As illegal fishing by Chinese vessels persists near Jeju, President Lee Jae Myung is calling for stricter action.
The government will raise the bond for unauthorized boats to 1.5 billion won , five times higher, aiming to deter repeat violations.

The vessel had switched off its tracking system and slipped into South Korean waters before being intercepted.
It was operating as part of a ten-ship fleet, but the other nine managed to flee back to Chinese waters.
A 300 million won bond was imposed on the unlicensed vessel.

In Jeju, more than 50 illegal fishing vessels have been caught over the past five years, with approximately 6 billion won in bonds imposed.

However, as fleets have expanded, concerns have been raised that the required bond amount is too small relative to the profits, diminishing their punitive effect. In response, President Lee Jae Myung has ordered stronger measures.

As a follow-up measure, the Coast Guard and the Ministry of Oceans and Fisheries will raise the bond ? effectively a financial penalty ? for unlicensed Chinese vessels from a maximum of 300 million won to 1.5 billion won.

In Jeju, unlicensed vessels accounted for nearly 30 percent of illegal fishing cases. Raising the bond to 1.5 billion won is expected to significantly strengthen its deterrent effect.

The government also plans to toughen economic sanctions and hand detained vessels over to the Chinese Coast Guard to ensure they face punishment in China as well.

Authorities will also seek to amend the Korea?China fisheries agreement to explicitly ban secret fish holds designed to hide true catch volumes.

위치식별장치를 끄고 우리 해역으로 몰래 들어왔다가

무허가 어선에게는 담보금 3억 원이 부과됐습니다.

후속 대책으로 해경과 해수부는
무허가 중국 어선에 매기는 벌금 성격의 '담보금'을
최대 3억 원에서
15억원까지 다섯 배 높이기로 했습니다.

특히 제주는 불법 조업 유형 가운데
무허가 어선 비중이 30% 가까이 차지하고 있는 만큼
담보금을 15억까지 올리면 징벌 효과도 클 것으로 보입니다.

적발 어선은
중국 해경에 인계해 중국에서도 처벌받게 하고
어획량을 속이기 위한 비밀어창 설치를 금지하도록
한중 어업 협정에 관련 규정을 명시하는 방안도 협의할 계획입니다.
