Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

According to the provincial government, Jeju pork was recently shipped to Thailand for the first time, making it the fourth export destination in Asia after mainland China, Vietnam, and Hong Kong. Officials say the accomplishment shows that Jeju’s livestock products are gaining more recognition in the Asian market.   • It’s nearly the weekend again, and that means Film Focus. This week Todd Thacker takes a look at a quirky satire filled with star power, and an action duel between comic book heros that is exploding onto local screens. [Report] This week includes some directors that I’m sure you’ve heard of before. Fans of the Coen brothers will be lining up see their new 1950s Hollywood period piece called Hail, Caesar!. And Zack Snyder, the director of Watchmen and Superman from a few years ago, brings us Batman vs. Superman, Dawn of Justice. [Slug CG] Todd Thacker Welcome to Film Focus. I’m Todd Thacker. [Slug CG] Hail, Caesar! (2016, Joel and Ethan Coen) A day in the life of a 1950s Hollywood fixer and his stars. First up, Hail, Caesar! The story is set around a 1950s Hollywood mogul called Eddie Mannix (played by Josh Brolin) who is brought in to help a troubled production called “Hail, Caesar!” Among other problems, the star of that film (played by George Clooney) has been kidnapped for a $100,000 ransom. Interweaved into the plot are performances by a host of A-listers... Ralph Fiennes as the perfectionist director, Scarlett Johansson as an actress with a big secret, and Tilda Swinton playing two parts as twin gossip columnists. But despite the great line-up, cinematography and costume design, the consensus among critics is that the film falls flat due to a lack of energy and narrative focus. Hail, Caesar! is more about the small moments of acting and humor among this strong cast than its overall plot. [Slug CG] Batman vs. Superman, Dawn of Justice (2016, Zack Snyder) The world wrestles with what kind of hero it needs. Ben Affleck, Henry Cavill, and Amy Adams star in Zack Snyder’s latest comic book effort -- this time with two superheros fighting it out for the good of the world. After Gotham City was laid waste by General Zod, and Superman emerged as a god-like figure, Bruce Wayne puts his resources to use in balancing out the global power structure. The plot thickens, though, when Lex Luther (played by Jesse Eisenberg) unleashes a new plan to threaten the world. Due to Dawn of Justice’s global release date, it has yet to be extensively reviewed. But given Snyder’s previous work in Watchmen and Superman, and its $250 million budget, chances are this new DC Comics production will be an action-packed fast-paced adventure.

  • Household debt growing at alarming rate Debt-to-income ratio also second highest in country Soaring household debt in Jeju coupled with the island’s rapidly-growing debt-to-income ratio are raising concerns that a growing number of local residents may not be able to repay their loans. The latest report by the Jeju branch of the Bank of Korea shows that the average amount in loans shouldered by a household in Jeju last year was around 61.3 million won. That’s 24 percent higher than a year earlier, while nationally the figure grew at a much lower 9 percent. The debt-to-income ratio here was also the second highest in the country.   • Standardized manual created for mass flight cancellations Guidelines designed to support stranded passengers Jeju International Airport administrators and workers have a new manual that outlines measures to be taken in the case of mass flight cancellations, such as those earlier this year. The guidelines are aimed at supporting passengers who may become stranded at the airport due to the cancellations. According to the provincial government, the manual specifies actions to be taken by each airport department as well as by related agencies in cooperation with the airport. Officials say part of the planning includes increasing the supply of blankets and other emergency supplies inside the terminal. Airport workers will also take part in drills designed to ensure that they can respond immediately in the case of an emergency. 항공기 대규모 결항사태 대응 매뉴얼 마련 항공기 대규모 결항 사태에 효과적으로 대응하기 위한 제주도 매뉴얼이 마련됐습니다. 제주특별자치도는 항공기 결항에 따른 공항 체류객 보호와 지원 매뉴얼을 확정했다고 밝혔습니다. 매뉴얼에는 예측할 수 없는 재난과 비상사태 발생에 대비해 협업기관과 부서간 역할을 명확히 분담하고 또 모포 등 비상 물자와 자원을 최대한 확보해 비축하기로 했습니다. 이와 함께 이번에 마련된 매뉴얼에 따라 실제 현장에서 바로 적용할 수 있도록 훈련을 지속적으로 추진합니다.

  • Turning to Arirang now, spring is in full bloom across southern Korea, where some of the country's biggest flower festivals began over the weekend, attracting thousands to admire the early blossoms. Here’s Oh Soo-young with the details. Report Frail white petals tinged with pink... The plum blossoms cover the mountainous slopes of Jeollanamdo Province, overlooking the Seomjin River. It's the very picture of spring, which appears to have come round early this year across the southern parts of Korea. [CG IN] Pink and white plum blossoms on view through March 27 Visitors from every corner of the peninsula are gathering here in Gwangyang at the Plum Blossom Festival to take in the sheer beauty of the landscape. [Interview ] Bae Ji-young / Office worker (korean) "I came because it's the earliest flower festival this year. I'm glad I did, because the flowers are so beautiful." [Interview ] Lee Hyun-a / Homemaker (korean) "We've looked around and taken lots of photos. We've even had plum blossom ice cream." [Interview] Park Gyeong-man / Office worker (Korean) "My travel club members and I come every year to look at the flowers, enjoy their fragrance and the food. This year, the flowers are more vibrant, more beautiful." [CG IN] Fruit used to sweeten variety of foods And of course, no festival is quite complete without a spot of the local delicacies. You can sample a bit of spring fresh from the local farm,... where the fruit of the plum blossom tree is squeezed and thickened into syrup. It adds a sweet and slightly tangy taste, livening up almost any Korean snack or dish. [Interview] Kim Mal-lai / Salesperson, Green Plum Farm (Korean) "It works well with meat, making it tender and getting rid of the smell. It also goes into making sauces, rice snacks, pickles and tea." The flower festival is one of many others around the country that opened over the weekend. [CG IN] Cornelian cherry flowers on display through March 27 The Gurye Sansuyu Festival also kicked off in Jeollanam-do Province, at the foothills of Mount Jiri. There, thousands of cornelian cherry, or sansuyu, trees are speckled with small, yellow flowers. [CAMERA] Kim Jin-hyub Breathing in the fresh mountain air, visitors can take a leisurely stroll, exploring the small, picturesque villages as they follow a trail along the creek. And a sip of sansuyu tea makes for the perfect refreshment.   • Vietnamese taekwondo athletes training in Jeju 11 women preparing for upcoming Asia Taekwondo Championships The Vietnamese national women’s Taekwondo team is currently training here in Jeju, ahead of the upcoming Asia Taekwondo Championships. The eleven women arrived March 13th for training at the Jeju Sports Complex through the 26th. As part of the training, the Vietnamese team will also hold friendly matches with the provincial government’s taekwondo team during their stay. So far this year, five international sports teams have visited Jeju for training, including a Chinese pro-soccer team. 베트남 여자 태권도 국가대표 제주서 전지훈련 베트남 여자태권도 국가대표팀이 아시아태권도선수권대회를 겨냥해 제주에서 전지훈련을 실시하고 있습니다. 베트남 대표팀은 모두 11명으로 지난 13일 제주에 도착해 오는 26일까지 제주도체육회관 태권도연습장에서 전지훈련을 실시합니다. 특히 훈련기간 제주도청 소속 태권도팀과 연습경기로 경기력을 끌어올릴 계획입니다. 한편 올들어 지금까지 제주시를 찾은 해외 전지훈련팀은 중국 프로축구팀을 비롯해 모두 5팀입니다.

  • Province aims to boost exports to mainland China Delegation heading to 3 cities this weekend for consultations Jeju is hoping to boost exports of local products to mainland China. To that end, a business delegation will be sent to Changsha, Shenyang and Xian on March 26th to meet local buyers and discuss future export opportunities. The delegation will be led by members of the provincial government, as well as the Jeju branch of the Small and Medium Business Corporation. Seven exporting companies from Jeju will also join the delegation to promote their products, which range from cosmetics to mandarin oranges. The provincial government will provide funding to the companies for brokerage fees, rental fees for consultation booths, and interpretation services. 제주상품 중국 내륙 시장 공략 제주특별자치도가 제주상품의 중국 내륙 시장 공략에 나섭니다. 이를 위해 오는 26일부터 중소기업진흥공단 제주본부와 함께 중국 내륙시장인 창사와 선양, 시안에 무역사절단을 파견해 현지 바이어와 수출상담회를 개최합니다. 이번 무역사절단에는 화장품과 감귤가공식품 등 도내 수출기업 7개 업체가 참여합니다. 제주도는 이들 업체에 바이어 알선 비용과 상담장 임차료, 통역비 등을 지원하게 됩니다.

  • This week on Jeju: A to Z, Todd Thacker takes a brief look at the island-wide “Clean House” system that, since 2006, has helped organize Jeju’s garbage disposal and recycling. [Report] March is again upon us and with it, some really nice weather. It’s no coincidence, then, that this is a good time to give our homes a thorough “spring cleaning.” But this begs the question: on a small island like Jeju, where does all the trash and all the recyclables go? Clearly space here is at a premium, so the need for an efficient recycling system is all the more urgent. [Slug CG] 3,000+ ‘Clean Houses’ set up since 2006 It’s been nearly a decade since Jeju instituted a so-called “Clean House” garbage and recycling collection program. These facilities -- each of which costs about 15 million won -- are strategically located in neighborhoods all around the island... at present over 3,000 in all. Clean Houses have different colored bins for the efficient separation of recycling and waste -- white for general refuse, orange for paper, and green for plastic and metal. Separate smaller bins for glass and food waste are also often available. In order to ensure that your recyclables are collected in an orderly fashion, please observe some of these basic rules. [Slug CG] Prepaid garbage bags for food, household waste Be sure to rinse all food containers, flatten cardboard boxes, and dispose of glass in a safe manner. Keep all food and burnable waste strictly separate and use the white and yellow pre-paid garbage bags for these kinds of refuse. Also, be sure to remove labels from containers and dispose of packing tape attached to any cardboard. [Slug CG] Larger items must have prepaid stickers attached Larger items such as old furniture can be disposed of at Clean Houses, but a pre-paid sticker must be purchased at your local district office. This includes particularly unwieldy items like TVs, mattresses and ceramics. Keep in mind some of these tips as well. Recycling is mandatory and fines can and will be issued. Food waste should only be disposed of after dark especially during the summer months. And though smaller electronics are permitted to be left at Clean Houses, cell phones must be disposed of at your local district office. [Slug CG] Todd Thacker So far, Jeju’s Clean House system has been deemed quite successful in keeping the island clean and environmentally conscious.
