Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

In its latest report on island newcomers, the bank says the booming tourism industry and the opening of new international schools will continue to draw more people to Jeju. But the growth rate of people moving here will likely slow down because of the island’s soaring real estate prices. The report also says that the main contributing factor to Jeju’s population growth is the relocation of companies to the island. It argues that the growth is limited to factors at Jeju’s Global Education City and Innovation City. "주택가격 폭등…순유입인구 증가세 둔화" 도내 순유입인구 증가세가 내년을 기점으로 둔화될 것이라는 전망이 나왔습니다. 한국은행 제주본부가 발표한 '제주지역 유입인구와 대응과제'에 따르면 관광산업의 호조와 국제학교 추가 개교 등으로 당분간 도내 유입인구가 꾸준히 늘어나지만 주택가격 폭등에 따른 거주 비용 부담으로 증가세는 둔화될 전망입니다. 또 혁신도시와 영어교육도시 등은 이동 규모가 한정적인 만큼 기업 유치가 인구 유입에 영향을 미칠 것으로 분석했습니다.

From Tuesday, the number 600 bus began making 127 runs a day. It had been making 108. The interval between buses during the daytime has been cut from 19 minutes to 15. The intervals are longer at night, but the bus makes an additional run at 10:25 p.m. before its final route, which leaves the airport at 10:50. 내일부터 서귀포행 공항리무진 증편 이용객 증가에 따라 제주공항과 서귀포칼호텔을 오가는 600번 공항리무진 버스가 증편됩니다. 제주특별자치도는 내일(21일)부터 600번 버스의 운행횟수를 하루 108회에서 127회로 늘려 중전 19분내외였던 운행간격을 15분내외로 단축하기로 했습니다. 또, 심야 이용객 편의를 위해 막차 시간인 밤 10시 50분에 앞서 10시 25분 출발편 버스를 추가 투입하기로 했습니다.

  • Province proposes cap on number of rental cars Number of vehicles has doubled in last 6 years Authorities want to cap the total number of rental cars in Jeju. The provincial government says it added a clause to that effect in its proposal for the sixth revision of the Jeju Special Law. The move comes amid intensifying competition among car rental companies to lower prices as well as poor management by the firms, which experts say is tarnishing Jeju’s image. In 2010, there were 14,000 rental cars on the island. That figure has now doubled to over 28,000. Six years ago, there were 62 car rental companies; now there are 104. This year alone, 11 new firms opened up shop. '업체 난립' 렌터카 총량제 도입 추진 렌터카 업체 난립으로 인한 불편을 해소하기 위한 방안으로 '렌터카 총량제' 도입이 추진됩니다. 제주특별자치도에 따르면 이번 제주특별법 6단계 제도개선안에 자동차 대여사업 등록사무를 이양해 렌터카 총량제를 도입할 수 있는 근거를 포함했습니다. 업체 간 요금인하 경쟁으로 경영수지 악화는 물론 편법영업으로 제주관광 이미지가 훼손되고 있는데에 따른 조칩니다. 제주도내 렌터카 차량수는 지난 2010년 1만 4천여대에서 지금은 2만 8천여대로, 업체수 역시 2010년 62개에서 현재 104군데로 늘었으며 특히 올해만 하더라도 11개 업체가 신규로 렌터카 사업에 뛰어들었습니다.

The Jeju Provincial Tourism Association says the tally as of June 19th was 7-million-27-thousand. The island hit the seven-million mark 30 days earlier than last year, while arrivals are up 15 percent compared to the same time in 2015.   • A fleet of electric buses is expected to begin operating as early as next month in Seogwipo. Considered environmentally friendly, these E-buses emit no air pollutants and generate less noise, all while offering a smoother ride. As Joseph Kim now reports, though, there still are some issues to iron out. [slug] Mangjangpo battery replacement facility in Namweon-eup A bus arrives at the Mangjangpo bus stop in Namwon-eup, Seogwipo City. As soon as the bus stops, the roof of the bus opens and an apparatus begins the battery swap process. [slug] Automated system replaces battery The robotic mechanism extracts the drained battery from the bus and replaces it with a fresh one. A fully charged bus can go an average of 70km, and a maximum 80km in the right weather and road conditions. This electric bus introduced in Seogwipo is the first in the nation.   • “Limiting casino size is ‘double-regulating’” Professor argues against institution of new rule An academic expert says the proposed regulation of casino size in Jeju would be inappropriate. Professor (서원석) Seo Wonseok of Kyeonghee University made the comments Friday at the provincial office during a public hearing on the future of the local casino industry. He said that such regulation is unprecedented both at home and abroad, and that there is no objective basis for the restrictions. Seo also pointed out Jeju’s existing restrictions on the number of tourists allowed to use casinos, saying that imposing another rule would be a case of “double-regulating” gaming facilities.
