Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Jeju records highest level of household debt across nation Debt reaches 15.4 trillion won, 9% increase from 2017 Jeju recorded the highest level of household debt across the nation last year despite a decline in demand for real estate. According to data released by the Jeju branch of the Bank of Korea, Jeju’s household debt reached 15.4 trillion won at the close of last year, 1.7 trillion won more than the corresponding total from 2017. The ratio of household debt to gross regional domestic product jumped from 76.3 percent in 2017 to 85.7 percent last year, the highest level across the nation. Loan debt per household also saw an increase, ending last year at 62.6 million won per home, taking third place after Seoul and Sejong City. The increasing rate of household debt, however, has slowed down after peaking in the second half of 2016, and is actually lower than the first half of 2014, right before debts began to surge. The green sea turtle is registered as a globally endangered species. The researchers found a plastic bag in the stomach of the animal, soon followed by a plastic label and some fishing net. This is the first time that plastic waste has been found in an official necropsy of a green sea turtle living in Jeju waters. [slug] 9 research institutes collaborating on the investigation Nine research institutes, including the Marine Biodiversity Institute of Korea and the National Institute of Ecology, have been collaborating to identify the cause of the animal's death since last year. [slug] Plastic particles found in 60% of dead turtles They have carried out necropsies on 38 dead turtles. Plastic particles were found in 23 animals, or 60 percent of them. Novelist Hyeon Ki-young awarded 4.3 Peace Prize Made contributions to exposing cover-up, promote healing Novelist Hyeon Ki-young (현기영) has been awarded Jeju’s third annual April Third Peace Prize. Hyeon Ki-young is a native of Jeju Island and the author of “Uncle Suni (순이삼촌),” which was inspired by the Bukchon-ri (북촌리) massacre of 1978. The social activist and novelist has been heavily involved in raising awareness of the April Third Incident by exposing violations committed by the government, and working to preserve the memory of the incident. He has also made significant contributions to the promotion of peace and healing. The Peace Prize award ceremony will be held at the Jeju KAL Hotel on April 1st. 제3회 제주 4·3 평화상에 현기영 소설가 제3회 제주 4·3 평화상 수상자에 소설가 현기영 선생이 선정됐습니다. 제주 4·3 평화상위원회는 최근 회의를 개최해 이 같이 결정했습니다. 현기영 선생은 제주 출신으로 지난 1978년 북촌리 대학살을 다룬 작품, '순이삼촌'을 발표하면서 국가폭력의 실상을 폭로하고 진상규명의 필요성과 치유, 추모의 당위성을 널리 확산하는 등 4.3의 해결을 위해 노력한 공로를 인정받았습니다. 시상식은 다음달 1일 제주칼호텔에서 열릴 예정입니다.

Kyushu Olle celebrates 7th anniversary Over 450K visitors since inception in 2012 Kyushu Olle Trail in Japan, a sister network to Jeju Olle, is celebrating both its’ 7th anniversary and a record number of visitors. Kyushu Olle launched in February 2012 with the establishment of the Dakeo Trail, and has recently inaugurated their 22nd trail. The Jeju Olle Corporation has assessed that over 455,000 hikers have traveled the trails since its’ opening. Of the total, an estimated 300,000 hikers were from Korea alone. The Kyushu trails are seen to be especially popular with Korean citizens due to the close proximity to Korea and convenient travel routes. Jeju Olle has two other sister networks abroad: the Mongol Olle and Miyagi Olle in Japan. 日 규슈올레 개장 7년…누적 방문객 45만명 제주올레의 자매 길인 일본 규슈올레가 개장 7년째를 맞은 가운데 누적 방문객이 45만 명을 넘어섰습니다. 사단법인 제주올레에 따르면 2012년 2월 다케오 코스가 개장한 이후 최근 22번째 코스가 개장하기까지 누적 방문객은 45만 5천명으로 집계됐습니다. 이 가운데 한국인은 약 30만명으로 규슈올레가 한국과 가깝고 교통망도 편리하기 때문으로 제주올레 측은 보고 있습니다. 제주올레는 규슈올레 외에도 몽골올레와 일본 미야기올레 등 해외 자매의 길을 넓혀가고 있습니다.

JNU on shortlist for new College of Pharmacy MOE to make final selection by end of March Jeju National University has been included in the Ministry of Education’s candidate list for the establishment of a College of Pharmacy. The Ministry has shortlisted JNU, Chonbuk (전북) National University and Hallym University as candidates for the new college. The three universities were selected from a group of 12, from which the ministry made a decision based on factors such as the recruitment rate for enrolled students and the operational plans for the pharmaceutical college. The Ministry will conduct the final round of inspections with an on-site visit. The approved university, along with the determined student quota, will be announced at the end of March. 약학대학 신설 후보대학에 '제주대' 포함 내년 약학대학 신설 후보대학에 제주대학교가 포함됐습니다. 교육부는 1차 신청 대상인 전국 12개 대학교 가운데 재학생 충원률과 약대 운영계획 등을 심사해 제주대학교와 전북대, 한림대 등 세 곳을 후보 대학으로 선정했습니다. 교육부는 곧 학교 현장을 찾아 2차 심사를 진행하며, 1,2차 심사 결과를 종합해 이달 말에 약대를 신설할 대학과 배정인원을 발표합니다.

Bijarim Forest Road expansion to resume after 7 month suspension Cedar grove will be preserved, used as walking trail The Bijarim Forest Road expansion project was suspended seven months ago due to controversies over environmental damage, but plans have been made to resume the project. The cedar grove will be preserved and redesigned as a walking trail for the public. It will serve as a median strip for a two-lane road that will be built on the surrounding farmland. The expansion work is slated to begin on Wednesday along the 2.9 kilometer stretch of road between Daecheon (대천) Intersection and Songdang (송당). It is scheduled to be completed by June 2021 with a budget of 15 billion won. 비자림로 확장공사 7개월만에 재개 경관 훼손 논란으로 중단됐던 비자림로에 대한 확장공사가 7개월만에 재개됩니다. 제주특별자치도는 20일부터 대천 교차로에서 송당을 잇는 2.9KM 구간에 대한 확장공사를 3개 구간으로 나눠 진행합니다. 특히 기존 삼나무 수림을 그대로 유지하면서 목장부지를 활용해 2차로를 신설하며 중앙분리대 역할을 하게 될 기준도로의 삼나무 수림은 도민과 관광객이 자유롭게 다닐 수 있도록 야자수 매트 숲길로 조성됩니다. 이번 공사는 오는 2021년 6월까지 사업비 150억원을 투입해 진행됩니다.

  • Public parks that have been delayed for over a decade are finally beginning to see the light. The province plans to begin land purchases next month, at the earliest. However, price negotiations between the province and land owners are expected to be tough. If negotiations fail, the province is considering expropriation of land as a final measure. Joseph Kim reports. [slug] 43 park creation plans to be canceled if land is not purchased Plans to build 43 parks in urban areas have long been delayed for over ten years. The 43 parks have been planned to sit on 7 million square meters of land in total. That is 14 times the area of (우도) Udo Island. If the province doesn't purchase the land for the parks by July of next year, the plans which are subject to the sunset law will be revoked. The province is planning to purchase land of 680 square meters for 39 new parks by 2023. [slug] Province to buy land for 9 new parks this year This year, land purchases for nine parks including ones in (사라봉) Sarabong and (남조봉) Namjobong oreum will be completed. Compensation expenses of 73 billion won are allocated for the acquisition. [slug] Negotiations begin in April Jeju City has announced its compensation plans and commissioned an appraisal institute to assess the land value. It will begin proceedings for the compensation beginning next month at the earliest. Recording Representative, Jeju City We've surveyed the land, gained entry into the private land and announced the compensation plans. For parks larger than 100,000 square meters, a consultative body that allows for landowners participation should be organized. [slug] Negotiations for compensation expected to be tough The planned sites include hundreds of plots, and landowners have different needs and expectations. [slug] Negotiations to be tougher for low-lying land and land near roads Especially, owners of low-lying plots and land adjacent to roads would not likely sell their properties. Recording Landowner In the past, the city appraised the value of the land at 2,000 to 3,000 won per 3.3㎡. This is grossly underestimated. I won't sell my properties for that price. <씽크:토지주> "(가격이) 적당하면 팔지만 시청에서 제시하는 가격만 준다고 하는데 옛날도 보면 2천원, 3천원 했어. 평균, 이 지역의 가격으로 보상해주면.. 그런데 그 돈 받아서 뭐해?" Landowners are requesting to increase the compensation prices or to cancel the park creation plans. [slug] Province considers expropriation If negotiations fail, the province will consider expropriation of the land. However, expropriation would cause even greater opposition from landowners whose property rights have been restricted for more than a decade. Apartment prices drop for first time in 5 years Prices see a decline of 2.49% compared to last year The Ministry of Land, Infrastructure, and Transport has announced that as of January 1st of this year, the prices of apartments in Jeju have dropped 2.49% compared to the same time last year. This is the first time apartment values have seen a decrease since 2014, when prices dropped temporarily. The ministry attributes the drop to the slowing rate of population growth and to the sluggish tourism industry. 제주지역 공동주택 공시가격 2.49% 하락 올해 제주지역 공동주택 공시가격이 작년에 비해 하락했습니다. 국토교통부가 발표한 올해 1월 1일 기준 전국 공동주택 공시가격 안에 따르면 제주지역은 지난해에 비해 2.49% 하락했습니다. 제주지역 공동주택 공시가격이 하락한 것은 일시적으로 하락현상을 보였던 지난 2014년 이후 5년 만입니다. 국토부는 하락 요인으로 인구 유입 증가의 주춤과 지역 내 관광산업 둔화 등을 꼽았습니다.
