Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • The Jeju April 3rd Peace Foundation is holding exhibitions of materials drawn from its archive, as well as from private collections and the National Archives of Korea. The special exhibition that displays comprehensive original records of the tragedy is being held until June. Joseph Kim reports. This is the April 3rd Memorial Hall in the Jeju April 3rd Peace Park. Materials and documents used for examining and classifying 14,500 victims of the horrible April 3rd Incident are piled up at the entrance of the exhibition hall. That’s a part of the special exhibition “Jeju 4·3 Archive Exhibition” which is organized by the Jeju April 3rd Peace Foundation. Photos, videos and remains that show the tragedy and documents created during the decades of fact finding and honor recovery are on display. The police’s firing on March 1st, 1947 sparked a chain of events that led to the outbreak of the incident. Materials and situations surrounding the firing are open to the public for the first time. The National Archives of Korea opens originals of the lists of convicted persons and minutes of cabinet meetings made during the incident to the public. Materials donated by individuals to the province and the April 3rd Peace Foundation are also displayed. Memoirs published by the 93-year-old living victim, Mr. (김두황) Kim Du-hwang, who was framed and taken to the police more than 70 years ago, and finally acquitted at the recent retrial, and articles on the incident are on display. The collection includes postcards exchanged between prisoners and their families, and death notices. The April 3rd Peace Foundation is attempting to include the collections in the UNESCO Memory of the World.   • 7 provincial councilors make appeal for 4·3 Special Act amendment Request cooperation from Democratic Party, People Power Party Seven lawmakers, including Chairman Joa Nam-su of the Jeju Provincial Council, visited the National Assembly on the 28th and requested cooperation with the 4.3 Special Act amendment. They met with Lee Nak-yon, who is chairman of the Democratic Party of Korea, along with Chairman Kim Chong-in of the People Power Party’s emergency countermeasures committee, to submit a proposal to process the 4.3 Special Law. They appealed for cooperation in order to ensure the passage of the 4.3 Special Act amendment during the extraordinary assembly.   • Jeju plans to roll out COVID-19 vaccines next month Aims for 70% vaccination rate COVID-19 vaccinations will begin in Jeju starting next month. In accordance with the policy of the Korea Disease Control and Prevention Agency, Jeju Island will vaccinate frontline workers at nursing hospitals and high-risk medical centers in the first quarter of the year. Senior citizens aged 65 and older, along with welfare center employees will be vaccinated in the second quarter, and vaccinations for adults aged 19 to 64 will begin in the third quarter. The province is aiming to inoculate more than 472,000 residents, excluding youth under the age of 19 and pregnant women, to reach a 70% vaccination rate. Provincial vaccination centers are expected to be operated in two locations, the Halla Gymnasium in Jeju City and the National Sports Center in Seogwipo City, with vaccines also available at over 200 medical facilities across the province. Meanwhile, COVID-19 testing for foreign workers is available now. 1.   • As the new school year approaches, students, parents and teachers wait for the government’s decision on the reopening of schools. Education authorities are reviewing the possibility of reopening schools in March. A decision is expected to be announced soon in Jeju, even though there is still a great deal of uncertainty on how the pandemic will turn. Todd Thacker reports. Report Last year’s spring semester began on April 9th. Compared to previous school years, that’s a delay of about 40 days. The spread of COVID-19 didn’t allow schools to physically open last year. Schools switched to online classes whenever the pandemic turned serious. Seoul is considering extending physical classes at schools. Extended online classes could widen the learning gap between students. Families unable to look after their kids during the day have had to deal with a lack of after-school programs. Researchers have published studies showing that the possibility of infection at schools is low if quarantine protocols are followed. The Provincial Office of Education is therefore weighing the possibility of reopening schools for the coming spring semester. The number of confirmed cases in Jeju has dropped recently, raising expectations for in-school classes. Physical classes for grades one and two of elementary schools will be priorities. During a recent interview with KCTV, PoE Superintendent (이석문) Lee Seok-mun said he expects that physical classes could go ahead in the spring.   • School violence in the province shows slight decrease Elementary schools have highest rate of abuse A recent survey by the Jeju Provincial Office of Education has shown that school violence in Jeju is the most prevalent in elementary schools. The office of education surveyed 45,000 students from 4th grade to 11th grade in the province and found that 723 of them, or 1.6%, have been victims of school violence. This is a decrease of 0.6 percent point compared to the first survey that was held the previous year. More than half of the victims are elementary school students, followed by middle school and then high school students. Verbal abuse was found to have the highest rate of occurrence at 36.7%, followed by bullying and cyberbullying. 6. 도내 학교폭력 감소…초등학교서 가장 많이 발생 제주지역 학교폭력은 초등학교에서 가장 많이 발생하는 것으로 조사됐습니다. 제주도교육청이 도내 초등학교 4학년부터 고등학교 2학년까지 4만5천여 명을 대상으로 학교폭력 실태를 조사한 결과 1.6%인 723명이 피해 경험이 있다고 응답했습니다. 이는 전년도 1차 조사와 비교해 0.6%포인트 감소한 수치입니다. 특히 피해 응답 가운데 절반 이상이 초등학생으로 가장 많았고 이어 중학생과 고등학생 순으로 나타났습니다. 피해 유형별로는 언어폭력이 36.7%로 가장 높았고, 집단따돌림과 괴롭힘, 사이버 괴롭힘 등의 순이었습니다.
