Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

The Jeju Election Commission is restricting campaign activities as of Friday. Candidates will be prohibited from using banners or any other means of advertisement to gain support. Also, institutions, groups, and organizations affiliated with a particular candidate will not be allowed to conduct activities that may affect the polls in the candidate’s electoral district.   • More to begin receiving disability pensions this month Financial standards eased for beneficiaries Beginning this month, more people will qualify for disability pensions. The assets-to-income conversion ratio used to determine eligibility has been lowered from 5% to 4%. This change goes into effect for Jeju residents in October. The assets-to-income conversion rate refers to the percentage of a person’s assets that can be seen as income. Lowering this rate means less is seen as income. Therefore, more people are likely to be eligible to apply for disability pensions. People with disabilities can apply for the pension at their nearest community center. Currently some 5,000 people receive disability pensions in Jeju. 이달부터 장애인 연금 대상 확대 장애인 연금 대상이 확대됩니다. 제주특별자치도는 이달부터 장애인연금 대상자의 재산소득 환산율을 연 5%에서 4%로 완화 적용합니다. 재산소득 환산율이란 본인의 재산을 기준으로 일정 소득이 있는 것으로 간주해 산출하는 방식입니다. 장애인 연금 신청은 읍면동 주민센터에서 이뤄집니다. 현재 제주지역에서 연금을 수령하고 있는 중증장애인은 5천명에 이르고 있습니다.

  • This is the second of a series of reports on the cruise industry. The latest trend is all about bigger cruise liners and bigger cruise terminals. Jeju has yet to adapt to that trend, though, and insiders say a lot of improvements are needed. Mike Balfour has more. [SLUG] Shanghai Wusongkou Intl. Cruise Terminal This is Shanghai’s Wusongkou International Cruise Terminal. It is the largest port of call for international cruises in China, beating out other major ports including Tianjin, Chendu and Zhoushan. [slug] 770 meters of wharves Can accommodate two 150,000-ton ships simultaneously The port has a wharves of over 770 meters... with two cruise docks that can accommodate two 150,000-ton passenger liners at the same time. Work has been ongoing since 2012 to more than double the size to 1,600 meters. [slug] Terminal coastline to be expanded to 1,600 m Construction ongoing since 2012 By 2020, Wusongkou Terminal is expected to accommodate 800 to 1,000 cruise liners annually. When the extension work is completed, it will be able to dock two 200,000-ton cruise ships and two 150,000-ton cruises at any one time. [slug] Homeport of 167,000-ton Quantum of the Seas Also expected homeport of 220,000-ton Oasis (2017) Shanghai is the homeport of the 167,000-ton cruise liner Quantum of the Seas... and by 2017, the 220,000-ton cruise ship Oasis will also be based in Shanghai. The growing cruise tourism industry is well reflected here with its large-scale cruise liners but for Jeju, the trend is a cause for concern. [slug] Maximum capacity for Jeju Port: 150,000-ton cruise liners Currently, Jeju Port can only accommodate cruise ships up to 150,000 tons, so liners larger than that are likely to avoid coming to Jeju. [CAMERA] Han Gyeong-yeob The 167,000-ton Quantum of the Seas has been finding Jeju port too short to dock and is said to be turning its attention to other ports.   • Traffic was unusually heavy along Aejo-ro (애조로) on a recent morning, causing major delays in the morning commute. The reason turned out to be two runaway horses. That’s one of a number of short updates Mike Laidman has for you now. This was the scene at 7:40 am, Thursday morning on Aejo-ro (애조로), near the Nohyeong (노형) intersection. There were no casualties reported, but the incident did cause some major delays during morning rush hour. ---------------------------------- [slug] Fire at Seogwipo naval base, arson suspected Footage courtesy of Seogwipo Fire Station Two shipping containers were destroyed after a fire broke out Thursday afternoon at a construction site at the naval base in Gangjeong-dong (강정동), Seogwipo, Thursday afternoon. The fire is thought to have started at around 1:10 pm. No casualties were reported but the fire did cause damages worth an estimated 3.8 million won. A witness said he saw a man in his 50s walking around the containers just minutes before the fire started. This has led police to suspect arson as the cause. ------------------------- [SLUG] Maritime police tow drifting leisure craft Footage courtesy of Korea Coast Guard Seogwipo Coast guards pull a leisure craft to the coast in the dark of night. At around 10 minutes past midnight on Thursday, the Seogwipo Coast Guard towed the 2.4 ton leisure craft to shore after it had become stranded 50 meters south of Saeseom (새섬), Seogwipo, after it experienced engine failure. The coast guard say that the 64-year-old man who was on board, a Mr. Kim, will be fined for not having the mandatory nighttime safety equipment installed. ------------------------- [slug] 4 Chinese boats caught illegally fishing in Jeju waters Footage courtesy of Korea Coast Guard - Jeju/Seogwipo In other news, the Jeju Coast Guard chased and then seized four Chinese fishing vessels after they were found illegally fishing in Jeju’s waters. [REPORTER] Mike Laidman The Jeju and Seogwipo Coast Guards seized the boats southwest of Marado (마라도) Island, Seogwipo, for violating the Exclusive Economic Zone (EEZ) fishing laws.   • Jeju: A to Z (Yongcheon Cave)
  • This week on Jeju: A to Z, Todd Thacker profiles the Yongcheon Cave system. It was discovered in 2005 and it has been the subject of intense scientific study and the source of remarkable discoveries ever since. On a volcanic island such as Jeju, it’s more than likely that there are many as yet uncovered subterranean formations. In 2005, just such a surprising discovery was made by chance in the northeast of the island. [Slug CG] Woljeong-ri, Gujwa-eup Yongcheon Cave, complete with a remarkable underground lake system, was uncovered when an electrical pole was installed in Woljeong-ri, north of the Geomun Oreum lava tube system. The maintenance workers who returned the next day were shocked to find the pole missing -- swallowed up by a previously unknown cavern. Scientists were called in and in the following years, after carefully entering and studying the otherwise closed-off system, they found a surprisingly rich set of geological and biological features there. [Slug CG] 800-meter-long underground lake home to new fish species They found an 800-meter-long underground lake, which in 2010 revealed a previously unknown species of fish measuring four to seven centimeters in length and completely blind. Though Yongcheon was unknown to modern islanders, it wasn’t always that way. At least since the fifth century, it had been used by humans, as various kinds of earthenware, ironware, animal bones and other evidence of human presence were found. Mysteriously, the original access point, though, is lost. [Slug CG] Todd Thacker The scientific importance of this cave cannot be underestimated. In addition to the years of future study and discoveries promised by Yongcheon Cave, some believe that its scientific importance led directly to Jeju earning a place on the UNESCO World Natural Heritage list in 2007. [Slug CG] wnhcenter.jeju.go.kr Although Yongcheon Cave is closed to the public, you can get a sense of the site through a carefully replicated diorama and relevant information at the Jeju World Natural Heritage Center in Jocheon-eup. Economy Bank of Korea freezes key interest rate in October Yonhap is reporting that South Korea's central bank on Thursday held its key interest rate steady for a fourth month amid growing uncertainties from the world's two largest economies and budding signs of a recovery in domestic demand. The Bank of Korea froze its base rate at a record low of 1.50 percent for October. 2. Society Park seeks cooperation with US in R&D, engineering President Park Geun-hye called Wednesday for close cooperation between South Korea and the United States in research and development and engineering, which Seoul sees as the key to innovations in the manufacturing sector.
