Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

The Assessment Committee decided to re-examine the project at the meeting on the 16th. The Committee explained that the reason due to the decision was made because they judged that the supplementary plan was not much different from the last proposal. A healthcare worker takes out a vaccine vial from the storage unit and checks it, and then prepares to inject it. Condition and expiration date of the vaccine are checked. Vaccines are ready. "백신 상태 확인했고 유효기간 확인했습니다. 불출 시작하겠습니다." The vaccination mock drill tests the planned operations in Seogwipo that will begin on April 22nd. The ID card is checked for registration, and doctors check the participants’ health and ask whether they have any underlying medical conditions before they proceed to a private booth to receive the injection. Healthcare workers, administrative personnel and fire fighters joined the drill, and the mock drill includes preparing the vaccine doses, administering the shot, and then checking people to see whether they experience any allergic reactions. Beginning next Thursday(April 22), the general public in Seogwipo will receive COVID-19 vaccines following Jeju City. Senior citizens over age 75, and those who are staying or working at residential facilities for seniors will be first vaccinated, and the vaccination plan will be determined by the number of supplied vaccines. The province said that they’re conducting a research to establish this system for monitoring and evaluating the quality of groundwater. This is expected to help expand regional monitoring according to pollution levels and help to review the standards for groundwater pollution by benchmarking cases from overseas.   • Initial selling prices for new apartments in Jeju City are reaching record prices. The province is an attempt to set the price cap on initial housing prices and ban the resale of purchase rights to prevent speculation. Todd Thacker reports. Report This is a 200-unit apartment complex under construction in a busy area of (연동) Yeon-dong, Jeju City. The initial price is between 26 million and 29 million won per 3.3 square meters. That’s a provincial record. The polarization of Jeju apartment prices has intensified. Some 1,200 units in Jeju are empty, while apartment prices in (연동) Yeon-dong and (노형동) Nohyeong-dong skyrocket. Prices in surrounding areas are also affected by this phenomenon. The homeownership dreams of Jeju’s middle class are rapidly evaporating as real estate speculators fuel soaring house prices. The province is again looking at legislative options to curtail speculation and stabilize local housing prices. It is seeking help from Seoul through an amendment to the Jeju Special Act to set price caps on newly built dwellings and to ban the resale of purchase rights. The province is considering making a request to the Ministry of Land, Infrastructure, and Transport to designate Jeju an Overheated Speculation District and Speculation Monitoring Area. These are zones where strict mortgage loan regulations and higher real estate tax rates are applied. Meanwhile, the province is planning to control regions in which initial apartment prices are set relatively high to slow soaring home prices in the short term. The province is also introducing a “one strike and you’re out” policy for violations that disrupt the local housing market. These include the illegal winning of apartment lottery contracts and false offerings for sale. Back in 2016, the province made a similar attempt to control the local real estate market through an amendment to the Jeju Special Act, but Seoul ultimately rejected the measure. Given that Jeju’s pricey house market is already rife with speculators, some say the latest provincial initiative is more like “closing the barn door after the horse has bolted.” Todd Thacker, KCTV
