Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • It is not easy for seniors to get around, especially in rural areas where bus service is limited. To address the issue, the Seongsan-eup village cooperative now offers taxi rides anywhere within the community for just 1,000 won. Joseph Kim has more. A taxi is speeding along, and makes a stop at the village community center where there are many seniors waiting. Two seniors hop on the taxi to go to the 5-day market. This new service is called “Happy Taxi”, and is available to seniors aged 80 or older. Interview Kim In-soo / Seongsan-eup, Nansan-ri There are few buses in the mid-slope region, and the service we do have is sporadic. A normal taxi would cost around 7,000 won. Under the new program, qualifying passengers pay 1,000 won and the Seongsan-eup village cooperative picks up the rest of the bill. The Seongsan-eup village cooperative will offer 13 Happy taxi vouchers each to approximately 1,000 qualifying seniors this year. The service will be operated using local government subsidies this year, but after the local department store begins operations, the cooperative will take over management of the program.   • Five days of disaster preparedness drills begin Monday Public and private sectors to participate in exercises In related news, authorities will conduct disaster preparedness drills from May 16th to the 20th. The drills will be based on Korea’s National Response Framework. Both public and private organizations will participate in the training. The exercises will focus on responding to typhoons and other natural disasters that are more likely to affect the island. These drills are held annually across the nation.   • Jeju to improve earthquake preparedness \3.6b to be spent on strengthening buildings, bridges In light of the recent increase in seismic activity across the globe, the provincial government aims improve its capacity to respond to earthquakes. The province will spend 3.6 billion won this year to make 51 public facilities, including buildings and bridges, better able to withstand quakes. Authorities will also urge the owners of buildings over three-storeys high and with an area of over 500 square meters to do the same when remodeling. Finally, the provincial government will print leaflets outlining how to respond to an earthquake and distribute them to all island households. 지진 대비 태세 강화…건축물 내진 성능 보강 최근 전세계적으로 지진발생횟수가 늘어남에 따라 제주 지역도 지진 대비 태세를 강화합니다. 제주도는 올해 사업비 36억 원을 투입해 건축물과 교량 등 공공시설물 51개소에 대한 내진성능을 보강합니다. 또 민간소유 건축물에 대해서는 3층 이상의 500제곱미터 이상일 경우 리모델링 시 내진 보강이 이뤄질 수 있도록 관리를 강화합니다. 이와 함께 지진이 발생했을 경우 대처능력을 높이기 위해 도민행동요령을 제작해 모든 가구에 배포합니다.

  • Jeju groundwater passes drinking water tests Researchers test samples from 106 wells Jeju groundwater has once again been proven safe to drink. The Jeju Public Health and Environmental Research Institute tested samples collected from 106 wells. The levels of nitrate nitrogen and chloride detected were much lower than what is considered harmful. Researchers say they will monitor water quality twice more this year. If the water in any well is found to have high levels of harmful substances, farmers in the region will be advised to switch their fertilizer. 지하수 먹는 물 수질 '적합' 제주 지하수가 각종 수질 평가에서 먹는 물 수준에 적합한 것으로 나타났습니다. 제주특별자치도 보건환경연구원이 도내 지하수 관정 106개소를 대상으로 수질 모니터링을 실시한 결과 지하수 오염지표를 나타내는 질산성질소 농도와 바닷물 침투여부를 파악하는 염소이온농도가 기준치 이하로 측정되는 등 수질은 양호했습니다. 보건환경연구원은 올해 모니터링을 두번 더 실시해 오염 지표가 상대적으로 높게 나타난 지역은 적정 비료사용을 권장하도록 계도할 계획입니다.

  • Police consider seeking public’s help in murder investigation Chinese woman found dead in Seogwipo last month Authorities are considering going public with their investigation into the murder of a Chinese woman who was found dead last month. Seogwipo police say they have narrowed down their search to a man who withdrew money from the deceased woman’s bank account. They are struggling to identify the suspect, though, and may turn to the public for help doing so. Police say they believe the suspect may also be Chinese. They are investigating all money exchange centers across the island and cross-checking departure records.   • Annual tourist arrivals top 5m in record time 12.8% more visitors compared to last year Tourist arrivals have topped the five-million milestone in the shortest period ever this year. The Jeju Provincial Tourism Association says that, as of May 8th, the tally stood at five million 29 thousand. That’s 12.8 percent more than at the same point last year. Experts say domestic visitors are fueling the surge. School trips from the mainland began about two weeks earlier than last year, and more independent tourists have been coming. 관광객 최단기간 500만 명 돌파 올들어 제주를 찾은 관광객수가 최단기간 500만 명을 돌파했습니다. 제주도관광광협회에 따르면 올들어 어제(8일)까지 제주를 찾은 관광객은 502만 9천여 명으로 지난해 같은 기간보다 12.8% 늘었습니다. 이는 지난해보다 2주 정도 빠른 것으로 수학여행단과 개별관광객 등 내국인 관광객 증가에 따른 것으로 분석되고 있니다.

  • Conflicts between workers and management at Jeju Medical Center appear to be easing. The center's labor union recently declared that it was ruling out going on strike. Mike Laidman reports. Over the last few years, the labor union of the Jeju Medical Center has set up tents and held sit-in protests. Union members even went as far as going on hunger strikes in front of the building. But, this year, their efforts made a difference. The union has instead resolved to have their labor campaigns seek benefits from good relationships between themselves and management while avoiding labor disputes.
