Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Although it would be hard to make a direct comparison with Jeju, there’s much to learn from Guam’s tourism policy of valuing quality over quantity… and preservation over development. Lee Hee-jung reports. [slug] Guam welcomed 1.3m tourists in 2014: only 1/10 of Jeju’s total The world famous resort island of Guam… was visited by 1.3 million tourists in 2014. That’s only one tenth the number of people who visited Jeju in the same period. [slug] Focus on extended stays Guam expects to see around 2 million tourists in 2020, thanks to the recent increase in budget airlines to the island. But officials are less concerned about figures as they are about extending the authorized period of stay for tourists. However the local government has stated that by 2020, it will encourage developers to build 1,600 new hotel rooms… especially through the expansion of existing luxury hotels.   • Festival for big families on October 9
  • Festival for big families on October 9 Families with 3 or more children welcome Jeju City will hold a festival October 9th in the Tapdong E-Mart parking lot for large island families. Families with at least three children may take part in the events, which include a drawing contest. The city will give away gifts to all of the participants. Applications are being accepted through September 25th at the city’s welfare division and community service centers. The city is also looking to the public for help in coming up with slogans that will encourage couples to have more children.   • An endangered bird has been sent back to the wild on Hallasan Mountain after it was rescued and rehabilitated. The common kestrel was discovered last month... dehydrated and caught in a spider web. The bird underwent rehabilitation and has now returned to its natural habitat. Suejin Choi has more. [slug] Natural Monument 323 ‘Common Kestrel’ At 35 centimeters tall, with piercing eyes and razor-sharp claws… the Common Kestrel is an endangered species designated as Korea’s Natural Monument No. 323. [slug] Found caught in spider web, dehydrated The top predator of Hallasan Mountain... was found last month dehydrated and caught in a spider web near Suweolbong (수월봉) Peak, Gosan-ri (고산리). With its wings tangled in the web, the bird had not been able to eat… and became dehydrated. With health check-ups completed and all measurements recorded… the Center finished its preparations to release the rehabilitated bird back to the wild. The kestrel was then carefully transported to its natural habitat. [CAMERA] Kim Yong-min And as if it had been waiting for this moment, the bird spread its wings and soared into the sky. The Common Kestrel, Natural Monument No. 323, is a bird of prey that belongs to the falcon family. They feed on mice and sparrows but are rarely seen in Jeju. [INTERVIEW] Kang Chang-wan / Korean Assn. for Bird Protection, Jeju Generally speaking, they breed well in Korea. But in Jeju, the reproductive rate of these birds is very low and sightings are rare. We only see one or two pairs a year. [인터뷰 강창완 / 한국조류보호협회 제주도지회장] "우리나라는 전체적으로 많이 번식합니다. 그렇지만 제주에는 번식률이 많이 뒤떨어져서 1년에 한 두쌍 정도만 관찰됩니다.” [REPORTER] Suejin Choi The Jeju Wild Animal Rescue Center will make follow-up observations to make sure the released kestrel has fully adapted to life back in the wild.   • Conversion of Seongsan HS on track Process underway to turn it into national maritime high school Authorities have drawn up plans to convert (성산) Seongsan High School into a national maritime high school. According to one of Jeju’s representatives at the National Assembly, the Ministry of Oceans and Fisheries will launch procedures to open a maritime school on the island in 2017. (김우남) Kim Wu-nam says the ministry is reviewing the budget for the project and other details this month. Officials are planning to issue advance notice of a revision to the Decree on the Establishment of National Maritime High Schools, subject the proposal to a thorough examination by the Cabinet council, and make the revised decree public next month. The provincial office of education submitted a number of documents in support of the project to the ministry last month. It handed in the results of a feasibility study, a conversion proposal, and a list of signatures of people supporting the plan.
