by about 500 per month. Assuming the trend continues, officials project the population will surpass 170,000 in February. The Seogwipo population fell by 2,000 between 2006 and 2009, before starting to rebound in 2010. Over the last five years, it has grown by about 12,000. 서귀포 인구 꾸준히 늘어, 17만명 육박 서귀포시로 이전하는 인구가 꾸준히 늘고 있습니다. 서귀포시에 따르면, 지난 8월 기준 서귀포 인구수는 16만 7천 506명으로 올해에만 4천 281명이 늘었습니다. 매달 500여 명씩 늘어나는 지금의 추세를 볼 때 6개월 뒤인 내년 2월에는 서귀포 인구가 17만명을 넘을 것으로 예상되고 있습니다. 서귀포 인구는 특별자치도 출범 이후 2천여 명이 줄었다가 2010년부터 늘기 시작해 최근 5년 동안에만 1만 2천명이 증가했습니다.
