Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

A committee formed to promote the normalization of operations in the Healthcare Town, where the hospital is located, held a press conference Tuesday. Its 30-something members, including Seogwipo residents, expressed their support for the opening of the hospital. Committee representatives said they view the issue as a matter affecting employment and the livelihood of Seogwipo residents. They therefore applaud the decision to open the hospital. Members said they had worried that the Healthcare Town would remain nothing more than a ghost town, but that the decision to allow Greenland International to open renews the hopes of area residents. The chairman of the public opinion research committee for the nation’s first for-profit hospital says he strongly disagrees with the decision to allow the opening of Greenland International Hospital despite his committee’s findings that most locals oppose it. (허용진) Heo Yong-jin argues that the governor’s decision effectively incapacitates the committee, and that the planned white paper on the issue will not be published. In his message to other committee members he also said the committee will soon be dissolved. 영리병원 공론조사 백서 발간 '무산' 전국 지자체 가운데 처음 추진된 공론조사 과정을 담은 백서 발간이 무산됐습니다. 녹지국제병원 숙의형 공론조사위원회 허용진 위원장은 영리병원 불허 권고에도 허가 결정을 내려 공론조사위원회를 무력화 한 것에 대해 유감을 표하며 당초 계획했던 백서를 발간하지 않기로 결정했다고 밝혔습니다. 허 위원장은 이 같은 내용의 메시지를 공론조사 위원들에게 전달했고 조만간 위원회도 해산할 예정이라고 덧붙혔습니다.

  • Experts argue that one of the problems with the local economy is that too much money leaves the island and is sent elsewhere in the country. Here’s Mike Laidman to explain. -----------C.G------------------------- It was 72.7 billion won that flowed from Jeju Province to other parts of Korea in 2016, from both personal and business sources. Among the nation’s collection of 16 provinces and special cities, 9 regions are losing their income to others. The largest outflow of capital is to Seoul and (경기) Gyeonggi Province. -----------C.G------------------------- Local banks see much the same story when savings and loans are compared. ------C.G------------------------------------- The amount of savings is gradually decreasing, while the amount of loans is seeing a much sharper increase. Last year, the total amount of loans exceeded the total amount of savings at local banks. ------C.G------------------------------------- This means that money isn’t circulating throughout Jeju, but is instead flowing out to the mainland. [slug] Money flows to businesses headquartered in Seoul Experts discovered that money earned on the island flows mainly to big supermarkets and hotels headquartered in Seoul. Also of note is that a considerable amount of money goes to other regions through big construction companies. Experts are pointing out that this money outflow is accelerating as an increasing number of local consumers spend money at big shopping malls on the mainland. [slug] ‘More spending needed at local businesses’ Specialists say that spending at local businesses must be boosted. For this to be accomplished, businesses that expand to Jeju must be registered at the tax authority here. GG Auction, which analyzes court auctions, says there were 68 in Jeju last month. That’s over 100 fewer than in the previous month. Only 19 resulted in a transaction, leading to a successful bid ratio of 57.6 percent. That’s 25.7 percentage points lower than the figure from October. 지난달 제주 토지 경매 크게 줄어 제주지역 토지 경매 진행건수가 한달 사이 크게 줄어들었습니다. 법원경매 전문분석센터 지지옥션에 따르면 지난달 제주 토지 경매는 68건으로 전달보다 100건 가량 줄어들었습니다. 이 가운데 낙찰된 건은 19건으로 낙찰가율은 전달보다 25.7%p 하락한 57.6%를 기록했습니다.

According to the poll on the public perception of the incident, 78.8 percent of citizens said they knew about it. That’s more than the figures for the No Gun Ri Massacre and the Yeosu-Suncheon Rebellion. 54 percent of respondents categorized the April 3rd Incident as a massacre, 9.4 percent said it was a riot, and 7.7 percent termed it a resistance movement. The April 3rd Peace Foundation hired Gallup Korea to perform the survey. It questioned 1,505 men and women aged 19 and older by telephone on November 19th and 20th. It had a response rate of 13 percent and a confidence level of 95 percent with a margin of error of plus or minus 2.5 percentage points. "국민 70% '4·3' 인식…양민 학살" 국민 10명 가운데 7명은 제주 4.3사건을 알고 있는 것으로 조사됐습니다. 4.3 70주년 전국민 제주4.3 인식조사 결과에 따르면 한국 현대사 주요 사건 가운데 제주 4.3 사건에 대한 국민 인지도는 78.7%로 노근리 양민학살사건과 여순사건 보다 높았습니다. 제주 4.3 사건 성격에 대해 응답자의 54%가 양민학살이라고 답했고 폭동은 9.4%, 항쟁은 7.7% 순이었습니다. 이번 조사는 4.3 평화재단이 한국갤럽조사연구소에 의뢰해 지난달 19일부터 20일까지 이틀 동안 전국 만 19살 이상 남녀 1천 505명을 대상으로 전화조사 방식으로 진행됐으며 응답률은 13%, 표본오차는 95% 신뢰수준에 플러스마이너스 2.5% 포인트입니다.

Jeju Peasants League seeks reversal of hospital decision ‘Unconstitutional for hospital to deny treatment to Korean citizens’ In related news, the Jeju office of the Korean Peasants League released a statement Monday insisting that the approval for Greenland International Hospital be revoked. The group argued that the opening of a for-profit hospital will polarize medical treatment and lead to a surge in medical costs. That, it said, would further burden farmers, who are often plagued with debt and disease. The office also argued that it was unconstitutional for the government to authorize a hospital at which Korean citizens are barred from treatment. Finally, the group said the government should improve the public medical care system so that all citizens can enjoy the benefits of free medical care. 농민단체, "영리병원 설립 허가 철회해야" 전국농민회총연맹 제주도연맹이 10일 성명을 내고 제주도의 영리병원 설립허가 결정을 철회하라고 촉구했습니다. 이들은 영리병원이 결국 진료 양극화와 의료비 폭등을 불러일으킬 것이라며 빚과 병에 시달리는 농민들이 치료비를 걱정해야 할 것이라고 주장했습니다. 또 자국민이 진료 받을 수 없는 병원을 국가가 허가하는 것은 위헌 행위라며 온국민이 무상의료를 받을 수 있도록 공공의료를 강화하라고 덧붙였습니다.

Public petition against Greenland International Hospital 14,000+ oppose Jeju governor’s decision allowing hospital to open Thousands of people have so far signed an online petition at the presidential Blue House to force Governor Won Heeryong to reverse his decision to conditionally approve the opening of the nation’s first for-profit hospital. The petition was posted December fourth and 14,000 Korean citizens and counting have added their names to the list. The appeal states that President Moon Jae-in had promised not to implement any policies allowing for-profit hospitals. It argues that he should therefore force the Jeju governor to revoke his decision regarding Greenland International Hospital. The backlash to the governor’s decision continues to grow as more sign this and similar petitions. "영리병원 불허" 청와대 국민청원 잇따라 원희룡 제주도지사가 녹지국제병원을 조건부로 개원 허가한 가운데 개원을 불허해야 한다는 청와대 국민청원이 잇따르고 있습니다. 원 지사가 제주도민의 공론조사로 결정한 영리병원 불허 결정을 따르도록 해달라는 국민청원은 지난 4일 게시된 이후 지금까지 만 4천명 넘는 국민이 동의했습니다. 청원인은 게시글에서 문재인 대통령이 의료영리화 정책을 추진하지 않겠다고 약속한 만큼 원 지사가 불허 결정을 발표하도록 나서달라고 요구했습니다. 이 밖에도 영리병원에 대한 찬성과 반대 의견을 담은 국민청원이 계속되며 파장이 계속 확산하고 있습니다.

  • Winter is definitely upon us. And while the cold may be uncomfortable and annoying to many, it’s much more of a serious problem to those living at the edge of society. Joseph Kim reports. [slug] Ora-dong, Jeju City In a shabby container with layers of plastic around to fend off the cold air, Mr. (강갑동) Gang Gap-dong who has a leg disability, has lived for 7 years alone. [slug] Elderly man living alone vulnerable to extreme weather Following last summer’s painful scorching heats, he now has to be worried about the coming cold spell. He covered the windows with plastic insulation and placed five layers of blankets on the floor. But the cold air doesn’t go away. INTERVIEW Gang Gap-dong / Ora-dong, Jeju City I covered the door with plastic insulation. It’s too cold. I place a bowl to collect the condensed water drops. <인터뷰 : 강갑동 / 제주시 오라동> “저 문도 다 (단열재로) 덮어놨는데 추워. 습기가 차서 물이 뚝뚝 떨어지면 양푼이 갖다놓고 그래 매일." Ms. (강화자) Gang Hwa-ja in her sixties is also scared of the coming winter weather. [slug] Elderly woman has lived in a container for 10 years An electric blanket is the only thing she can rely on in the cold weather living in a steel container. Over the last 10 years, she is heavily clothed in winter instead of turning on the heating pad for concerns of high electricity bills. [slug] Lack of basic fire extinguishing equipment The place is vulnerable to cold and fire, but there are no basic fire extinguishing facilities. A prefabricated toilet standing next to the container collapsed in a storm last summer, which makes her life tougher. INTERVIEW Gang Hwa-ja / Ora-dong, Jeju City I cannot even stick my head out because it’s too cold. I can’t afford to heat the place. <인터뷰 : 강화자 / 제주시 오라동> “겨울에는 얼굴을 내놓지 못해 추우니까. 다 갖춰놓고 무슨 복으로 살겠어….” The underprivileged neighbors struggle living on the basic allowance from the government and relief supplies. [slug] 42 containers, greenhouses registered as homes in Jeju There are 42 households in containers or greenhouses on the island. [slug] No data on people living in flophouses, basements However, the island doesn’t have data on dwellers in flophouses and basements. Research is urgently needed to understand the poor and disadvantaged, and improve their living conditions. INTERVIEW Yang Eun-suk / Welfare Resource Management Team, Jeju City The government cannot provide housing to the underprivileged, but we do regular checks of the residential environment.
