Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

But how do drivers respond to fire engines on the road, particularly those with their lights and sirens on? [slug] Most drivers yield to emergency vehicles, but not all When a fire engine approaches, drivers pull their cars over to the right side of the road. Some people even drive over the centerline in order to clear the way. Public awareness on what to do when emergency vehicles pass is much better than it was before. However, there are still inconsiderate drivers who do not move to the outer lanes, even when an emergency vehicle has its siren and lights on. [camera] Kim Seong-cheol Because some drivers do not clear the way, the fire engine is stuck in the middle of the road. Authorities say that while there are many citizens who do move their cars to other lanes as they should, this is still not enough. This is made evident during rush hour when there are many cars on the road and the fire engines take more time to get to a scene. " If emergency vehicles fail to get to the scene of an accident within the first five minutes, the so-called ‘golden time,’ the risk that a fire grows out of control or that a person dies increases greatly. Fire authorities are asking people to pull their cars over to the right side of the road whenever a fire engine or ambulance approaches. They added that if there are three or more lanes, people should move their cars to the outer lanes and clear a path down the middle.   • Jeju seeks national heritage designation for ‘haenyeo’ Ministry of Oceans and Fisheries to make decision in December Provincial authorities are seeking national heritage designation for the island’s female sea divers. The province announced Monday that it would apply to have haenyeo added to Korea’s Nationally Important Marine Heritage list. The Ministry of Oceans and Fisheries is accepting applications through the end of this month. Following an evaluation of the submissions, it will make two additions to the list in December. Major construction on the terminal was finished in July. Since then, passengers have had to go through immigration onboard their ships because immigration checkpoints had not yet been set up in the terminal. At a Monday policy meeting, Governor Won said it was unacceptable and that illegally shipping and selling fruit that is not cleared for sale hurts all island growers. He vowed to strengthen local regulations if needed in order to put an end to the practice.   • Time for another in our series of special reports on the current state and future direction of cruise tourism. Chinese visitors dominate this part of the local tourism sector, but there are problems. They have relatively short stays here and Jeju’s harbor infrastructure cannot accommodate the largest vessels. Mike Laidman has more. [slug] Chinese cruise travelers up 50% annually The number of Chinese cruise tourists is growing by 50% every year, phenomenal growth for the sector. Shanghai has many ports, some of which are the home berths for cruise ships. And this explosion in popularity means that every day there is a ship that leaves port on a cruise. Tourism authorities on Jeju Island are eagerly awaiting the growth that Jeju’s own port should experience as it is a favourite port of call for Chinese tourists. [slug] Duty-free shopping main focus due to short stays However, these tourists have a scant four hours here, so their tour schedules are focused mainly on shopping. In Fukuoka, Japan, however, where people can disembark for eight hours, only about one hour is allotted for shopping. This means differences in traveler satisfaction and the economic effect that Jeju feels from cruise tourism is relatively small. [INTERVIEW] Wang Younong / Shanghai Wusongkou Intl. Cruise Terminal The Japanese route is expanding quickly. [slug] ‘Need packages for individual travelers’ Jeju needs to work with cruise home ports in China to ensure that Chinese visitors have the chance to stay longer on the island. If cruise departure times in Shanghai are changed from their current afternoon slot to the morning, Chinese travelers would have more than eight hours in Jeju. Changes are becoming especially important as in 2017 there could be a 220,000-ton ship running. Larger harbours and bigger infrastructure are urgently needed to accommodate such ships. And experts advise that cruise tour packages should be developed for individual travelers as more and more Chinese people start to enjoy cruises. [INTERVIEW] Im Bok-soon / China-Korea Research Inst., Nam Kyoung Univ. When it comes to cruise packages, travelers prefer group tours now, but that will gradually change to a preference for individual packages.   • While many are feeling the pinch of an economic slowdown… Jeju’s construction industry is thriving like never before. The continuing influx of people choosing to live on the Island is adding to the housing construction boom. Mike Balfour reports. This is the construction site of a new residential building in Yeon-dong (연동), Jeju City. Workers are busy laying the foundation for a large-scale multi-housing complex. Similar sights can be seen elsewhere in Jeju. Construction sites for new buildings are easy to find. Reflecting this trend, there has been a steady increase in the number of construction permits issued in Jeju. The total area of land in Jeju given permission to build on this year amounts to some 2.6 million square meters. That’s a 27 percent increase from a year ago. [slug] 51% of construction for residential housing More than half of all construction is residential and continues to rise. [camera] Moon Ho-seong The total area of land under construction has increased nearly twofold. One of the reasons for this housing construction boom is the increase in the number of people choosing to start a new chapter of their lives in Jeju.
