Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • COVID-19 reduces the number of foreign residents in Jeju Expat population drops by over 9% in a year The number of registered foreigners residing in Jeju has decreased in the past year. According to the population status released by Jeju Island, there were 23,168 registered foreigners residing on the island as of last November, which was a decrease of 2,500, or 9.47%, compared to the previous year. Lawmaker Song Young-houn (송영훈) of the Jeju Provincial Council proposed a revision to the Green Agricultural Free Lunch Ordinance to allow farmers with production contracts to receive necessary support within budget if school meals are suspended due to various disasters. Currently, as school meals are either suspended or reduced due to COVID 19, the accumulation of environmentally friendly agricultural products in the region is estimated to be around 5.62 million tons, and the scale of monetary damage is estimated to reach 6.7 billion won. 5. 급식 중단 친환경 농가 지원 법제화 학교급식 중단 같은 재난상황에서 친환경급식 계약재배 농가에 대한 지원이 명문화될 전망입니다. 제주도의회 송영훈 의원은 각종 재난으로 학교 급식이 중단될 경우 생산계약을 체결한 농업인에게 예산 범위에서 필요한 지원을 할 수 있도록 하는 내용의 친환경농업 무상급식 지원 조례 개정안을 대표 발의했습니다. 현재 코로나19로 학교급식이 중단.축소되면서 지역 내 친환경농산물 적체 예상량은 562만톤, 이로 인한 피해규모는 67억원에 이를 것으로 추산되고 있습니다.

According to data released by the Ministry of Land, Infrastructure and Transport, the national land price index recorded an increase for 122 consecutive months and reported a 0.34% increase in December last year, while Jeju Island, on the other hand, reported a drop of 0.16%. Jeju Island announced that heightened social distancing measures such as banning gatherings of 5 or more people have helped control the outbreak on the island. However, as the situation nationwide remains unstable, the enhanced measures will remain in effect until January 31st. As the number of visitors to the island is expected to increase during the Lunar New Year holiday, additional quarantine measures will be prepared and implemented, focusing on multi-use facilities and tourist hotspots.   • Local grocery store prices are soaring. As people are choosing to cook meals at home more during the pandemic, demand for groceries is skyrocketing. However, with the low production of crops this year due to unfavorable weather conditions and also with the outbreak of animal diseases around the nation, grocery prices have increased dramatically. Mike Laidman reports. A shopper hesitates before putting these apples back where they were. Demand for apples and pears is increasing with the Lunar New Year coming soon. But fruit supplies all around the country have decreased due to unfavorable weather conditions last year, leaving consumers with no choice but to pay a hefty price should they want certain foods. The average retail price of a bag of ten apples is between 33,000 and 34,000 won at local traditional markets. That’s 66 percent higher when compared with prices last year. Pears, too, have skyrocketed, by about 35 percent. Meat and egg prices are also going up due to the outbreak of some animal diseases. African swine fever and avian flu mean that meat supplies are down, but demand for meat is up, due to more people cooking at home amid COVID-19 restrictions. Beef prices have increased 9 percent from 2020 prices, pork by 10 percent, and eggs, 30 percent. But it’s not only fruits and meats seeing these price hikes. It's much the same story for vegetables. Back-to-back cold spells this winter caused frost damage, killing crops and leading to the current situation. But despite this, prices of Chinese cabbage, radishes, and carrots are comparatively stable. Conversely, prices of white onions are up 27 percent, and tomatoes, 17 percent. These steep increases in common household foods are burdening homes. According to the Korea Agro-Fisheries & Food Trade Corporation, this year’s Lunar New Year ritual would cost roughly 263,000 won if a consumer shopped at a traditional market, and about 362,000 won at a big supermarket - prices that are 14 percent higher than last year. Already stung by a year of COVID-19 distress, households across the country are now feeling the effects of soaring essential food prices. Mike Laidman, KCTV

The project will aim to promote the exchange of digital creations such as photos, movies, music collaborations of artists as well as performance videos of local artists to present to a partner country.   • Mixed results in Gender Equality Index Assessment Jeju ranks high in economic activity, consistently falls in safety The gender equality index of Jeju Province shows huge contrasts by sector. In the 2019 National and Regional Gender Equality Index released by the Ministry of Gender Equality and Family, Jeju was included in the highest category among the four levels. Jeju Island ranked first among 16 cities and provinces nationwide in sectors including economic activity, welfare, and family. On the other hand, they ranked 9th in the education and direct training sectors, 10th in decision making and 15th in safety. Among them, decision-making fell from 3rd place in 2017 to 6th place in 2018 and then again to 10th place in 2019, while safety also fell from 12th place in 2018 to 15th place in 2019. 5. 성평등지수 평가 엇갈려…경제활동-안전 '대조' 제주특별자치도의 성평등지수가 분야별로 엇갈리고 있습니다. 여성가족부가 발표한 2019년 기준 국가와 지역성평등지수에서 제주는 '상위지역'으로 네 단계 중 가장 높은 등급에 포함됐습니다. 특히 경제활동과 복지분야, 가족분야에서 전국 16개 시도 가운데 1위를 차지했습니다. 반면 교육.직접훈련은 9위, 의사결정 10위, 안전분야는 15위에 머물러 대조를 보였습니다. 이 가운데 의사결정은 2017년 3위에서 2018년 6위, 2019년 10위로 떨어졌고 안전분야도 2018년 12위에서 이번에 15위로 하락했습니다.
