Jeju has become the first region in the country to introduce “climate insurance” to support daily construction workers during extreme weather conditions.
However, without mandatory standards, the program has struggled to work effectively at actual worksites. Todd Thacker reports.

For those spending long hours outdoors, this kind of extreme temperature poses a serious health risk.

When it gets really hot, we take a break every two hours. I’m a daily worker, so I don’t work at this particular site all the time. Conditions vary from one site to another.

If the heat becomes too dangerous and forces a shutdown, day laborers immediately lose their income.
To soften the blow, Jeju has introduced the nation’s first "climate insurance", a financial safety net designed specifically for these workers.

Here is how it works. The insurance applies to government-commissioned public projects worth at least 100 million won. If a heat-wave warning is issued before 1 p.m. and work is suspended, laborers can apply for lost wages.
The program pays 17,210 won an hour for up to four hours of lost afternoon work. The province has secured one billion won to fund the initiative over three years, expecting it to benefit around 5,000 daily construction workers.

But the reality is falling short. Even with relentless heat-wave warnings since the end of the monsoon season, only a single worker had applied by August 11th.
The problem lies in eligibility requirements that do not match conditions on the ground.

Under the current rules, the government department in charge of the project must officially order the site to shut down.
But because these suspension orders are not mandatory, work was halted at just one out of roughly 360 eligible construction sites.

Provincial officials say the program is still in its infancy. Moving forward, they plan to boost awareness, improve cooperation with project managers, and revise the eligibility rules to better reflect actual working conditions.

일당제 일용직 근로자들은 당장 생계에 차질이 생길 수 밖에 없습니다.

일용직 근로자를 지원하는 기후 보험이
전국에서 처음으로 도입돼 시행되고 있습니다.
지자체가 발주한 1억 원 이상 공공 공사장에서
오후 1시 이전 폭염경보가 발효되고
이로 인해 현장 작업이 중단되면
일용직 노동자이
소득 상실분을 신청할 수 있습니다.
오후 최대 4시간 동안
시간당 1만 7천 210원의 보험금을 지급하는 구조로
3년 동안
10억 원의 재원까지 확보했습니다.

하지만 마른 장마가 끝나고
연일 폭염경보가 발효되는 상황에서도
실제로 보험을 신청한 근로자는 단 한 명에 불과했습니다.
문제는 현실과 떨어진 적용 방식에 있습니다.

강제성이 없다 보니
작업이 중단된 사업장은
전체 360여 곳 가운데 한 곳에 그쳤습니다.
제주도는 도입 초기인 만큼 제도 홍보를 강화하고
현장 실정에 맞게 적용 기준을 보완하겠다고 밝혔습니다.
