Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Suspicions Linger over Greenland
  • The province has released the business plans submitted by the Greenland International Hospital. The documents clearly state that the scope of patients the hospital would serve is limited to non-Koreans. However, crucial information on investment is still missing. Mike Laidman reports. The Greenland International Hospital was approved last year as the nation's first for-profit hospital on the condition that the scope of patients that the hospital can treat is limited to non-Koreans. The hospital filed an administrative suit against the province for the limitation. [slug] Jeju approved hospital on condition, Greenland files suit Whether or not the limitation is lawful is the major issue, with the plaintiff arguing that it is not. [slug] Legal issue: limiting who can be treated As demand for release of the hospital's business plan grew, the province has now made it public following a court ruling. The business plans clearly limit the scope of the patients that the hospital can treat to foreign travelers. In particular, Chinese and Japanese tourists are the major target market for the hospital, with Korean patients not included. The documents say that the hospital will only clinics that don't burden the national health insurance system. It will not stress the country’s public medical system as its market is limited to non-Koreans. [slug] Greenland's business plans: 100% owned by Greenland The plan also stated that Greenland would own 100 percent of shares, and that Chinese and Japanese companies that have experience in the field of medical business would participate in the for-profit hospital's business without holding any shares themselves. [slug] Other companies owned shares back in 2015 [slug] Korean hospital has partnered with Japanese and Chinese companies However, these Chinese and Japanese companies previously owned 5.6 percent and 1.8 percent of shares, respectively, back in 2015. And notably, a Korean hospital has joined these companies. Jeju produce found to have low level of pesticides and metals Research institute examines over 400 varieties Agricultural products from Jeju have been proven to be safe from pesticide residue and harmful heavy metals. The Jeju Research Institute of Public Health & Environment has examined 400 different varieties of produce for pesticide residue. The results have shown that all but one showed levels that fall below legal standards. Of the 230 that were tested for heavy metals, such as lead and cadmium, all were found to be below the acceptable level. 제주 유통농산물 잔류농약·중금속 안전 제주에서 유통되는 농산물이 잔류 농약과 유해 중금속 물질로부터 비교적 안전한 것으로 나타났습니다. 제주보건환경연구원이 도내 유통 농산물 400 여 종을 대상으로 잔류 농약을 검사한 결과 채소류 1건을 제외하고 모두 허용기준을 밑돌았습니다. 납과 카드뮴 등 중금속 검사를 받은 농산물 230여 종도 모두 허용 기준을 넘지 않았습니다.

After school English programs allowed for 1st and 2nd grade Disadvantaged middle and high schools will also benefit The National Assembly passed an amendment to the public education normalization law on Wednesday, allowing after school English programs to be offered to first and second grade elementary school students. It was previously denied last year by the Legislation and Judiciary Committee. It also allows after school programs to operate in middle schools and high schools in agricultural and fishing villages, as well as those in low-income areas. Classes will be offered every day to these schools. The amendment is valid through February 28th of 2025. 초등 1·2 '방과후 영어수업' 허용 (번역가) 초등학교 1·2학년 학생들을 대상으로 한 방과후 영어수업이 다시 허용됩니다. 국회는 13일 본회의에서 이같은 내용을 골자로 한 공교육 정상화법 개정안을 통과시켰습니다. 개정안은 초등학교 1·2학년의 방과후 영어수업은 선행학습금지법 대상에서 제외했습니다. 이번 개정안에는 농산어촌과 도시 저소득층 밀집지역에 소재한 중고교 및 고교 휴업일에 한해 2025년 2월28일까지 방과후 학교를 통한 선행교육을 허용하는 내용도 포함됐다. 초등 1ㆍ2학년 방과후 영어 수업을 허용하는 공교육정상화법은 지난해 법개정이 추진됐지만 법사위 의결에서 무산됐었습니다.

To mark the 71st anniversary of the incident, the Jeju April 3rd national committee surveyed about 2,000 students across the nation starting January last year. The survey showed that 23 percent of respondents claimed to have no knowledge about the incident and 19% had very little knowledge. It also showed that 12 percent of respondents had a distorted perception of the incident. The committee added that giving seminars around the country contributed to increasing awareness and emphasized the need for continued classes. "국민 10명 중 4명 '4·3' 잘 모른다" 우리나라 국민 10명 가운데 4명 정도는 제주4.3을 잘 알지 못하고 있다는 조사 결과가 나왔습니다. 제주4.3범국민위원회가 4.3 71주년을 맞아 지난해 1월부터 전국 학교와 시민단체에서 강의 수강생 2천여 명을 대상으로 설문 조사한 결과 응답자의 42%가 4.3에 대한 구체적인 내용을 알지 못한다고 응답했습니다. 특히 4.3의 성격에 대해 질문한 결과 12% 정도가 왜곡된 인식을 가진 것으로 조사됐습니다. 범국민위원회는 다른지역에서 진행한 강의가 4.3을 전국화하는 데 기여한 것으로 보인다며 지속적인 강의 필요성을 남겼습니다.

The governor met with Hong Young-pyo (홍영표), the floor leader of the Democratic Party of Korea, and Na Gyeong-won (나경원), the leader of the Liberty Korea Party to ask for a speedy revision to the special law. They answered that they will give it priority to resolve the issue quickly. Domestic airlines planned to operate Boeing 737 Max 8 114 aircraft were to be adopted by four airlines Lawmaker Hong Chul-ho (홍철호) of the National Assembly has confirmed that four domestic airlines had planned to operate a combined total of 114 Boeing 737 Max 8s starting April of this year through the year 2027. The Max 8 has been in hot waters since being involved in 2 deadly crashes within the past 6 months. The four airlines include Jeju Air with the largest number of Max 8s at 56, Korean Air with 30, followed by Eastar Jet at 18. T'way Air came in fourth, with a plan to purchase 10 of the controversial aircraft. Eastar Jet has already purchased their Max 8s, but has decided to ground the planes due to the current safety concerns. 제주항공, 안전문제 '보잉 737' 도입 논란 제주항공이 최근 안전성 문제로 운항이 중단된 보잉 737 맥스 8 항공기 50여대를 도입하려 했던 것으로 확인됐습니다. 국회 홍철호 의원에 따르면 국내 항공사 4 곳은 2027년까지 해당 항공기 114대를 도입할 계획이었습니다. 항공사별로는 제주항공이 56대로 가장 많고 대한항공 30대, 이스타항공 18대, 티웨이항공 10대 순이었습니다. 한편 이미 해당 항공기를 도입한 이스타항공은 기체 결함 우려로 운항 중단을 결정했습니다.

Public bus strike called off Successful negotiations include salary hike, benefits Trilateral negotiations between the provincial government, bus company and employees have resulted in an agreement. The planned strike by bus drivers has been withdrawn. Negotiations took place at the Labor Welfare Center in Jeju-si. The official signed agreement was made on Tuesday night. The agreement includes an increase of 1.9% in salary. It will retroactively take effect beginning January. Benefits for drivers with clean accident records were also included, along with educational allowances. The agreement allows an extra day of paid leave as well as a rest area and bathroom at the last stop of every route. According to the revised Labor Standards Act flexible work schedules will be introduced in July to limit works hours to 52 hours a week. 제주 버스 노사정 극적 합의…"파업 철회" 제주특별자치도와 버스 회사 노사간 협상이 타결돼 예고됐던 파업은 철회됐습니다. 제주특별자치도는 어젯밤(12일) 늦게 제주시 근로자 종합복지관에서 노사측과 합의안을 도출해 서명했습니다. 주요내용을 보면 임금인상률은 인건비 총액 기준으로 1.9%로 조정하고 올해 1월분부터 소급적용하기로 했습니다. 또 친절무사고 수당과 교육수당 지급, 유급휴가 하루 추가, 노선 종점지에 휴게시설과 화장실 설치를 합의했습니다. 특히 근로기준법 개정에 따라 오는 7월부터 시행되는 주52시간 제도와 관련해 탄력근로제를 도입하기로 했습니다.

  • This week on Jeju: A to Z, Todd Thacker takes a brief look at Chujado Island, a Jeju township and remote group of small islands some 50 kilometers north of Jeju. Here’s the story. [Slug CG] Chujado Island made up of 42 islands Chujado Island is an archipelago of four inhabited islands and 38 other smaller islets totalling 7 square kilometers. It is home to about 1,900 residents of Chuja-myeon, Jeju City. The predominant source of employment is in the fishing industry. There is an abundance of yellow corvina, hairtail and squid which thrive there. During the day, the haenyeo, or Jeju diving women, pluck urchin and octopus from the sea floor. [Slug CG] Ferry to Chuja runs from Jeju Port 2x a day The ferry to and from Jeju Port runs twice a day, so some pre-planning is required if you visit. Keep in mind that poor weather may lead to delays or cancelled sailings. And while this may make Chujado Island relatively difficult to reach, it still has a great number of attractions. Fishing enthusiasts, hikers, bird watchers, and photographers all come looking for a unique getaway destination. There are beautiful views of the mainland and, if the weather is good, Jejudo Island can sometimes be seen to the south. A 24-meter-tall lighthouse also dominates the island’s skyline and is a popular tourist attraction. [Slug CG] Jeju Olle Trail 18-1 takes 8 to 9 hours to complete Chujado got its own Jeju Olle Walking Trail ? No. 18-1 ? in June 2010. It is a challenging 17.7-km course with many elevation changes. Since it takes 8 to 9 hours to complete, if you do choose to walk 18-1 in its entirety, you may have to stay overnight. [Slug CG] Todd Thacker There are some lodging facilities like small pensions on the island which overall can accommodate a few hundred visitors. There are also four campgrounds available if you’re an outdoorsy type. Farmers face harsher penalties for illegal disposal of manure City of Jeju will suspend farms in violation of law The City of Jeju will be handing down harsher administrative punishments to livestock farmers who illegally dispose of livestock manure. These actions will take place in order to prevent further groundwater pollution. The current penalty for the illegal disposal of livestock manure is a monetary fine, but for future violations, the City is prepared to immdiately suspend operation in addition to more severe penalties. Four businesses were penalized in 2018 with a combined fine of 140 million won, and just this year, two businesses have been fined a total of 29.8 million won. 가축분뇨 불법 배출하면 영업 정지 가축분뇨를 불법 배출한 축산농가에 대한 행정처분이 대폭 강화됩니다. 제주시는 지금까지 가축분뇨를 적정하게 처리하지 않은 농가에 대해 대부분 과징금을 처분했었지만 앞으로 사용중지 이상의 처분을 내리기로 했습니다. 축산농가에 경각심은 물론 지하수 오염을 예방하기 위한 차원입니다. 제주시는 지난해 축산분뇨를 무단 배출한 4군데 농가에 대해 과징금 1억 4천만원을, 올해도 2곳에 2천 980만원을 부과했습니다.
