Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

They helped the 53 Vietnamese travelers to find work in Korea. [slug] 23 Vietnamese remain unaccounted for The employment brokers were caught, but the whereabouts of 23 out of a total of 59 travellers are still unknown. Furthermore, 26 Indonesian illegal immigrants who left their tour group about 4 months ago were also captured on the island. This is now raising serious questions about immigration control on Jeju. So far this year, some 1,000 foreign tourists have already disappeared. ------C.G out----------------- Border controls have been constantly questioned, but change is not forthcoming. Local police and coast guard officials are failing to liaise with the immigration office when it comes to dealing with illegal immigrants. [slug] Lack of oversight for tour groups As travel agencies and the immigration office do not readily share information, it is particularly difficult to quickly track down absent travelers. This state of affairs leaves immigration officials just sitting on their hands.   • Land sales tumble 25.8% in April Market appears to be stabilizing Island land transactions have dropped sharply as the real estate market shows signs of stabilizing. According to the provincial government… some 6,700 plots totalling around 7.8 million square meters of land were sold in April. In area, that represents a 25.8 percent drop from the previous month. The biggest decrease was in Namwon-eup where land transactions fell by 57.9 percent… followed by Pyoseon-myeon at 49.7 percent and Andeok-myeon at 36.7 percent. Local officials say they will continue to strengthen measures to curb real estate speculation.   • Land ministry says Jeju’s new airport to open in 2025 Demand projected to far outstrip current facility’s capacity by then National authorities say Jeju’s second airport will be up and running in 2025. Seoul on Tuesday announced its 5th Mid- to Long-Term Comprehensive Airport Development Plan. Jeju’s second airport will be built to better handle a spike in passenger traffic. The Ministry of Land, Infrastructure and Transport predicts that by 2025, passenger demand will surge to 41 million people a year. [Report] The rainy season may bring with it many inconveniences, but when it rains heavily, there is a place on Jeju that actually comes alive. [CG Slug] Eongtto Waterfall in Gangjeong-dong, Seogwipo This hidden gem is Eongtto (엉또) Waterfall, a sight in Seogwipo which is as rare as it is popular. Due to the geography of this area, the 50-meter cliff remains dry for most of the year. [CG Slug] Appears after 70 millimeters or more of rainfall The falls only appear if the area gets over 70 millimeters of rain over a relatively short period of time. And with the prolonged downpour, it can become an unforgettable marvel. The waterfall gets its name from a combination of words in the Jeju language. An eong is a cave no larger than a small hut. Tto means entrance. Together this hints at something small which stays hidden in the forest. [CG Slug] Accessible via Olle Trail 7-1 To get to the base of the waterfall, the easiest way is to take Olle walking trail 7-1 in the area of Wolsan (월산) village, Gangjeong-dong (강정동).   • 530 ‘Happy Housing’ units in Jeju Science Park by 2018 Rent to be 40% below market prices The government will build more than 500 so-called “Happy Housing” units in the Jeju Science Park by 2018. The Ministry of Land, Infrastructure and Transport says it chose the plot of land owned by the Jeju Free International City Development Center to build the public rentals. 530 units will be built. They will be specifically targeted at young people who are new to the workforce, newlyweds, university students, and employees of companies within the Jeju Science Park.   • Rare tree species blooms on Hallasan IUCN lists Korean fir as endangered A threatened tree species has started blooming on Hallasan Mountain. The National Institute of Forest Science’s Warm Temperate and Subtropical Forest Research Center says Korean firs have started blooming in the Witse Oreum area. Experts say they also expect the rare species to bloom around the mountain peak by early next week. The Korean fir is known for its colorful, and therefore unique, flowers. The International Union for Conservation of Nature and Natural Resources has listed it as an endangered species. 멸종우려 속 한라산 구상나무 '개화' 멸종위기종인 한라산의 구상나무의 꽃이 피기 시작해 관심을 모으고 있습니다. 국립산림과학원 난대.아열대산림연구소는 최근 한라산 윗세오름 일대에서 구상나무 꽃이 피기 시작하는 모습을 관찰했다고 밝혔습니다. 이같은 추세라면 다음주초쯤 한라산 정상일대에서도 구상나무 꽃이 필 것으로 예측했습니다. 구상나무는 다른 침엽수들과 달리 암꽃과 수꽃의 색깔이 화려하다는 특징을 갖고 있습니다. 현재 구상나무는 국제자연보전연맹으로부터 멸종위기종으로 지정받은 바 있습니다.

  • More farmers’ markets are cropping up on the island. Farmers sell directly to consumers, creating a win-win situation for all involved. Mike Balfour reports. [slug] Jejusi Forestry Cooperative’s farmers’ market This is a farmers’ market operated by the Jejusi Forestry Cooperative. Fresh vegetables and forest products fill the stalls. [slug] Shoppers can find farmer’s name, phone number All goods are produced in Jeju. Consumers can find the farmer’s name, photos, phone number and other detailed information about their crops. [slug] Prices 30~40% lower than prices at supermarket A package of garlic is 1,000 won, young radishes, 1,000 won and cloud ear mushrooms 2,800 won. Overall prices at the shop are at least 30 percent lower than prices at a supermarket because of reduced transportation costs and the elimination of the middleman. The shop connects food producers and food consumers for a small commision. The farmers set the price. INTERVIEW Oh Seung-ung / Jejusi Forestry Cooperative We provide farm produce, fish, and meat at a much higher quality. As producers price their goods, prices are lower than at a supermarket. And there is less distance to travel from farms to this local shop, so everything is fresh. <인터뷰:오승웅 제주시산림조합 지도상무> "주변 농산물·수산물·축산물들을 가장 가까운데서 믿을 수 있는 제품을 취급하고 사갈 수 있다는게 장점이고, 가격적으로는 농가들이 직접 가격을 결정해서 판매하기 때문에 시중가격보다 훨씬 저렴하고 신선한 제품을 취급한다는게 최대 장점입니다." Producers can check inventory in the warehouse of the shop through their smartphones in real-time, so they can maintain stock as needed. Farmers prefer the simplicity, immediacy, transparency and independence of selling direct to consumers because they don’t have to worry about sensitive market conditions. Consumers also like the shop and its fresh goods. The shop opened two months ago. It already has more than 1,000 members. The number of farmers who provide their products to the shop has increased from 107 to 137 over the same period. The Jejusi Forestry Cooperative is planning for more farmers to participate in the farmers’ market and increase the number of food items.   • Free daycare to be limited beginning July Single-income households to be limited to 6 hours/day for young children Beginning in July, the government will limit the amount of time non-working mothers can take advantage of free daycare services. The provincial government says the new rule will apply to children under two years old. Parents wishing to leave children under 48 months of age at daycare centers for more than six hours a day will have to submit documents to prove both parents are employed. Non-working mothers who wish to use the centers for longer six hours will have to pay for the additional time. Stay-at-home mothers who have a special reason to leave their children at daycare centers for longer may do so, however, for up to 15 additional hours per month. Currently, children of either working or non-working mothers can be left for up to 12 hours a day for free. Working parents can apply for the all-day childcare at community service centers across Jeju between May 20th and June 24th. 7월부터 전업주부 영유아 어린이집 이용 제한 오는 7월부터 전업주부는 영유아 자녀를 하루 6시간 이상 어린이집에 맡길 수 없게 됩니다. 제주특별자치도는 오는 7월부터 이같은 내용을 담은 0세부터 2살까지를 대상으로 한 맞춤형 보육을 실시합니다. 이에 따라 48개월 미만 아동을 6시간 이상 어린이집에 맡길 경우 맞벌이 가정 증빙 서류 등 관련 자료를 제출해야 합니다. 다만 전업주부와 육아휴직중인 가정이라도 특별한 사안이 발생할 경우 한달에 15시간 이내로 추가 서비스를 받을 수 있게 됩니다. 종일반 보육료 자격 신청은 오는 20일부터 다음달 24일까지 읍면동 주민센터에서 이뤄집니다.

  • Jeju City prevails in lawsuit filed by LH Housing corporation was seeking \1.8b The Korea Land and Housing Corporation has lost a 1.8-billion-won lawsuit it filed against Jeju City regarding land disposition the Ara district. The Supreme Court announced Tuesday that the case filed by the state-run corporation better known as LH had now been dismissed. LH filed administrative litigation in 2009, claiming Jeju City unjustly charged it 1.8 billion won when it included LH’s rental apartment complex in the Ara development district. The case was eventually brought to the Supreme Court in 2014 after Jeju City won the first trial and LH won on appeal. 제주시, 아라지구 환지처분 소송 LH에 승소 제주시가 LH와의 18억원대 아라지구 환지처분 소송에서 최종 승소했습니다. 대법원 특별1부는 LH가 제주시를 상대로 제기한 환지처분취소 소송에 대해 별도의 심리 없이 심리불속행 기각 결정을 내렸습니다. 심리불속행 기각이란 상고 대상이 아니라고 판단해 더 이상 심리하지 않고 상고를 기각하는 제도입니다. 한편 LH는 영구임대아파트인 아라주공아파트가 아라개발지구에 포함돼 18억원의 환지 청산금이 부과되자 제주시를 상대로 개발지구에서 제외해 달라는 소송을 제기했습니다.
